    SCHOOL CLOSURES DUE TO SEVERE WEATHER GUIDANCE Background The guidance is intended to provide some advice around the circumstances when it is appropriate to close, confirm that responsibility for choosing to close rests with yourselves as head teachers and clarify the procedure for closing. This guidance also includes some of the key HR guidance around attendance at work during periods of very bad weather. Whilst this guidance is mainly aimed at closures due to severe weather it can also be used for other unplanned closures that occur due to unforeseen circumstances. NB: the BBC telephone number for reporting school closures is for use by schools only. It is not a general information line for parents to get school closure information from and should not be given to parents to ring for this purpose as this jams the line and delays schools reporting closures. Decision to close The decision to close a school due to snow or severe weather is the responsibility of the head teacher of the school concerned, in consultation with the chair of governors. The LA can advise and support in this decision but the decision will remain the responsibility of the head. In taking this decision head teachers will want to consider the following: • Health and Safety – will remaining open constitute a significant risk to pupils and/or staff • Availability of staff – has the severe weather meant that a significant number of staff have been unable to attend making it impossible to open Schools should remember that the first priority however should always be to ensure the health, safety and wellbeing of staff, pupils, parents and visitors to the site.

    Project Mayflower: The DRM Trial Final Report April 2009 1 Project Mayflower: The DRM Trial Trial Summary Introduction The BBC and its transmission provider, National Grid Wireless, have recently undertaken a trial of digital radio mondiale (DRM), a technology which allows digital broadcasting at frequencies lower than 30 MHz. The trial ran for a year from April 2007. The final report of the trial is made up of three separate documents: − this trial summary report, which provides some background and draws together the headline conclusions; − a final audience research report, which outlines the results of the research undertaken with an audience panel over the year1; and − a BBC R&D white paper, which provides the results and analysis of continuous unattended measuring and logging of the transmission2. Reflecting the way in which the trial was organised, each of these reports has been written by a different part of the team involved. The final audience research report has been written by the company employed to undertake the research – Leapfrog Research & Planning – with the assistance of BBC Marketing, Communications & Audiences.     Appendix 1 CLOSING THE SCHOOL (INCLUDING EXTREME WEATHER CONDITIONS) Introduction This note, prepared by Plymouth City Council, offers advice to Head Teachers and Governing Bodies on the procedures to be adopted in the case of school closure, including due to severe weather conditions. There is a duty on Governors and on the City Council to provide an educational service for children and young people. Decisions concerned with school closures are therefore most appropriately made school by school, reflecting local circumstances. In the absence or unavailability of the head Teacher, the school should ensure that the pre-agreed nominee is familiar with this advice and can act on their behalf. 1. School closure (including extreme weather conditions) In the event of School Closure, the Assistant Director of Services for Children and Young People (Lifelong Learning) will liaise with the Civil Protection Unit and the Emergency Services and other Council Departments, to offer advice to the School Emergency Management Team. If this advice is to recommend that schools in general close, this will be given out by local radio stations to help parents. Other local media will be asked to carry the same message. 2. Closure assessment criteria Head Teachers, in consultation where practicable with their Chair of Governors, should assess the situation. In their assessment they should take account of: (a) The safety and the accessibility of the site and surrounding area (b) The availability of heat, light, power and water (c) Availability of staff (d) Availability of meals Emergency Plan – Page 15 Amended Nov 2010 3. Knowle West Media Centre (KWMC) believes that the arts have the power to make a difference to our lives, our neighbourhoods and our environment. KWMC is a charity and arts organisation based in an area of South Bristol known locally as Knowle West, within the Council ward of Filwood: an estate of approximately 5,500 households. It is an area of great community spirit, with many green open spaces. However, educational achievement is below the city average and some areas of Filwood are ranked in the most deprived 10% in England. KWMC evolved from a community-based photography project set up in 1996 to explore the link be- tween wellbeing and the arts, and we continue to work with residents to use media arts to address local issues, improve health, and provide access to new opportunities. Our primary aim is to achieve social, cultural and economic regeneration. In practice, this means supporting people to get involved in community activism, education, employment, and local decision- making – in ways that are exciting and enjoyable. Creativity and technology run like a thread through everything we do, from young people’s groups and energy-saving projects to music workshops and exhibitions. Our work is both locally focused and nationally relevant. Issued May 2013 BBC Local Radio This service licence describes the most important characteristics of BBC Local Radio, including how it contributes to the BBC’s public purposes. Service Licences are the core of the BBC’s governance system. They aim to provide certainty for audiences and stakeholders about what each BBC service should provide. The Trust uses service licences as the basis for its performance assessment and as the basis for its consideration of any proposals for change to the UK public services from the BBC Executive. A service may not change in a way that breaches its service licence without Trust approval. The Trust presumes that any proposed change to a stated Key Characteristic of a licence will require it to undertake a Public Value Test. Should it decide not to carry out a Public Value Test before approving any such change, then it must publish its reasons in full. This Service Licence covers all BBC Local Radio stations in England. Each of the 39 stations is described in Annex II of this licence Part I: Key characteristics of the service 1. Remit The remit of BBC Local Radio is to provide a primarily speech-based service of news, information and debate to local communities across England. Speech output should be complemented by music. The target audience should be listeners aged 50 and over, who are not well-served elsewhere, although the service may appeal to all those interested in local issues.
