It describes how the EU’s role in the Arctic is seen in strategies and policy papers of Member States, and reports on the EU’s relations with other Arctic actors, particularly indigenous peoples. It gives an overall view of the status of the main EU policies with relevance for the Arctic, and identifies the main challenges the EU has to face for progressing towards an integrated and coherent Arctic policy. Sammenfatning ..................................................................................................................... 65 Preface Over recent years, and especially since 2008 when the European Commis- sion published its first Communication on the Arctic, the Nordic Council of Ministers has been closely following the EU’s steps to identify its priorities vis-á-vis the Arctic. In September 2008, during the Swedish chairmanship of the Nordic Council of Ministers, an important conference on questions related to the Arctic was held in Ilulissat, Greenland. The conference “Common Concern for the Arctic” focused on highlighting existing knowledge and governance structures in a region that had suddenly gained public and global interest in the wake of the planting of the Russian flag on the sea bed on the North Pole in 2007. The overarching message was to showcase existing and common concerns over the development of the Arctic and to show that the develop- ment was in good hands within the Nordic countries and Arctic states. Awareness of Arctic issues increased in the following years and during the Danish chairmanship of the Nordic Council of Ministers in 2010, and its chairmanship of the Arctic Council in 2009–2011, another large con- ference: “Arctic – changing realities” was held in Copenhagen, Denmark. The conference focused on providing solutions on preserving and protect- ing the Arctic in the light of the challenges envisaged. In 2011, a seminar with the title “An Arctic Agenda” was held in Brus- sels co-hosted by the European Commission, which sought to underline the EU’s legitimate involvement in the Arctic agenda in general and to establish areas of concrete cooperation between the Nordic Council of Ministers and the EU. Throughout these years’ intensive and deliberate actions and initia- tives by the Nordic Council of Ministers, a range of publications have been issued regarding the Arctic and the EU. It is with pleasure that the Nordic Council of Ministers can now publish its third comprehensive publication on the developments of EU policies vis-á-vis the Arctic: “The European Union and the Arctic – developments and perspectives 2010–2014”. I hope that this publication will provide you with knowledge and facts as food for thought and for further dialogue and discussion to the benefit of the development of the Arctic. Dagfinn Høybråten Secretary General Nordic Council of Ministers 8 The European Union and the Arctic Introduction The report “The European Union and the Arctic – Policies and actions”1 issued in 2008 by the Nordic Council of Ministers provided an overview of Arctic-relevant EU activities at a time when the EU started to recognize the Arctic as a region of potential interest and concern. A first update to the report2 covered the main developments in the pe- riod July 2008–July 2010: a period during which the increasing awareness of Arctic issues led to the first formulation by EU institutions of more co- herent and comprehensive positions to be translated into action. This update has a cutting date: October 2014 which is significant for a number of reasons: A new European Parliament was elected in May 2014. Its composition is quite different from the previous one, and the position on Arctic issues is difficult to predict, all the more so that often in the past the interest of individual members had a determinant role in pushing forward Arctic matters. A new Commission led by Jean-Claude Juncker and a new High Representative, Federica Mogherini, have taken office in November 2014. While a degree of continuity will doubtlessly be ensured by the services, the political priorities of the new body, and the interaction of the new Commissioners and High Representative, are bound to influence the way an issue such as the Arctic – an area that touches many sectors and not yet has an established policy status – will be developed. ────────────────────────── 1 http://dx.doi.org/10.6027/ANP2008-729 hereafter NCM 2008 2 http://dx.doi.org/10.6027/ANP2010-763 hereafter NCM 2010 A new multiannual financial framework has been agreed for the years 2014–2020, which will be influencing EU-Arctic relevant action in the next years. Clive Archer / Tobias Etzold Summary Whereas the dual enlargements of NATO and the EU have tended to sharpen the distinc- tion between Russia and the EU, the EU’s Northern Dimension (ND) has encouraged a blurring of the frontiers between Russia and the northern members of the EU and the wider European Economic Area. This article briefly sets out the history of the ND, sum- marising its most important specific characteristics and also features the role of regional organisations and other actors in the policy. This is followed by an overview of recent developments and meetings leading to a new ND. A detailed analysis of the ND’s future perspectives, setting out its strengths and weaknesses, is conducted. A special emphasis is placed on Russia’s role within the ND. Finally, the ND and the issue of borders in North- ern Europe is considered, with the contention that the special nature of the ND could be lost should it be used as an instrument subservient to the wider EU-Russian relationship. Summary of remarks by Alyson JK Bailes, Faculty of Political Science, University of Iceland At the History Congress (Söguþing), 10 June 2012 in Reykjavik My title is rather provocatively chosen to reflect the phrase ‘the Me generation’. It reflects my aim to discuss how far the factor of national identity can be – and perhaps needs to be - used to explain the Nordic region’s varied and ambivalent engagement with European integration in the late 20th and 21st centuries. First however I would like to offer some comparison between the attitudes of the five Nordic states and of Britain – which shares with them an above-average level of Euro-scepticism in public opinion. All these nations belong to Europe’s Western and Northern periphery: and since practically all historic threats to them have come from the East and South, they can only realistically hope for powers further West to come to their rescue. That gives them an existential stake in relations with the USA which, at least, qualifies the value they can see in purely European cooperation. Geographical position also makes all of them maritime powers to some extent (in Sweden and Finland’s case, in the Baltic setting) – and geopolitical theory tells us that such powers tend to be flexible, mobile and liberal, hence not happy about being tied down in static continental systems. Among shared internal characteristics one may mention the early definition and importance of national laws and representative institutions, which all these countries have an instinct to defend against the imposition of alien standards.

    MINISTRY FOR FOREIGN AFFAIRS OCTOBER 2006 HELSINKI THE NORTHERN DIMENSION; BASIC INFORMATION The Northern Dimension Discussion on the Northern Dimension first started when Finland, Sweden and Norway in the autumn of 1994 were preparing their referendums on joining the European Union. Officially Finland’s initiative was presented in September 1997 in Rovaniemi in a speech given by Prime Minister Paavo Lipponen. Finland drew the attention of the EU member states and the Commission to the possibilities offered by Northern Europe, on one hand, and to various challenges, on the other. Development of co-operation in the region between the enlarging Union and the Russian Federation was aimed at enhancing stability, sustainable development and positive interdependency. The Northern Dimension became official EU policy in June 1999, as the general political guidelines for the Northern Dimension were adopted by the European Council. The actual work on developing co-operation between the Union and the partner countries Norway, Iceland, the Russian Federation and the then EU candidate states Latvia, Lithuania, Poland and Estonia, was begun during Finland’s presidency in the autumn 1999. Canada and the United States are participating in the co-operation as observer countries. Canada is also contributing to the Northern Dimension partnerships (see below). The Action Plan In June 2000 during Portugal’s presidency, the First Action Plan for the Northern Dimension for the years 2000 -2003 was adopted by the European Council in Feira. The Plan set out objectives and defined actions to be undertaken in different sectors, such as environment and natural resources, justice and home affairs, support to trade and investments, public health, energy, transport, information society, nuclear safety, scientific research and cross-border co-operation.

INTRODUCTION The Northern Dimension was first recognised EU-wide at the Luxembourg European Council in December 1997. The Vienna European Council (December 1998) and the Cologne European Council (June 1999) developed it into a more concrete concept. In November 1999, the Finnish EU Presidency held a Foreign Ministerial Conference on the Northern Dimension and, one month later, the Helsinki European Council invited the Commission to prepare an Action Plan which was endorsed by the Feira European Council in June 2000. The Northern Dimension covers the geographical area from Iceland to the west across to North West Russia, from the Norwegian, Barents and Kara Seas in the North to the Southern coast of the Baltic Sea.
