Plus £52k for Humber Mouth Festival from Grants to Arts (ACE) This is very positive for culture in the city and particularly arts funded organisations. The impact is that all existing NPO will be able to function effectively and the city has gained with the Freedom funding and an uplift for Jazz Festival. City Arts have launched the Freedom Chorus which aims to put 300 local people on the stage to sing as part of this year’s Freedom Festival. We are working closely with the BBC to promote the project and to recruit local performers. Slung Low Theatre Company presented ‘Mapping the City ‘at the beginning of May, a major production funded by the 2012 Cultural Olympiad programme, City Arts was instrumental in bringing the event, worth over £100,000 to the City. Both the new Kingston Artist Studios and the new Oresome Craft Jewellery centre will be opening in the Fruit Market in July, funded by City Arts, Arts Council and Hull City Council Regeneration. City Economy The Arts Council has confirmed a grant of £22,000 for the Eleven Gallery in the Fruit Market. The grant brings the amount awarded to arts organisations moving into the Fruit Market area by the Arts Council to nearly £100,000. All the applicants have been assisted by the City Arts Unit. Three grants have been approved in the Fruit Market which enable three buildings to be brought back into use in Humber Street under the "Meanwhile uses" project. A micro brewery, the first of the three is complete, and awaiting fitting out. The outline Business Plan for the East Hull Enterprise Hub and Training Centre has been approved for the ERDF application with the Full Business Plan being finalised for submission by 21 st February. Lonsdale Community Centre has completed much needed repairs to their building with support from the West Hull short term action plan. Works included a new heating system and catering kitchen. This has enabled the Community Centre to continue to provide much needed services. KREATE (Kingston Rovers Enterprise and Training Experience) Project Update Aims – To provide a Managed Workspace facility (40+ units) that will be managed by a private sector operator, Training facility to be operated by Hull Training who will also manage the overall facility including the meeting rooms and conference space. The final element is to provide a new 2600 seat spectator stand for Hull Kingston Rovers but this element would not be eligible for European funding. Cost estimated at a total of £6.5million with anticipated split of £4.2million from Hull City Council via prudential borrowing and £2.3million from European Regional Development Fund (ERDF). Approval by Cabinet 22/11/10. The approval also gave a 10% contingency on the £4.2million subject to a successful ERDF application. Outline Business Plan (OBP) submitted to ERDF 21/12/10 and approved 10/01/11. Full Business Plan submitted 21/02/11. City, Region & A63 Castle Street European The designated start date remains at “2015/16”. However, confirmation is Economic needed regarding whether or not the DfT intend to continue immediately Programmes with the preparation works necessary to meet a start date in 2015/16. A meeting of members and officers with Alan Johnson MP and Philip Hammond (Secretary of State for Transport) took place on the 12 th May to discuss the way forward. Philip Hammond showed support but suggested that to compete with other schemes for the earliest start after 2015 we would need to try to drive down the scheme specification (costs) and/or try to obtain significant private contributions. A meeting is being arranged with the Highways Agency to feed into an update report being prepared for Ministers later in the year to influence the funding programme for all schemes with starts beyond 2015. Regional Growth Fund The Department for Business, Innovation and Skills (BIS) ran RGF information road shows around the country. Yorkshire & the Humber event was 12 th January in Rotherham. The Programme Delivery Group of the Regional Efficiency and Improvement Programme (REIP) has made funding available for work on LEPs and RGF. The money has been split 50:50 between the North and South Humber Authorities, (ie £75k Hull and East Riding and £75k for N Lincolnshire and NE Lincolnshire). The funding will be used to ensure that Hull and the East Riding of Yorkshire Councils (together with public/private sector partners) make the best use of RGF and in particular the 2 nd round and to investigate and facilitate business engagement and report on business views on LEP priorities and objectives. A bid to the Regional Growth Fund by Keepmoat Ltd on the economic development potential of housing renewal in West Hull was submitted on 21st January. Hull City Council is drawing up a bid into the 2 nd round of the Regional Growth Fund (RGF). The deadline for this bid is 1 st July. If a Government-approved LEP is in place before that time, it is expected (from Government guidance) that the LEP Board should sign-off/agree the bid. Key Account Management Approximately 200 of Hull’s businesses have been contacted as part of a new Key Account Management initiative to ensure the best possible alignment between the needs of business and the services provided by the City Council. The businesses have all been allocated a Key Account Manager who will meet with them regularly with the purpose of gaining a better understanding of current business issues and intelligence and offer a single interface for business to access the public sector. The initiative has been well received by businesses in general with only a small handful choosing not to pursue the offer. The KAM Officers continue to work with individual businesses to progress and resolve individual issues and opportunities. Green Port Hull / Siemens Hull City Council, Associated British Ports and the University of Hull have formed a partnership to launch Green Port Hull, a £100m redevelopment of Alexandra Dock. The Launch took place on 3 rd December at the WTC in Hull, the event was attended by business representatives from around the Humber region as well as political representation from Alan Johnson MP and Graham Stuart MP. Green Port Hull is a 100 hectare site within an existing port complex and is directly adjacent to the natural deep water channel offering an optimum location for international turbine manufacturers. The site already has planning consent for a deep water riverside jetty and ABP will be seeking permission to amend the existing Harbour Revision Order to enable the site to be used as a facility serving the offshore wind industry. Construction work to develop the facility could commence immediately and be realistically delivered by 2014. A turbine manufacturing facility has the potential to directly employ 1,000 people and generate up to 10,000 new jobs in the region in both skilled and unskilled roles, as well as countless supply chain opportunities for local businesses. On 20 th January Siemens and Associated British Ports (ABP) announced that they had signed a Memorandum of Understanding in connection with ABP's proposed Green Port Hull development at Alexandra Dock, Port of Hull. The parties have agreed to work together to develop plans for the construction of a new Siemens offshore wind turbine manufacturing and export facility at the Port of Hull with the aim of executing definitive agreements in 2011. The Green Port Hull site provides an established port complex with excellent access to a deep water berth which will be constructed by ABP at a cost of £100m. Subject to planning permission, the £80m factory could be up and running in 2014 and, when fully operational, the factory will directly employ 800 people and produce up to 300 wind turbines per year. The turbines will be shipped to and installed at one of the Round Three offshore zones. The wind farms will hold around 5000 turbines and supply a major part of the UK’s total electricity needs by 2020. The turbine manufacturing facility could lead to the creation of 10,000 jobs within the supply chain in a wide range of industries from foundations and fabrication, cable manufacture to gearboxes through to legal and financial services, project management to vessel support. Hull City Council has in place a full discipline project team lead by Mark Jones, Head of Economic Development and Regeneration, which will work alongside ABP and Siemens to ensure that the necessary permissions are in place in the shortest possible timescale. Hull City Council will also lead the response on skills and supply chain benefits to ensure that investors have a single point of contact that can respond in a timely and professional manner, creating the maximum benefits for the investor and the city. A full programme of planning pre-application/Cabinet briefings have been put in place as part of the process as well as briefings/meetings with statutory consultees and Ministers.

Overview of the study In March 2007, the European Parliament invited the European Commission to assist football bodies and organisations in improving the regulations governing sports agents 1. In July 2007, the European Commission indicated in its White Paper on Sport 2 that it would “ carry out an impact assessment to provide a clear overview of the activities of players’ agents in the EU and an evaluation of whether action at EU level is necessary, which will also analyse the different possible options ”. The European Commission’s terms of reference for this study confirm that the European Commission “ wants to have an analysis of the situation regarding sports agents in all the sports they deal with”. The aim of the study is therefore to examine the situation of sports agents in the European Union and to identify, analyse and describe the questions that their activities give rise to as well as the solutions that have already been provided by public and/or private actors, thus enabling the European Commission to assess – on the basis of the data collected, the problems identified and the analyses carried out – whether intervention is required and, if so, at what level and in what form. The study develops, for the first time, a European outlook on the issue of sports agents.

The UK courts have been very active in 2013 resolving many of these points of tension and where in doubt referring questions to the CJEU. The following issues were of particular interest regarding the UK’s implementation of free movement of workers in 2013/13: • The UK refuses to recognize EEA residence cards, for the purpose of visa free travel to the UK, issued to third country national family members of EU citizens unless they were issued by the UK
