The study investigates the contrasting needs, in establishment terms, of an old "Secretary of State" department the Home Office, performing a largely regulatory role, with a new department the Ministry of Labour performing an administrative role, and the relationship of both over establishment matters with the Treasury. The study assesses the roles of individual Administrative Class civil servants in the three departments from the rank of Principal to Permanent Secretary: with particular reference to the relationships existing between the Permanent Secretaries of the two departments and the Permanent Secretaries of the Treasury and their Controllers of Establishments. -

LSE Public Policy Group Working Paper No. 3 The Centre of Central Government Andrew Blick and George Jones The centre of central government comprises three sets of institutions: the Prime Minister’s Office based at 10 Downing Street; the Cabinet Office at 70 Whitehall, and HM Treasury at Great George Street. Together they form what some political scientists have called “the core executive”. How these key institutions operate is of first importance for the overall performance of decision-making across central government as a whole. We first review the modern history of these bodies, beginning in 1968. (For an overview of the longer term picture, see also the Annex which sketches the UK core executive from the first appearance of the Prime Minister role in the 1720s up to the 1960s). Next we analyse the key recurring questions that surround the centre of the machine. Third, we briefly consider some possible reforms that set an agenda for the next few years. I: THE MODERN HISTORY OF THE UK CORE EXECUTIVE From the 1960s to 1997 A critical date for the current operations of the centre of UK central government was 1968. As a response to the Fulton Report on The Civil Service , the prime minister was at that time formally designated Minister for the Civil Service. And responsibility for the civil service was removed from the Treasury (whose permanent secretary had been Head of the Home Civil Service since 1919) and was allocated to a new Civil Service Department with its own permanent secretary who became Head of the Home Civil Service. -

The growing role of the Prime Minister and the development of his office have led to questions over the ability of the Cabinet Secretary to fulfil the dual role of adviser to the Prime Minster and as Head of the Civil Service responsible for its day-to-day corporate management. A view both from within Whitehall and beyond has taken root that the balancing of these two roles has become too onerous a task for one individual to execute effectively. Especially in the context of the continual process of reform that now appears to be the norm within Whitehall. 2. It is however interesting to note that as recently as 2009-10 both Lord Turnbull and Sir Gus O’Donnell opposed the splitting of the post into separate jobs. Lord Turnbull noted that it: “...has been tried twice and it was a flop both times. If you talk to the people who got the job as Head of the Home Civil Service … I think that they would probably say, ‘I wish I’d never done it’. -

Hierarchy, Distinction and the British Honours System, 1917-2004 Tobias Harper One of the central challenges in modern British historiography is the reconciliation of narratives about the nature and meaning of the British Empire with older themes of class and hierarchy. The historiographical shift to empire and away from class since the 1980s and 1990s coincided with a fundamental shift in Britain’s social structure and composition, which itself demands historical explanation. The history of the British honours system – an institution that has blended ideas of class hierarchy with meritocracy and service – can reveal much about social change in twentieth century Britain and its empire. Using a mixture of official and unofficial sources and organized chronologically, my dissertation charts the history of the honours system from the creation of the Order of the British Empire in 1917 to a major set of reforms at the end of the twentieth century and the beginning of the twenty-first. Honours were an active tool of policy and social distinction. Government decisions about who should receive honours and what honours they should receive reveal the importance of different kinds of service and the social class of the individual to be honored. Applied across the whole empire, the system had a double edge: it produced loyalty and kept different social groups in their place. -

Grube University of Cambridge BACK TO THE FUTURE: REDISCOVERING THE LOST ARTS OF THE VICTORIAN MANDARIN Under the conventions of the Westminster system, civil service mandarins of the twentieth century were expected to be discrete, impartial and anonymous as they unobtrusively carried on the business of government. Times have changed. The pressures of modern governance and a 24/7 media cycle are pulling contemporary public service leaders further into the public limelight, leading to concerns that they may become politicised. This paper draws on an older civil service leadership tradition from the Victorian era, as embodied in the person of Charles Trevelyan, to argue that robust public engagement by mandarins need not lead to their politicisation. Keywords: civil service; mandarins; public administration; public leadership; Trevelyan; Westminster For much of the twentieth century, senior civil servants were neither seen nor heard. Quietly, tactfully and anonymously they wielded immense policy and administrative power in Whitehall whilst the public gaze remained on the politicians at Westminster (see Hennessy, 1989). Anonymity was coupled with impartiality as one of the core conventions for how public servants should conduct themselves. In the twenty-first century a renewed emphasis on transparency, accountability and policy implementation has seen modern mandarins emerge from anonymity to adopt a much more public face. Speeches, media interviews, social media posts and select committee appearances are an integral part of the job description of contemporary civil service leaders (see Rhodes, 2011). Whilst this change reflects the increasing complexity of modern governance and the influence of a 24/7 media cycle, it also in fact draws on a much older civil service leadership tradition. -
