CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

NEW JERSEY LAW REVISION COMMISSION Tentative Report Addressing the Use of the Term “Inhabitant” in the New Jersey Law Against Discrimination. June 17, 2021 The New Jersey Law Revision Commission is required to “[c]onduct a continuous examination of the general and permanent statutory law of this State and the judicial decisions construing it” and to propose to the Legislature revisions to the statutes to “remedy defects, reconcile conflicting provisions, clarify confusing language and eliminate redundant provisions.” N.J.S. 1:12A-8. This Report is distributed to advise interested persons of the Commission's tentative recommendations and to notify them of the opportunity to submit comments. Comments should be received by the Commission no later than August 16, 2021. The Commission will consider these comments before making its final recommendations to the Legislature. The Commission often substantially revises tentative recommendations as a result of the comments it receives. NEW LeadershipTM New Jersey The Government of the United States The Executive Branch At a time when all the major European states had hereditary monarchs, the idea of a president with a limited term of office was itself revolutionary. But the Constitution adopted in 1787 vested executive power in a president, and that remains the case today. The Constitution also provides for the election of a vice president, who succeeds to the presidency in case of the death, resignation, or incapacitation of the president. While the Constitution spells out in some detail the duties and powers of the president, it does not delegate any specific executive powers to the vice president, to the presidential cabinet (made up of the heads of the federal departments), or to other federal officials. The office of president of the United States is one of the most powerful in the world. The president, the Constitution says, must "take care that the laws be faithfully executed." To carry out this responsibility, he presides over the executive branch of the federal government — a vast organization numbering in the millions. In addition, the president has important legislative and judicial powers. Within the executive branch itself, the president has broad powers to manage national affairs and the workings of the federal government. The president can issue rules, regulations, and instructions called executive orders, which have the binding force of law upon federal agencies but do not require congressional approval. As commander-in-chief of the armed forces of the United States, the president may also call into federal service the state units of the National Guard. -

WlCker Chief, EngIneering Division, Philadelphia District Corps of EngIneers, Department of the Army Philadelphia, Pennsylvania INTRODUCTION The New Jersey coast probably is the most important recreational asset in the nation. This is due in part to the nearby densely populated metropolitan areas that experience unpleasantly hot and humid weather during the summer months. New York and its satellite communities, having a combined population of approximately 13 million, is only 50 miles from the nearest and 160 miles from the most remote of the 57 resort towns that dot the 125-mile length of New Jersey seashore. The Philadelphia metropolitan area, with a population of approximately 4 million, lies 60 miles from the nearest resort and only 86 miles from the farthest. Fig. 1 shows the geographic setting of the seashore area. But it is not merely geographic proximity to large numbers of people and the compulsion of uncomfortable weather at home that attracts 4 million vacationers and a great many one-day excursionists to the New Jersey seashore resorts each year. Nearly all of the 125 miles of shoreline is a satisfactory sandy bathing beach, and about 80% of it is open to ,the public at no charge. The ocean is not polluted, its temperature is approximately 700 throughout the summer months, and its surf is not dangerous. The 57 resort communities collectively offer a great variety of accommodations ranging from luxurious hotels to modest boarding houses and tourist camps, and the surroundings include highly developed areas, as at At lantic City, as well as localities remaining in a natural condition. -

I trace the process of party formation from the bottom up. First, I ask: How do individuals become engaged in politics and develop political affiliations? In most states, throughout the antebellum era, the county was the primary unit of political admin- istration and electoral representation. Owing to their small size, contiguity, and economic homogeneity, I expect that each county’s active citizens will form a county-wide governing coalition that organizes and dominates local politics. Second, I ask: Which political actor had incentives to lure county organizations into one coalition? I argue that the institutional rules for electing United States Senators – indirect election by state legislature – induced prospective United States Senators to construct a majority coalition in the state legislature. Drawing on nineteenth century newspapers, I construct a new dataset from the minutes of political meetings in three states between 1820 and 1860. I find that United States Senators created state parties out of homogeneous counties. They encouraged cooperation among county-wide governing coalitions by canvassing annual county political meetings, drafting ii and revising a multi-issue policy platform that had the potential to unite a majority of the state’s county governing coalitions, encouraging individual counties to create county- wide committees of correspondence and vigilance, and, finally, organizing a permanent state central committee and regular state-wide conventions.
