The consultants concluded that while several of the elements of offshore banking (such as reduced taxation on banking and other financial transactions, the elimination of foreign exchange controls, and the lessening of regulations on business and finance in general), were desirable, the establishment of an offshore banking program in and of itself would not benefit the Swazi economy sufficiently to justify the costs and efforts involved.
