Hall was one of the first members of the Washington Metro Transit Police Department and his direct involvement with Metro helps to provide a very detailed account of the creation, growth, and changes that the Washington Metro and its police department have experienced over the years, and the effect that it has had on its surrounding community. Biography of Daniel Hall Daniel Deidrich Hall was bom in Cleveland, Ohio in 1948 and was raised in a middle class communis onthe East Side of Cleveland with his two sisters, his cousin, and his parents. He has hved in Cleveland, Ohio; Reading, Pennsylvania; Centreville, Virginia; and Silver Spring, Maryland. Daniel Hall graduated from Glenville High School and studied at the Universi^ of Cleveland, the F.B.I. Academy and the Southern Police Institute. After High school, Daniel Hall became the first Afiican American technician to work for the N.C.R. (The National Cash Register Company), and he later was drafted into the marines. Preferring not to serve in the Marines, he enhstedhimself for a four-year term in the U.S. Army. He served in the U.S. Army from August 1968 to April 1974. Furthermore, he tempormily served as the bodyguard for His Imperial Majesty while stationed in Ethiopia, where he was deployed twice. -

Despite the growing interest of academics and practitioners in SIBs, the debate appears polarized around a series of recurrent aspects, and only a limited number of studies have sought to understand the risks and motivations related to similar initiatives. Using an exploratory approach based on a mixed-method grounded theory methodology, this study analyzed the results of 12 questionnaires that asked experts about their experiences and perceptions in SIB project development and implementation. The study identified and assessed three main groups of motivations, critical success factors, and risk factors by focusing on the private-sector SIB actors with the aim of understanding their motivations and their perceived main success drivers and risk factors. This work contributes to the knowledge on the conditions for attracting private sector actors and supporting policymakers in the development of new SIB models. The findings could facilitate the development of risk management practices for the purpose of stimulating the participation of private actors in SIB initiatives. -

SIBs generate investment from private sources for social programs by issuing a contract that pays returns to investors based on a percentage of the savings received by government as a result of the program outcomes. This paper analyzes the theoretical underpinnings of this concept and attempts to determine applicability in a Canadian context. No previous substantive study of this kind has been performed in a Canadian context. This study undertakes empirical research of potential SIB applications in the form of an employment program for persons with disabilities, a social housing program and a preventative healthcare program for hypertension management. -
