Mr Cook, how quickly do you think you can get us the FET data? Will we be able to consider that before we have the hearings? Mr Cook: I would have to ask my staff. Obviously I have taken that on notice. I am not sure how soon it will be. We will get it as quickly as we can. Answer Note: this question and the below response relate to discussion over several pages of Hansard, including the following (page 22): Senator JACINTA COLLINS: I will ask the department: could you please provide me with what those 2017 figures—in this case, we are talking about Catholic education— would be under the current arrangements for Catholic schools? Mr Cook: We have a grouped authority. We allocate on grouped authority. Senator JACINTA COLLINS: Yes, and I want you to break them down by schools. Mr Cook: You want a breakdown of school, of notional allocation? Senator JACINTA COLLINS: Yes, for 2017. Pretty much, I am asking you to provide the data that would be on the estimator had it been done according to the existing act for 2017. It is easily available. It is on the FET, isn't it? Mr Cook: Yes. It is not public information, but we are happy to make it public. As at the 2017–18 Budget, funding for all Catholic systems under the Australian Education Act 2013 is calculated under the transition provisions in the Act. All Catholic systems are transitioning from below the Schooling Resource Standard (SRS). The Act therefore specifies that they should, at a minimum, receive 4.7 per cent growth on a per student basis until they reach the SRS. Individual Catholic systems are indexed from the different starting amounts they received in 2013. The Act does not provide for school-level calculations for systems in transition. In practice, school-level funding information is derived from the system transition amount based on the historical funding of individual schools, regardless of how far above or below the SRS they are. School-level calculations are purely notional and systems redistribute funding to their schools according to their own information sets. The following table provides the notional school level distribution of the system funding estimates for 2017. Because these notional figures are based on 2013 funding levels, they range from providing as little as 47.2 per cent of the SRS for one school to providing as much as 183.3 per cent of the SRS for another school. The funding amounts do not represent the funding that schools will receive in 2017 as the systems redistribute the funding according to their own distribution arrangements. Actual entitlements for systems will be based on the August 2017 schools census. These estimates are based on latest enrolment data reported to the department.
