This report uses 68 indicators to identify points for action aimed at ensuring sustainable development and quality of life in those cities. TAXING AND PLEASING: THE RHETORIC AND REALITY OF VERTICAL EQUITY IN THE DEVELOPMENT OF THE NEW ZEALAND INCOME TAX ON EMPLOYEES, 1891 TO 1984 A thesis submitted in partial fulfilment of the requirements for the Degree of Doctor of Philosophy in the University of Canterbury by Robert J. Vosslamber University of Canterbury 2010 ii NOTE NEW ZEALAND CURRENCY New Zealand adopted decimal currency from 1 July 1967. Previously, New Zealand‘s currency was as follows: One pound (£1) equaled 20 shillings (20s.) One shilling equaled 12 pence (12d.) On adoption of decimal currency, section 5(4) of the Decimal Currency Act 1964 provided that: One pound (£1) equaled two dollars ($) One shilling (1s.) equaled 10 cents (c) 5 One penny (1d.) equaled /6 cent. To convert amounts denominated in pounds to dollars, multiply by two. iii ABSTRACT Taxation equity may be classified into horizontal equity, where people who are in the same economic position should be taxed the same, and vertical equity, where those who differ economically should be treated differently. In the New Zealand income tax, the vertical equity norm has primarily been achieved by progressive tax rates, and by family-friendly adjustments. Given that the income tax intentionally discriminates between taxpayers on the basis of taxpayer- specific characteristics such as income level and domestic situation, the question arises as to how the New Zealand income tax in its successive manifestations has been justified as fair; that is, what vertical equity in the New Zealand income tax looked like and how it was justified. This thesis considers the practice of the New Zealand income tax since its introduction in 1891 until 1984. -

Purpose of Report To report back to the Committee on the attendance of the Deputy Mayor at the Sister Cities New Zealand Conference held in Te Anau, Fiordland from 26 to 29 April 2007. 2. Executive Summary The purpose of attendance at the conference was: To underline Council support for Sister Cities New Zealand and sister city relationships To maintain Wellington’s commitment to supporting and building on long-term international relationships To gain information to assist with the Council International Policy and International Activity Plans To develop further the potential for cultural programmes and economic ties. 3. Recommendations It is recommended that the Committee: 1. Receive the information. 4. Background The Conference is held annually in New Zealand. The Southland District Council along with Sister Cities New Zealand organised the conference in Te Anau this year. The conference organisers invited voluntary groups, local government representatives, governmental departments, cultural, sport, educational and trade groups to the conference. The Wellington City Council, as a member of Sister Cities New Zealand, attended the three day conference. The aims of Sister Cities New Zealand are to increase global co-operation at a local level, promote cultural understanding, stimulate economic development and foster a citizens' network of organisations and individuals devoted to creating and strengthening partnerships between New Zealand and international communities. These aims are in line with the Council’s policy in regard to sister cities. Wellington City Council is committed to on-going support for its existing sister and friendly city relationships. -

Yet, as a state expression of what is valued in society, honours provide a window into shifts in society. This study of dames and knights is undertaken in the context of the changes in the lives of New Zealand women in the twentieth century. Situated in a changing and shifting environment, the honours system has itself changed, influenced by the ebb and flow of the feminist movement, the decline of imperial and aristocratic forces, and New Zealand's evolving independence and identity. At the same time, the system has been in some respects static, slow to respond to charges of being an imperial anachronism, and, despite some change in what areas of service titles were granted for, remaining a gendered space focused on the traditionally male-dominated fields of politics, law and commerce. -

The thesis may not be reproduced elsewhere without the permission of the Author. ‘For Light and Liberty’ The Origins and Early Development of the Reform Party, 1887-1915 A thesis presented in partial fulfilment of the for the degree of Doctor of Philosophy in History at Massey University, Manawatu,¯ New Zealand Elizabeth Ward 2018 iii Abstract The Reform Party was one of the main political parties in New Zealand prior to the Second World War. Despite this, very little research has been conducted into its origins and growth as a party. This thesis examines that period of the Reform Party’s development, beginning in the late 1880s and ending with the formation of the National Government in 1915. It argues that a ‘reform’ identity began to emerge at the 1887 election and that in the 1890s the Opposition to the Liberals continued to refine ‘reform’ ide- als. Furthermore, the establishment of the National Association in 1891 provided the Opposition with an extra-parliamentary organisation. This meant that it was better organised than the Liberals, and not the disunited group that some have previously characterised it as. Although the Opposition had relatively good polit- ical organisation, it was unable to win an election during the 1890s because its political message did not resonate with the electorate. In the first decade of the twentieth century the Opposition transformed itself into the Reform Party, beginning with the formation of the Political Reform League in 1905, and then taking the name Reform Party in 1909. -
