OR analysis of sporting rules { A survey. Euro- pean Journal of Operational Research, 232(1):1-8, 2014 ) recently presented a survey of sporting rules from an Operational Research (OR) perspective. He surveyed 21 sports, which consider the rules of sports and tournaments and whether changes have led to unintended consequences. The paper con- cludes \Overall, it would seem that this is just a taster and there may be plenty more such studies to come". In this paper, we present one such study, by looking at specific examples where the rules of sports have led to unforeseen and/or unwanted conse- quences. It is hoped that through this, and other such studies, sports au- thorities will be far better equipped to make more informed decisions about changing the rules for a given sport/tournament. We believe that this is the first time that such a comprehensive review of sporting rules, which have led to unexpected consequences, has been pub- lished in the scientific literature. A year ago, we were celebrating the 50th anniversary of the first-ever final in the old ‘European Cup’ and using that as a good excuse for some nostalgic reading of the history books. This season, the emphasis is well and truly on the future - the future of the game and the future of the people who play it. I’m referring to the new chapter in the regulations of this competition, where four places in each squad are earmarked for ‘locally-trained players’. You might not think that this is a major change. But, as time goes by, more places will be reserved for them and the 2006/07 campaign marks the first step in what I think is a very right direction. It was a subject we had discussed in great depth within our Executive Committee, within all sectors of the game and with people in political circles. And it is a decision which has my wholehearted support. Fortunately, I am by no means the only one who believes that talent needs to be developed and not just bought.

This article seeks to explore the genre and examine it from three perspectives, namely to what degree it fits Swales’ (1990) discourse community framework, what are its predominant patterns of tense, time and aspect, and how does interaction take place within it. The article concludes with ways in which minute-by-minute commentary can be used by students and suggestions for further research into the area. Introduction Sports coverage is just one example of how the growth in popularity and accessibility of the Internet has changed modern journalism and communication. Amongst a myriad of web-based resources such as the online presence of traditional media outlets such as television stations and newspapers, club web pages, Facebook groups, Twitter accounts and fan forums, Internet minute-by-minute (MBM) commentary of professional sports has also evolved. MBM coverage of association football (hereinafter “football”, also called soccer), is very common. Football is a multi-billion dollar industry widely believed to be the most popular sport in the world.     Elite Association Football Referee Training and Officiating: A Comparative Analysis of Refereeing Practices in Three European Leagues Thomas Webb ‘The thesis is submitted in partial fulfilment of the requirements for the award of the degree of Doctor of Philosophy of the University of Portsmouth.’ November 2014 Abstract Association Football referees have been an under researched subject within the social sciences. Association Football more generally, has been researched more extensively, whereas ‘the referee’ has been the subject of research in the natural sciences, most notably in physiology and psychology. As a result of this lack of attention from social scientists little is known about elite referees, their historical evolution, development pathways and structures, training, match preparation and performance. This PhD thesis offers a comparative analysis of elite refereeing in three countries namely England, Spain and Italy. The thesis provides a comparative analysis of elite refereeing in the domestic leagues identified, as well as UEFA and FIFA and offers a detailed series of recommendations, designed to inform, develop and improve elite refereeing in European and world football. Initially the thesis utilises an historical approach in order to outline and analyse the inception and early development of refereeing prior to the codification of Association Football in 1863, paying particular attention to referee training, assessment and support until the modern day. Empirical research is also employed in the form of semi-structured interviews with elite referees and those involved with the management, administration and training of these referees. The cultural differences that exist between the leagues, players, fans and media that operate within those leagues are considered as is the impact of UEFA and FIFA and the focus on standardisation and uniformity across domestic countries, principally driven by UEFA and FIFA.

    TACKLING CRIME AND DISORDER IN ST.HELENS – WARD UPDATE MOSS BANK Significant reductions in crime and anti-social behaviour continue to be experienced across the Borough, which reflects the work being done by the Crime and Disorder Reduction Partnership and our Community. There are exceptions however, and some Ward’s may have experienced increases in individual crime types. For example, in Moss Bank there have been some increases in Drug Offences and Domestic Burglary. Partner agencies are continuing to work together to tackle these issues. The project saw workers cleaning, repainting and removing graffiti from 311 cabinets, and applying a protective covering, which lasts for up to five years, to prevent any further damage.

    RIGHT RESULT – MONTHLY REPORT – OCTOBER 2008 - How the Premier League table should look - Welcome to the monthly report for October from all the team at the Right Result. Our mission is simple, to show you how the Premier League would look if the match officials got all their key decisions right. Our table is based on results that don't include dodgy off-sides, iffy penalties or blatant incidents of the ball crossing the line. Each week the Right Result panel analyses the latest doubtful goal incidents, applies the strict rules of the game to them and passes an impartial judgement on whether or not questionable decisions should stand. The panel is a neutral and independent body, comprised of members from the Association of Football Statisticians ( www.11v11.com ). Although it still early days in the 2008-09 campaign, already 16 of the 20 teams find themselves in different positions when comparing the Premier League table to the Right Result table. There does remain one certainty though in the midst of football’s madness. That is the ability of the men in the middle to make decisions that both frustrate and anger all sides!
