Much infrastructure and many homes, businesses and natural areas from Key West to the Palm Beaches are already at or near sea level and vulnerable to flooding and erosion from waves and storm surges. The region had 5.6 million residents in 2010–a population greater than that of 30 states–and for many of these people, coastal flooding and erosion are not only anticipated risks of tomorrow’s hurricanes, but a regular consequence of today’s highest tides. As City Manager for the City of Miami Beach, Florida, and pursuant to the authority vested in me under Section 26-31 of the City of Miami Beach Code of Laws and Ordinances (the City Code"), as well as that certain City of Miami Beach Declaration of State of Emergency, dated March 12, 2020, as extended through April 30, 2020, I hereby ORDER and PROMULGATE the following additional emergency measures, which will be reasonably and necessarily implemented in response to this State of Emergency (the "Order"): A. PARKS, BEACHES, RECREATIONAL, AND CULTURAL FACILITIES 1. Except as more specifically set forth in this Order, the City's Parks and Recreational facilities shall be reopened subject to the restrictions in Miami• Dade County Emergency Order 21-20, and attached hereto as Exhibit "A," and any other applicable State, County, or City Emergency Order. 2.
