REVISTA ANGELUS NOVUS - nº 1 – agosto de 2010 As viagens de Francisco Moreno: visões da natureza e construção da Nação no extremo sul argentino – 1873 - 1903 Federico Santos Soares de Freitas Mestrando em História Social e bacharel em História pela Universidade de São Paulo (USP). Resumo: O artigo analisa as visões sobre a Patagônia Oriental presentes no discurso do geógrafo e naturalista argentino Francisco Moreno no final do século XIX. A análise dos documentos demonstra que a preocupação em rebater uma idéia corrente que via a Patagônia como um "deserto inútil", somada à decepção com o processo de distribuição de terras ocorrido após a conquista militar da região, fizeram com que Moreno doasse três léguas de suas terras para a criação do primeiro parque nacional argentino, o Nahuel Huapi. No final, a visão do mundo natural como um dos elementos fundamentais para a construção do Estado-Nação argentino revela-se como a base para as ações de Moreno. Palavras-chave: História da Argentina, História Ambiental, Patagônia, civilização, natureza, Estado-Nação, Francisco Moreno Abstract: This article analyses views of Eastern Patagonia that factored into the discourse of Francisco Moreno, an Argentine naturalist and geographer in the late 19th century. An analysis of the documents shows that his preoccupation with countering the belief at the time that the Patagonia was a “useless desert,” coupled with his sense of deception with the process of land distribution after the military conquest of the region, motivated Moreno to donate three leagues of his land to create the first Argentinean national park, the Nahuel Huapi. In the end, the view of the natural world as one of the basic elements in the building of the Argentinean Nation-State reveals itself as the framework for Moreno's actions.

On 18 February 1977, the Tribunal ren- dered its award (see p. 77 below). In an exchange of diplomatic notes dated 25 and 26 January 1978 (see p. 226 below), Argentina declared the award insuperably null and void in accordance with international law and Chile rejected this "decla- ration of invalidity". On 20 February 1978, Argentina and Chile signed an agreement in Puerto Montt, Chile, to resolve through negotiations issues pertaining to the relations between the two countries, particularly those stemming from the situation in the southern region (see p. 237 below). Entre ellos se destacó un grupo de naturalistas suizos que decidieron instalarse en nuestro país y trabajar en esta institución. Wehrli, Burckhardt, Roth, Mercerat, Delachaux, recorrieron nuestro país como naturalistas viajeros y en este Museo escribieron una página de las Ciencias en Argentina. Algunos como Wehrli volvieron a Europa, otros como Mercerat decidieron echar raíces e inclusive se destacó Delachaux que tomó partido por los derechos argentinos en la cuestión de límites con Chile. Al recorrer la historia del Museo entre los años 1895 y 1924, surgen otras figuras poco conocidas, con excepción de Santiago Roth que parece presidir al grupo helvético a través de esta semblanza.

Nahuel Huapi National Park
Blurring Boundaries: Nahuel Huapi National Park Emily Wakild Nahuel Huapi National Park in Argentina protects the Nahuel Huapi lake, which winds through the alpine peaks and glaciated expanses between the national border with Chile and the surroundings of the town of San Carlos de Bariloche. Borne out of a blurred boundary between private and public initiatives, the park has an unusual origin story: the land donated by the scientist Francisco P. Moreno to the nation to form the park had been earned exploring the region on behalf of the government. Moreno made the donation in a letter dated 6 September 1903, although the park did not gain official national park status—as the “National Park of the South”—until 1922. Moreno played a large role shaping the park; his ideas were in turn shaped by his relationships with others. His vision for a park drew upon and expanded ideas about parks in the Americas, and intended to conserve the northern Patagonian landscape creating a site for recreation and scientific study. Moreno did not work alone or ignore other influences in the territory: he recognized the longstanding communities of Mapuche and Tehuelche peoples. Indeed, they had assisted him in his earlier expeditions and also prevented him from crossing the Andes into Chile.
