Benediction Very Reverend John T. Bacon The Mission of the Mayflower Council, BSA is to serve others by helping to instill values in young people and in other ways prepare them to make ethical choices over their lifetime in achieving their full potential. The values we strive to instill are based upon the Scout Oath and Scout Law.

It is the purpose of the Mayflower Council to provide the program support needed by the volunteer leaders of the various Packs, Scout Troops, Crews, Explorer Posts andLearning for Life Groups in the communities we serve in the Greater MetroWest and South Shore areas.

The Mayflower Council was established in 2017 and is a result of the consolidation of programming that has served Greater MetroWest and the South Shore areas of Massachusetts for over a century. Comprised of territory that was once part of the Algonquin, Norumbega, Knox Trail, Squanto and Old Colony Councils, the Mayflower Council is rich with the traditions and history of generations of scouts and scouting families.

The Mayflower Council serves 62 cities and towns in Eastern Massachusetts and extends from Stow, MA in the north and Plymouth, MA in the South. This overall territory is divided in-to five distinct areas, known as Districts, to ensure resources are evenly distributed amongst the Council’s constituent communities.

Within and just outside the Council’s borders are three excellent Council-owned camping properties: Camp Resolute in Bolton, Camp Squanto in Plymouth and the Nobscot Scout Reservation on the boarder of Framingham and Sudbury, MA. Combined, they constitute over 1,400 acres of beautiful forested land, open space, lakes and streams, making each one into a true ‘Urban Oasis’. Eagle Scout from Yesteryear

Richard J. Keogh Major, US Army (retired)

Richard (Dick) Keogh has had a long career of service in the . He earned the rank of Eagle Scout in 1949. He was a member of the Camp Child Staff for over 20 years from 1948 to 1969. He received the Vigil Honor in 1956, the Founders Award in 1989, and the Silver Beaver in 1993. In 1958, Dick graduated from the University of Massachusetts with a Bachelor’s degree in Business Administration. He later earned a Masters degree from Pepperdine University in 1974. Dick began his distinguished military service in 1953. He served in the U.S. Army from 1953 to 1955, and then again from 1958 to 1973. He then continued in Civil Service for the U.S. Navy from 1973 to 1976, and for the U.S. Marine Corps from 1976 to 1993. The capstone of Dick’s military service was his creation of the Hazardous Devices School at Redstone Arsenal, AL. This school trains all the bomb technicians who serve in the 425 Local, State, and Federal Public Safety Bomb Squads. The school has graduated approximately 10,000 Bomb Technicians since 1971. Every bomb technician in every civilian agency is a graduate of this school, and it is the only one of its kind in the country. Dick received many decorations for his contributions during his military service. These include the Bronze Star Medal (Valor) with 2 Oak Leaf Clusters, the Purple Heart with Oak Leaf Cluster, the Air Medal with Oak Leaf Cluster, the Meritorious Service Medal, the Army Commendation Medal with Oak Leaf Cluster, and the Distinguished Service Award from the International Association of Bomb Technicians in 1996. While in Hawaii Dick serves on the Advancement Committee of the Koolau District of the Aloha Council. As a District Representative he also sits on 2 or 3 Eagle Boards of Review each month. Scout of the Year Some of our earliest ties to the community involve youth groups and perhaps none are stronger or more lasting than the relationship between the VFW and America's scouting organizations. In fact, our partnership with the Boy Scouts of America dates back to 1910 when VFW Post 2100 helped to establish Troop 1 in Everett, Washington.

Our Scout of the Year program provides members of the Boy Scouts and Girl Scouts who display standout citizenship, patriotism and love of country with the opportunity to be rewarded with college scholarships. Samuel's nomination comes from VFW Post 2626 of Foxboro, MA.

Sam Belanger Troop 7 Foxborough Glenn A. and Melinda W. Adams National Eagle Scout Service Project of the Year

The National Eagle Scout Association established the Glenn A. and Melinda W. Adams National Eagle Scout Service Project of the Year Award to recognize valuable service of an exceptional nature by a Scout to a religious institution, a school, community, or other entity. The award recognizes the Scout for his Eagle Scout leadership service project, which is part of the requirements for earning the Eagle Scout Award. Each year, local councils select a council-level winner, and from that pool, each region selects a region-level winner. A national winner is then selected from the four regional finalists.

The National Eagle Scout Association and the Mayflower Council, BSA proudly presents the 2019 Glenn A. and Melinda W. Adams National Eagle Scout Service Award of the Year to:

John Riley Troop 4 Hopkinton National Eagle Scout Association (NESA) Outstanding Eagle Award

The NESA Outstanding Eagle Scout Award is a prestigious recognition granted by the local council’s NESA committee to Eagle Scouts who have demonstrated outstanding achievement at the local, state, or regional level. To be eligible for the NOESA, a recipient must be an Eagle Scout in good standing with the Boy Scouts of America and must either be registered with or have their primary residence within the boundaries of the nominating council. No length of time is required to have passed since earning the rank.

Each recipient’s actions and accomplishments should elevate the stature of Eagle Scout in the public eye, and each recipient shall be held to the standards set forth in the Scout Oath, Scout Law and National BSA standards for membership. The National Eagle Scout Council and the Mayflower Council, BSA proudly presents the 2019 NESA Outstanding Eagle Scout Awards to:

John Cox Eagle Scout Class of 1991

John is a Utility Lineman on the South Shore working in various locations. He graduated from Weymouth Vocational Technical High School in Weymouth in 1990. John translated his vocational education into a transportation career working as a Teamster for 15 years. After hearing of an opportunity arose, John attended North Shore Community College learning how the Utility Industry worked by earning a certificate in Energy Utility Technology. He has since had a career in this field.

John is an Eagle Scout from Troop 19 in Weymouth were he joined the Troop after being a Cub Scout in Pack 33. He has attended Summer Camp each year with his Troop since 1988 consecutively serving on the Waterfront and the Kitchen and were else needed. His Troop has operated their own Summer Camp each year with small exception since 1967. He currently serves as the Troop 19 Committee Chairman, a position he has held for over 20 years now.

John calls Weymouth his home along with his wife Nicole and their four boys. Three of the boys have achieved the rank of Eagle Scout, John, Thomas, and Matthew. Their youngest son Brian is a Life Scout and the Senior Patrol Leader of the Troop 19. Outstanding Eagle Scout Awards

Doug Foley Eagle Scout Class of 1983

Doug Foley is Eversource Energy’s Vice President of Electric Field Operations, Massachusetts and is responsible for leading field employees who maintains and construct the company’s transmission and distribution systems for 1.3 million customers throughout the state. In addition, he serves as incident commander for major power restoration efforts and was manager of large-scale emergency operations.

Doug joined Eversource in 1989 and has held various positions in the company’s Operations organization. Over the past 28 years he has been a member of various professional, civic and industry organizations, including Worcester Polytechnic Institute where he is a member of the Strategic Energy Board. Doug is also an executive sponsor of Eversource’s Young Professionals Business Group, which focuses on mentoring, supporting and developing younger professional employees.

Under Doug’s leadership, Eversource in Massachusetts has been recognized with two Edison Electric Institute Emergency Recovery Awards honoring the company’s prompt and effective response to major storms. Eversource has also posted top-tier reliability performance in the industry.

Doug is a 30-year veteran of the Boy Scouts of America (BSA) a CubScout from Pack 14 in Braintree he earned the Arrow of Light an Eagle Scout from Troop 138 Braintree and holds several BSA awards including Ad Altare Dei, OA Brotherhood, Wilderness First Aid and Boy Training. Doug attended Philmont Scout Reservation and 1981 National both as a Scout. Prior Cubmaster and Committee Chair for Pack 37 in Hanover. Doug served as Committee Chairman of Troop 38 in Hanover and is a Beaver, NE-1-261. Doug was Scoutmaster of Troop 214C National Jamboree at The Bechtel Summit 2013 and Assistant Scoutmaster at 2010 Centennial National Jamboree, Troop 539. Doug served as Executive Board Member of the OLD Colony Council and as Advancement Chair and now as an Executive Board Member of the Boy Scouts of America, Mayflower Council.

Doug holds master’s degrees in Business Administration from Anna Maria College and Power Systems Management from Worcester Polytechnic Institute. He also holds a bachelor’s degree in Electrical & Electronics Engineering Technology from Wentworth Institute of Technology.

Doug resides in Hanover, Massachusetts with his wife Laura and their two children Adam and Jenna. Adam is an Eagle Scout, Class of 2012 and Jenna is a Girl Scout Gold Award recipient, Class of 2016. Outstanding Eagle Scout Awards

Christopher Lamie Eagle Scout Class of 1999

Chris currently serves as Mayflower Council’s Training Chair. Through 12 years in council and district training roles, he has organized or taught at more than 100 training courses, coordinated training communications, and focused on improving the quality of training and promoting the idea that “every Scout deserves trained leaders!” From 2015 to 2018, Chris served on a national BSA task force that reviewed and updated the Wood Badge curriculum.

In addition to his training roles, Chris has served as an Assistant Scoutmaster and Troop Committee member for Troop 19 Weymouth; he served as summer camp program director and helped to mentor and train youth leaders. He has also helped with a variety of events and initiatives as a member of the Sachem District Committee, including , the district dinner, and annual recognition awards. In college, he was part of a group that organized a Merit Badge University for Boston Minuteman (now Spirit of Adventure) Council. It became an annual tradition, and Chris returned to teach Oceanography merit badge there for 14 years.

Outside of Scouting, Chris is a Vice President and Senior Scientist at Eastern Research Group, where he leads teams that help government agencies develop educational materials and effective programs that protect the environment and human health. Chris lives in Watertown with his wife, Michelle, and son, Zachary. Outstanding Eagle Scout Awards

Michael Rotar Eagle Scout Class of 1985

Mike is a retail executive with The TJX Companies based in Framingham, MA where he has worked for the past 12 years. Prior to that he was an executive with Mervyns in the San Francisco area. Mike graduated from Brigham Young University with a BA in Humanities and in German. In the middle of completing his undergraduate studies, Mike served a two-year mission for the Church of Jesus Christ of Latter-day Saints in Austria.

Mike earned the rank of Eagle Scout in 1985 while living in Northern California. At the time, he was one of the youngest in the nation to earn the rank of Eagle Scout. After receiving his Eagle, Mike went on to earn 75 merit badges and attended the National Scout Jamboree in 1985. He has served as both an Assistant Scoutmaster and Scoutmaster in multiple units in California and Massachusetts. Mike attended Wood Badge Course N1-330-12-2 and served multiple times as Wood Badge Course staff. For the past 6 years, Mike has been serving as a member of the Mayflower Executive Board including the past 2½ years as Mayflower Council President. He is a Vigil member of the Order of the Arrow and a recipient of the .

Mike resides in Sudbury with his wife, Elisha, and they are the proud parents of two children. Their oldest, Brennan, is also an Eagle Scout from Troop 156 in Weston, MA. Outstanding Eagle Scout Awards

A. Ross Troiano Eagle Scout Class of 1983

Ross Troiano is the Director of Operations for VDA Inc. located in Somerville. VDA is an Experiential Marketing & Event Design Agency. They produce large trade shows and events all over the country both in person and virtually. He has spent a large portion of his life involved in large events as well as theatrical & television scenery. In his copious free time, Ross works (plays) ½ the year designing and building the scenery and special effects for Barrett’s Haunted Mansion in Abington. During the actual haunt season, he runs the operations of the haunted attraction.

Ross earned his Eagle Scout Award in 1983 while a member of Troop 205, Newton. He currently is the Chairman for Cranberry Harbors District, a member of the Mayflower Council Executive Board as well as the Advisor for Venture Crew 424 in Marshfield. He has been awarded the Silver Beaver Award as well as both the Council and Area level Venturing Leadership Award.

He lives in Marshfield with his family. His 26-year-old son Connor is also an Eagle Scout. Samantha his daughter is 19 years old and very active in Venturing, earning the Summit Awards as well as being the current National Vice Chairman for Venturing. Ross’s family currently has 3 generations involved with his mother volunteering as a District Religious Emblems Coordinator and with luck next year adding a 4th generation with his 4-year-old granddaughter Lily hopefully entering the Cub Scout program.
