Senate Committee: Education and Employment QUESTION ON NOTICE Budget Estimates 2017 - 2018 Outcome: Schools and Youth Department of Education and Training Question No. SQ17-000629 Senator Collins, Jacinta asked on 01 June 2017, Proof Hansard page 25 FET Data Question Senator JACINTA COLLINS: Exactly, and now we will have the FET data. Mr Cook, how quickly do you think you can get us the FET data? Will we be able to consider that before we have the hearings? Mr Cook: I would have to ask my staff. Obviously I have taken that on notice. I am not sure how soon it will be. We will get it as quickly as we can. Answer Note: this question and the below response relate to discussion over several pages of Hansard, including the following (page 22): Senator JACINTA COLLINS: I will ask the department: could you please provide me with what those 2017 figures—in this case, we are talking about Catholic education— would be under the current arrangements for Catholic schools? Mr Cook: We have a grouped authority. We allocate on grouped authority. Senator JACINTA COLLINS: Yes, and I want you to break them down by schools. Mr Cook: You want a breakdown of school, of notional allocation? Senator JACINTA COLLINS: Yes, for 2017. Pretty much, I am asking you to provide the data that would be on the estimator had it been done according to the existing act for 2017. It is easily available. It is on the FET, isn't it? Mr Cook: Yes. It is not public information, but we are happy to make it public. As at the 2017–18 Budget, funding for all Catholic systems under the Australian Education Act 2013 is calculated under the transition provisions in the Act. All Catholic systems are transitioning from below the Schooling Resource Standard (SRS). The Act therefore specifies that they should, at a minimum, receive 4.7 per cent growth on a per student basis until they reach the SRS. Individual Catholic systems are indexed from the different starting amounts they received in 2013. The Act does not provide for school-level calculations for systems in transition. In practice, school-level funding information is derived from the system transition amount based on the historical funding of individual schools, regardless of how far above or below the SRS they are. School-level calculations are purely notional and systems redistribute funding to their schools according to their own information sets. The following table provides the notional school level distribution of the system funding estimates for 2017. Because these notional figures are based on 2013 funding levels, they range from providing as little as 47.2 per cent of the SRS for one school to providing as much as 183.3 per cent of the SRS for another school. The funding amounts do not represent the funding that schools will receive in 2017 as the systems redistribute the funding according to their own distribution arrangements. Actual entitlements for systems will be based on the August 2017 schools census. These estimates are based on latest enrolment data reported to the department.     Minister for Education and Minister for Industrial Relations The Honourable Grace Grace Queensland’s top Year 12 graduates announced Education Minister Grace Grace has today congratulated the state’s top Year 12 graduates from the class of 2018 at the Queensland Certificate of Education (QCE) Achievement Awards. “These annual awards are a fantastic opportunity to recognise the hard work and achievement of our top students, as well as the teachers and families who supported them,” Ms Grace said. “In 2018, close to 49,000 young Queenslanders received a QCE. They have now turned their focus to entering university, starting a trade or moving straight into the workforce,” Ms Grace said. Ms Grace said the top award of Outstanding Academic Achiever went to Maya Lamont who attended Indooroopilly State High School. Maya received a certificate, trophy, and $5000. “Maya’s extraordinary Year 12 results placed her ahead of more than 51,000 of her peers,” Ms Grace said. “She achieved exceptionally highly in all her school subjects, the Queensland Core Skills Test, tertiary entrance ranking, and in a philosophy subject at university. “Maya hopes to work in environmental law or government in the future and advocate for causes she’s passionate about. “This year Maya will study Arts and law at The University of Queensland. “I congratulate Maya and commend the wonderfully supportive learning environment at Indooroopilly State High School that helped her to flourish.” QCAA chief executive officer Chris Rider said the awards highlighted the strength of senior schooling in Queensland. “The award winners attended 23 different state and non-state schools,” Mr Rider said.

Borooah* University of Ulster Donal Dineen** University of Limerick Nicola Lynch*** University of Limerick February 2010 Abstract This paper represents an investigation of the broad factors which underpin the success of feeder schools in terms of the proportion of their “sits” who proceed to third-level education and, also, in terms of the “quality” of their educational destinations. It distinguishes between three school types: public (non-fee paying, English language) private (fee paying, English language), and Gaelscoil (non-fee paying, Irish language). Both private schools and the Gaelscoileanna reported much better results than public schools. From this, the paper disentangles the nature of this advantage by investigating the extent to which private school and Gaelscoil advantage over public schools was predicated on better circumstances and/or on better responses to circumstances. Our results show that private schools and the Gaelscoileanna had a response advantage over public schools: if private schools and the Gaelscoileanna were constrained to responding to their circumstances in the manner in which public schools responded to theirs, the performance of private schools and the Gaelscoileanna would suffer. By constraining the coefficient responses of all three types of schools to be that of public schools, we arrive at a revised list of the "best performing" twenty five feeder schools in Ireland.

Welcome to all members of our College community to Term 3. In real life it’s not what a person says that shows us who they are; it’s what they do. There is no better example of this with the life of Nelson Mandela. Last Wednesday was Nelson Mandela Day. This day is observed on Mandela’s birthday and was created to honour his legacy by promoting community service around the world. It was first observed on 18 July 2009 and, later that year, the United Nations declared that the day would be observed annually as Nelson Mandela International Day. Mandela Day calls on us all, every day, to make the world a better place. Each year on 18 July we look back on what has been done and forward to what will be done. Making every day a Mandela Day celebrates Madiba’s life and legacy in a sustainable way that will bring about enduring change.

Sacred Heart College welcomes visitors from Lismore Trinity Catholic College, Trinity Beenleigh College, St Joseph’s College, Canberra Marist College and Assumption College Kilmore. You are all most welcome to our College and I hope that your time with us is both enjoyable and memorable. Such occasions bind us together as a larger part of the Marist family. These opportunities remind us all of the wonderful and special heritage which we cherish in being Catholic, Marist and Champagnat Colleges. St Marcellin is smiling down on us.
