Alle Neune Der Kreis Viersen Kreis Viersen Kreis Viersen Zwischen Maas und Rhein Rhein- Zum Kreis Viersen gehören die fünf Städte Viersen, Willich, Nettetal, Kempen und Tönisvorst sowie die vier Gemeinden Schwalmtal, Grefrath, Brüggen und Niederkrüchten. Zusammen sind das neun Kommunen, die zu- sammen mit dem Kreis Viersen einen kommunalen Verbund bilden. In dieser Broschüre werden die neun Städte/Gemeinden jeweils auf einer Doppelseite in Wort und Bild sowie in prägnanter Kürze vorgestellt. Die Broschüre „Alle Neune“ bildet damit unter Berücksichtigung der je- weiligen kommunalen Besonderheiten die Ergänzung zum Image-Heft „Herein- spaziert!“, das der Kreis Viersen 2010 herausgegeben hat. In „Hereinspaziert!“ wird der Kreis Viersen als Ganzes vorgestellt; in „Alle Neune“ geht es um den geneigten Blick in die einzelne Stadt bzw. Gemeinde. Wer sich vertiefend mit den charmanten Städten und Gemeinden im eher ländlich geprägten Kreis Viersen beschäftigen möchte, sollte sich an die jeweili- gen Rathäuser bezw. JEDER TREU AUF SEINEM POSTEN: GERMAN CATHOLICS AND KULTURKAMPF PROTESTS by Jennifer Marie Wunn (Under the Direction of Laura Mason) ABSTRACT The Kulturkampf which erupted in the wake of Germany’s unification touched Catholics’ lives in multiple ways. Far more than just a power struggle between the Catholic Church and the new German state, the conflict became a true “struggle for culture” that reached into remote villages, affecting Catholic men, women, and children, regardless of their age, gender, or social standing, as the state arrested clerics and liberal, Protestant polemicists castigated Catholics as ignorant, anti-modern, effeminate minions of the clerical hierarchy. In response to this assault on their faith, most Catholics defended their Church and clerics; however, Catholic reactions to anti- clerical legislation were neither uniform nor clerically-controlled. Instead, Catholics’ Kulturkampf activism took many different forms, highlighting both individual Catholics’ personal agency in deciding if, when, and how to take part in the struggle as well as the diverse factors that motivated, shaped, and constrained their activism. Catholics resisted anti-clerical legislation in ways that reflected their personal lived experience; attending to the distinctions between men’s and women’s activism or those between older and younger Catholics’ participation highlights individuals’ different social and communal roles and the diverse ways in which they experienced and negotiated the dramatic transformations the new nation underwent in its first decade of existence. Investigating the patterns and distinctions in Catholics’ Kulturkampf activism illustrates how Catholics understood the Church-State conflict, making clear what various groups within the Catholic community felt was at stake in the struggle, as well as how external factors such as the hegemonic contemporary discourses surrounding gender roles, class status, age and social roles, the division of public and private, and the feminization of religion influenced their activism. -

GERMANY 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Germany is a constitutional democracy. Citizens choose their representatives periodically in free and fair multiparty elections. The lower chamber of the federal parliament (Bundestag) elects the chancellor as head of the federal government. The second legislative chamber, the Federal Council (Bundesrat), represents the 16 states at the federal level and is composed of members of the state governments. The country’s 16 states exercise considerable autonomy, including over law enforcement and education. Observers considered the national elections for the Bundestag in 2017 to have been free and fair, as were state elections in 2018, 2019, and 2020. Responsibility for internal and border security is shared by the police forces of the 16 states, the Federal Criminal Police Office, and the federal police. The states’ police forces report to their respective interior ministries; the federal police forces report to the Federal Ministry of the Interior. The Federal Office for the Protection of the Constitution and the state offices for the protection of the constitution are responsible for gathering intelligence on threats to domestic order and other security functions. The Federal Office for the Protection of the Constitution reports to the Federal Ministry of the Interior, and the state offices for the same function report to their respective ministries of the interior. Civilian authorities maintained effective control over security forces. Members of the security forces committed few abuses. Significant human rights issues included: crimes involving violence motivated by anti-Semitism and crimes involving violence targeting members of ethnic or religious minority groups motivated by Islamophobia or other forms of right-wing extremism. -
