DISTINGUISHING BETWEEN THE WEIGHT OF ELECTORATES AND THE ELECTORAL WEIGHT OF PARLIAMENTARY GROUPS The Fondation pour l’innovation politique wished to reflect on the European elections in May 2019 by assessing the weight of electorates across the European constituency independently of the electoral weight represented by the parliamentary groups comprised post-election. For example, we have reconstructed a right-wing Eurosceptic electorate by aggregating the votes in favour of right-wing national lists whose discourses are hostile to the European Union. In this case, for instance, this methodology has led us to assign those who voted for Fidesz not to the European People’s Party (EPP) group but rather to an electorate which we describe as the “populist right and extreme right” in which we also include those who voted for the Italian Lega, the French National Rally, the Austrian FPÖ and the Sweden Democrats. Likewise, Slovak SMER voters were detached from the Progressive Alliance of Socialists and Democrats (S&D) Group and instead categorised as part of an electorate which we describe as the “populist left and extreme left”. A. The data collected The electoral results were collected list by list, country by country 1, from the websites of the national parliaments and governments of each of the States of the Union. We then aggregated these data at the European level, thus obtaining: – the number of individuals registered on the electoral lists on the date of the elections, or the registered voters; – the number of votes, or the voters; – the number of valid votes in favour of each of the lists, or the votes cast; – the number of invalid votes, or the blank or invalid votes. -

France's New Anti-Capitalist Party, Seven Years Later: Project, Reality, Questions The following piece was written for Kojkkino, the theoretical magazine of the Greek organization DEA. Though quite long, it does not claim to cover all sides of the question. Indeed, it’s the kind of article that is never really finished and that has to be constantly reworked and supplemented. Its main objective is to stimulate collective thinking about the lessons of the successes and failures of the NPA from its birth to the present day. Radical Left organizations in Europe have tended to focus their attention on the major political and electoral experiences that have stood out in the recent period – beginning with Syriza in Greece, Podemos in the Spanish State and the Left Bloc in Portugal, and often also including Die Linke in Germany, Rifondazione Comunista in Italy, the Red- Green Alliance in Denmark (RGA) and others. This is entirely justified. Still, other attempts at “doing something new” merit analysis, even where their successes were fewer or shorter-lived. They provide food for thought about a broader range of national contexts. The key thing is that the attempt to “do something new” be real and not just cosmetic. This was the case with the 2009 launch of the New Anti-Capitalist Party (NPA) in France. No doubt, the initiative was launched by the Revolutionary Communist League (LCR) on its own, but the LCR dissolved itself at a special congress. We knew, or at least a number of us did, that we were crossing the Rubicon. Whatever was going to happen next, it wouldn’t be possible to return to the past. -

Umeå University, Department of Political Science New Party Entrance: the case of BE and PAN in Portugal Thesis for a master’s seminar in Political Science (Magister) at Umeå University 2nd Term 2019 Lívia Costa Abstract Back in 2012, Niklas Bolin offered an innovative perspective on the importance of agency for new party entrance. With his doctoral thesis he concluded that the ownership of at least one non-mainstream position and the possession of certain party resources were two necessary conditions for new parties to reach parliament membership. This investigation aimed to test his findings with the analysis of the only two cases of new party entrance in the Portuguese democracy since the end of the consolidation period: the Left Bloc (BE) in 1999 and Pessoas- Animais-Natureza (PAN) in 2015. The thesis concludes that in one hand both parties emphasized “unique” issues in their electoral programs. On the other hand, some party resources proved to have greater importance than others for this case: both parties had low levels of membership, limited leadership and considerable financial funds when compared to similar size parties. Finally, regarding media exposure while BE managed to gain some space within the traditional channels, PAN relied solely on social media. As a result, this study corroborates both the current tendency for a decline in the number and importance of party affiliates and the equalization theory regarding the opportunities of the Internet for small parties as a more equal space for party competition. Portugal: Between apathy and crisis of mainstream parties Marco Lisi 12 June 2014 Portugal is experiencing a huge economic and social crisis that has not trig- gered—at least until now—significant changes in the political system, as it hap- pened in Greece or Italy. The financial default of the Portuguese state led the three main parties—the Socialist Party (PS), the Social Democratic Party (PSD)1 and the Social Democratic Centre–People’s Party (CDS-PP)—to sign in April 2011 a three-year bailout with the so-called troika (International Monetary Fund, European Commission and European Central Bank). The memorandum of understanding established the implementation of structural reforms based on a neoliberal agenda in exchange for a 78-billion-euro bailout (Moury and Freire, 2013). The program terminated just when the electoral campaign took off (May 4) and inevitably influenced not only party programmatic orientations but also the political debate and the main issues of competition. The 2014 Euro- pean elections were thus the opportunity for Portuguese voters to evaluate the austerity policies adopted by the right government (PSD and CDS-PP) led by Prime Minister Pedro Passos Coelho (in office since June 2011). The electoral campaign The electoral campaign started with the debate about the ‘post-troika’ scenarios, that is, whether Portugal would follow the Irish example with a ‘clean exit’ from the external intervention or whether the government would request a program of financial assistance.
