Author : Archivo Progreso Date : 15 de julio, 2009 Por Nikolas Kozloff Tomado de Counterpunch, 9 de Julio de 2009 Cuando se trata de las maquinaciones e intervencionismo de Estados Unidos en Latinoamérica, no soy ingenuo: durante los últimos cinco años he escrito dos libros acerca de las interioridades de la política exterior norteamericana al sur de la frontera, así como decenas de artículos publicados en la Internet y en mi blog. Como resultado, cuando la Administración Obama aseguró que sabía que en Honduras se estaba gestando un huracán político, pero fue sorprendida cuando se realizó un golpe militar, me hizo dudar de su credibilidad. No obstante, ante la ausencia de hechos evidentes, me reservo el juicio acerca de si Obama se ha convertido en un intento imperialista de agitar el Gran Garrote en Centroamérica. Es más, el hecho de que el Presidente Hugo Chávez de Venezuela diga que el imperialismo norteamericano está tras el golpe en Tegucigalpa no lo hace cierto. De manera típica, Chávez no ha presentado un ápice de evidencia para demostrar sus provocativos alegatos. El Instituto Internacional Republicano Sin embargo, existe un número de pistas enigmáticas que señalan la participación de EE.UU. --no en un golpe en sí, sino en la desestabilización indirecta. Eva Golinger, la autora de El código Chávez, acaba de publicar un interesante artículo en su blog acerca de los vínculos entre el Instituto Internacional Republicano (IRI) y grupos conservadores de la sociedad hondureña. Golinger ha hecho un seguimiento de mis muchos escritos que demuestran las actividades del IRI, un grupo presidido por el Senador John McCain (republicano por Arizona). Aunque McCain raras veces habla del grupo, él ha adquirido gran parte de su experiencia en política exterior trabajando con la operación que está financiada por el gobierno norteamericano y fondos privados. El grupo, que recibe cada año millones de dólares de los contribuyentes, asegura que promueve la democracia en todo el mundo. Golinger revela que el IRI ha volcado cientos de miles de dólares en tanques pensantes en Honduras para buscar influir en partidos políticos. Es más, ella revela que la Agencia para el Desarrollo Internacional (USAID) ha suministrado decenas de millones de dólares para la “promoción de la democracia” en Honduras. Me interesó sobre todo saber que uno de los receptores de la ayuda era el Consejo Hondureño de la Empresa Privada, conocido por COHEP, su acrónimo en español, un adversario de larga data del régimen de Zelaya. Otto Reich Otra pista interesante llegó por medio de Bill Weinberg, un periodista decidido y concienzudo, fundador del sitio Web World War 4 Report y conductor del serio programa Moorish Orthodox Radio Crusade en la emisora Radio WBAI de Nueva York. El domingo, Weinberg colocó en su sitio Web un enigmático artículo titulado “¿Otto Reich Tras el Golpe de Honduras?” En el artículo, Weinberg revela que la Organización Fraternal Negra Hondureña (OFRANEH) ha asegurado que el ex diplomático norteamericano Otto Reich y la Fundación Arcadia, con sede en Washington, D.C., estuvieron implicados en el golpe. 1 / 4 Progreso Semanal Nuestro mundo desde perspectivas progresistas http://progresosemanal.usEn mi primer libro revelé en algún detalle las hazañas latinoamericanas de Otto Reich. Nacido en Cuba, Reich abandonó la isla en 1960. En 1973, mientras estudiaba en Georgetown, conoció a alguien nombrado Frank Calzón. Según el diario hondureño La Prensa, Calzón era un “experto en desinformación de la CIA” que reclutó a Reich. Más tarde, cuando Reich estuvo como embajador de EE.UU. en Venezuela bajo la presidencia de Ronald Reagan, estableció contacto con Gustavo Cisneros, un magnate de los medios, multimillonario y futura figura prominente en la oposición a Chávez. Después de su período como embajador, Reich se convirtió en cabildero corporativo de Bacardí y Lockheed Martin, una compañía que trataba de suministrar aviones de combate F-16 a Chile. En 2002 ocupó el cargo de subsecretario de Estado para Asuntos del Hemisferio Occidental bajo Bush, por medio de un nombramiento de receso. Aunque Reich ha negado que haya habido alguna participación de EE.UU. en el breve golpe de estado contra el presidente venezolano Hugo Chávez en abril de 2002, el veterano diplomático se reunió regularmente en la Casa Blanca con el supuesto complotado Pedro Carmona. En el momento cumbre del golpe, Reich llamó dos veces a su viejo amigo Cisneros. Según el magnate de los medios, Reich llamó “como un amigo”, porque los partidarios de Chávez estaban protestando frente a los medios de Caracas. Reich también fue miembro de la junta de visitantes de WHINSEC, conocida anteriormente como la Escuela de las Américas, la institución del ejército norteamericano que entrenó a los militares latinoamericanos en técnicas de tortura. Como miembro de la junta, el trabajo de Reich era supervisar y asesorar “en áreas como plan de estudios, instrucción académica y asuntos fiscales del instituto”. Después de dejar la Administración Bush en 2004, fundó Otto Reich Associates en Washington, D.C. En el sitio Web del grupo se puede ver una foto de Otto Reich y John McCain estrechándose la mano. Una cita de McCain dice: “El Embajador Reich ha servido con distinción a Estados Unidos representando nuestros valores fundamentales de libertad y democracia en todo el mundo, y le estoy agradecido por su apoyo”. El equipo de Reich brinda servicios en “Relaciones Internacionales Gubernamentales/Anti-Corrupción” e “Inteligencia Comercial & Pronóstico de Políticas”. El grupo busca específicamente “diseñar e implementar estrategias de diplomacia política y de negocios para compañías norteamericanas y transnacionales para competir en un escenario nivelado en países con complejos retos étnicos y legales”, así como “asesorar grandes y medianas corporaciones norteamericanas acerca de las relaciones gubernamentales para apoyar objetivos de comercio e inversiones en países de Sur y Centroamérica y el Caribe”, además de identificar y garantizar inversiones extranjeras y “oportunidades de privatización” en Latinoamérica. Otto Reich y el punzante caso de Hondutel Durante la campaña de 2008, Reich fue asesor de política exterior del republicano John McCain. En una entrevista con el diario hondureño La Prensa, Reich atacó al presidente Zelaya de Honduras por cultivar las relaciones con Hugo Chávez. Reich expresó particular desdén por la Alternativa Bolivariana para las Américas, conocida por su acrónimo ALBA en español, un pacto contrario al libre comercio que incluye a Venezuela, Honduras, Cuba, y Bolivia. "Honduras," declaró Reich, "debiera tener mucho cuidado, porque el problema del petróleo y Chávez es muy similar al de los que venden drogas. Al principio regalan drogas para que las víctimas se conviertan en adictos y luego tengan que comprar la droga al precio que el vendedor exija" Reich prosiguió diciendo que estaba muy “decepcionado” con Zelaya, porque el presidente hondureño estaba “enormemente corrompido desde el punto de vista financiero y moral”. En otra entrevista con los medios hondureños, Reich fue más allá y declaró descaradamente que “si el presidente Zelaya quiere aliarse a nuestros enemigos, que piense cuáles pudieran ser las consecuencias de sus actos y sus palabras". 2 / 4 Progreso Semanal Nuestro mundo desde perspectivas progresistas http://progresosemanal.us Al discutir las transgresiones corruptas de Zelaya, acostumbra citar el caso de Hondutel, la compañía de comunicaciones propiedad del estado. En un explosivo artículo, el periódico de Miami El Nuevo Herald reportó que una compañía llamada Latin Node sobornó a tres funcionarios de Hondutel para obtener buenos contratos y tasas reducidas. Zelaya, dijo Reich a El Nuevo Herald, “ha permitido o alentado estas prácticas y pronto veremos que él también está detrás de esto”. Reich no brindó detalles, pero recordó a los lectores que el sobrino de Zelaya, Marcelo Chimirri, era un alto funcionario de Hondutel y fue acusado de prácticas ilícitas relacionadas con contratos de Hondutel. “Después de un escándalo en Honduras”, escribe Bill Weinberg de World War Four Report, "Reich dijo que estaba preparado para hacer una declaración jurada del asunto ante las fuerzas de la ley en Honduras --pero dijo que no viajaría a ese país para hacerlo, porque su seguridad personal correría peligro allí”. Zelaya puede que se haya sentido ofendido por la negativa de visa norteamericana a su sobrino. El presidente hondureño se quejó a Washington el pasado diciembre acerca del tema de la visa y exhortó a los funcionarios de EE.UU. a “revisar el procedimiento mediante el cual se cancelan o niegan visas a ciudadanos de distintas partes del mundo como forma de presionar a esas personas que tienen creencias o ideologías diferentes que no significan una amenaza a EE.UU.” El embajador norteamericano nombrado por Bush, Charles Ford, también estaba aumentando la presión sobre Zelaya. Al hablar con el periódico hondureño La Tribuna, Ford dijo que el gobierno norteamericano estaba investigando a los portadores norteamericanos de telecomunicaciones por supuestos sobornos a funcionarios hondureños para que se dedicaran al llamado “tráfico gris” o desvío ilícito de canales legales de telecomunicaciones. La mejor forma de combatir el tráfico gris, dijo Ford, era por medio de una mayor competencia, la cual a su vez haría que disminuyeran los precios de las llamadas de larga distancia. Quizás el gobierno de EE.UU.

And, frankly, I think that changed my career considerably, because I did spend a little bit more time studying than I had been. I had to give up a little tennis in the process. On DOctober 3, 2002, twelve years after the bloody murder of renowned Guatemalan anthropologist Myrna Mack Chang, a three-judge tribunal sentenced Col. Juan Valencia Osorio to thirty years imprisonment for orchestrating her murder, and acquitted his co-defendants Gen. Augusto Godoy Gaitán and Col. Juan Guillermo Oliva Carrera. The defendants were members of the notorious Presidential High Command (Estado Mayor Presidencial – EMP), a unit responsible for numerous human rights violations during the country’s internal armed conflict, according to the UN- sponsored Historical Clarification Commission and the Catholic Church’s Recovery of the Historical Memory Project (REHMI). This landmark conviction, and the verdicts in the case of Bishop Juan Gerardi in 2001, in which three military officers of the EMP were convicted for his murder, do set a precedent for the pursuit of justice in other human rights cases that have remained stalled within Guatemala’s justice system. IN THIS ISSUE The convictions in the Mack and Gerardi cases are breakthroughs because for the first time judicial tribunals convicted military officers for political crimes committed during and after the internal conflict respectively. Reich President, Otto Reich Associates, LLC Presented Before the House Committee on Foreign Affairs March 25, 2014 “US Disengagement from Latin America: Compromised Security and Economic Interests.” Mr. Chairman and Members of the Committee: I thank you for the opportunity t0 come before this Committee once again to address a phenomenon that, if ignored, could threaten the security of our country: the increasing anti- Americanism and radicalization of some governments in the region, and the lack of effective response by our government. In the past few years the US government has neglected parts of the western hemisphere while adopting a misguided approach toward others. For example, in 2009 the Obama Administration seemed more determined to reach out to unfriendly governments such as Cuba, Venezuela, Bolivia, and Ecuador, than to friendlier states, such as Mexico, Colombia, Peru and Chile. That sent confusing signals to friend and foe alike. Some say that the Administration believed that if it could get our adversaries to just listen to our earnest message, then they would stop their hostile behavior. That is not diplomacy; that is self-delusion. As we have seen with Russia, North Korea, Syria and Iran, wishful thinking does not make for an effective foreign policy. The same reasoning applies in our part of the world. For example, in its first year in office the Obama Administration unilaterally lifted financial sanctions against the military dictatorship in Cuba, thus allowing the Castro brothers to capture several billion dollars per year in travel and remittances that had been previously denied their regime.

How did we get here? The Disinformation Age assembles a remarkable group of historians, political scientists, and communication scholars to examine the historical and political origins of the post-fact information era, focusing on the United States but with lessons for other democracies. Bennett and Livingston frame the book by examining decades-long efforts by political and business interests to undermine authoritative institutions, including parties, elections, public agencies, science, independent journalism, and civil society groups. El Siglo 1111. 25 oct 2002 Con honores fue recibido en nuestro país uno de los más "connotados" terroristas que se conoce: el tristemente célebre Otto Reich. Entre sus pergaminos, se cuenta vinculaciones con el tráfico de drogas y armas, desinformación, protección de terroristas y promoción de golpes de Estado. Lo que podría ser una visita más en el marco de las políticas del imperio para América Latina y el mundo, adquiere una especial significación a partir de la figura que está a cargo de la política norteamericana para el hemisferio: un reconocido terrorista internacional de extrema derecha, anticastrista acérrimo, que por sus antecedentes ni siquiera ha sido ratificado en su cargo por el Congreso de los EE.UU., quizás el principal signo de las características de los planes de la administración Bush para la región. Al respecto, tal vez sólo sea necesario recordar las palabras del ex Presidente de Costa Rica y Premio Nobel de La Paz, Oscar Arias, que al conocer de la nominación de Reich sentenció que "esto será un retroceso real para la cooperación hemisférica" y concluyó que la situación lo dejó "muy intranquilo acerca de cuáles serían los propósitos que se cumplirían con su potencial liderazgo en el hemisferio". Son tantos los resquemores que genera este personaje tanto en EE.UU. como en el resto del mundo, que Bush se vio en la obligación de recurrir a un resquicio legal para ponerlo en el cargo, como fue designarlo durante el receso navideño del Congreso, que le permite mantener durante un año en su cargo a este funcionario sin ser ratificado por la Cámara Alta.
