VERIZON POLITICAL CONTRIBUTIONS JANUARY – DECEMBER 2012 1 Verizon Political Contributions January – December 2012 A Message from Craig Silliman Verizon is affected by a wide variety of government policies ‐‐ from telecommunications regulation to taxation to health care and more ‐‐ that have an enormous impact on the business climate in which we operate. We owe it to our shareowners, employees and customers to advocate public policies that will enable us to compete fairly and freely in the marketplace. Political contributions are one way we support the democratic electoral process and participate in the policy dialogue. Our employees have established political action committees at the federal level and in 20 states. These political action committees (PACs) allow employees to pool their resources to support candidates for office who generally support the public policies our employees advocate. This report lists all PAC contributions, corporate political contributions, support for ballot initiatives and independent expenditures made by Verizon in 2012. The contribution process is overseen by the Corporate Governance and Policy Committee of our Board of Directors, which receives a comprehensive report and briefing on these activities at least annually. We intend to update this voluntary disclosure twice a year and publish it on our corporate website. We believe this transparency with respect to our political spending is in keeping with our commitment to good corporate governance and a further sign of our responsiveness to the interests of our shareowners. NCCBH 2007 Award for Excellence in Grassroots Advocacy Nomination On behalf of the Pennsylvania Community Providers Association (PCPA) I am nominating the PCPA Legislative Affairs Committee (LAC) and Government Relations Institute (GRI©) Alumni Network (Network) for the National’s Council’s 2007 Award for Excellence in Grassroots Advocacy. PCPA represents over 200 community-based providers of mental health (MH), mental retardation (MR), and drug and alcohol (D&A) services in over 1,100 locations throughout Pennsylvania. The LAC, formally established in early 2004, is comprised of members covering all three service areas and is representative of both agency size and geographic location. Members are asked to make a commitment of service to the LAC commensurate with the legislative session in Pennsylvania. In its three years, the LAC and the Network have co-sponsored association lobby days, developed state budget position recommendations for the PCPA Board of Directors, and engaged legislators and key staffers in multiple meetings around behavioral health and mental retardation issues. The GRI© was established in 1998 as an intensive training program for PCPA members on legislative and government issues. Over the past several years, the curriculum has expanded to include projects submissions and presentations by class members and direct interactions of participants with legislators and legislative staff. The Network, comprised of GRI© graduates, was formed in 2003 as the true foundation of PCPA’s legislative grassroots efforts. The Network responds and is active on a host of legislation issues, coordinates special legislative activities and events, and develops and maintains a variety of fundraising activities for the Pennsylvania Community Providers Political Action Committee. -

PENNSYLVANIA Transportation Funding Initiative Legislative Session: This bill was introduced on May 3, 2013. Type of Legislation: Senate Bill 1in Spring 2013; House Bill 1060 (Micozzie Amendment-Fall 2013) Summary: This comprehensive, five-year funding package includes a $2.3 billion investment in the state’s transportation system. The law eliminates the 12-cent state retail gas tax, and over the next five years, the law will also abolish an artificial cap on the Oil Company Franchise Tax—this tax is charged at the wholesale level. This law provides funding for state and local roads and bridges, public transportation, Pennsylvania Turnpike expansion projects, multi-modal projects, and low volume road projects. HB 1060 removed the state retail gasoline tax of twelve-cents-per-gallon. 2. HB 1060 eliminated the artificial cap that existed on the Oil Company Franchise Tax. 3. The new law prioritizes public transportation by giving PennDOT the authority to create an Alternative Energy Capital Investment Program. 4. HB 1060 designated part of the new revenue for local governments and multi-modal investments. 5. HB 1060 will preserve 12,000 new jobs and will create 50,000 new jobs to bolster investment in the state. -

Summary of Legislation December 2008
MCA Summary of Legislation December 2008 Mandate Waiver Task Force Update The task force that was created to review weather or not waivers granted to school districts to build under a single prime contract are saving taxpayers money met for the fourth time on December 22. A number of individuals presented testimony in support of multiple prime construction including Jim Gaffney from Goshen Mechanical on behalf of MCA and John Wanner, MCA’s government affairs consultant. The Task Force also heard reports that built using single prime construction. In general, school districts have been echoing the pro-waiver position advocated by the school boards state association. The Task Force expects to have one more meeting, sometime in January, at which point a vote on the final Task Force recommendation would be made. There was no significant discussion as to what that recommendation will be. Scarnati Sets Special Election Lt. Governor Joe Scarnati has filed notice for a March 3, 2009 Special Election to fill the vacancy in the 29th Senatorial District. The seat has been vacant since the October 18 death of Senator James J. Rhoades, whose name remained on the November 4 election ballot and received the most votes. The 29th Senatorial District includes all of Schuylkill County and parts of Berks, Carbon, Lehigh, Monroe and Northampton Counties. Schuylkill County Clerk of Courts Steve Lukach will likely be the Democrat, while Republicans chose state Rep. David Argall from among several interested candidates, including, Sen. Rhoades’ son-in-law, Pottsville attorney Christopher Hobbs, and GOP Executive Committee member Gretchen Sterns, to be their candidate. -

Ron Melusky, BHSL Director, will make a presentation on the new procedures and processes at the upcoming meeting of the PARF Residential Division to be held in Harrisburg at the Dixon University on Wednesday, January 9. Senator Greenleaf Proposes New Violence Prevention Task Force On December 27 PA Senator Stewart J. Greenleaf (R-Montgomery) announced plans to introduce a Senate Resolution to create the Task Force on the Prevention of Violence. Senator Greenleaf is a co-chair of the PA Senate Brain Injury Legislative Caucus and serves as the Majority chairman of the PA Senate Judiciary Committee. Senator Greenleaf said that the task force will be free to examine all issues surrounding cases of violence from firearm issues to bullying and mental health. Citing recent mass shootings, including the tragedy at Sandy Hook, Senator Greenleaf said that each event has left the nation in shock. He said that he believes the task force will provide meaningful direction and help the PA Legislature address many of the complex issues surrounding mass shootings. -

Executive Summary The Center for Advocacy for the Rights and Interests of the Elderly (CARIE), is focused on supporting the Public Policy Committee of the Lehigh Valley Alliance on Aging (Alliance) to advocate for the rights and interests of older adults living in the greater Lehigh Valley. While the composition of the Alliance is varied - each stakeholder has its own goals and objectives - there is a shared goal of improving the lives of older adults as set forth in the Mission and Vision of the Alliance. To this end, CARIE employs its resources to establish a framework for the Alliance to communicate its priority issues and positions to legislative and regulatory bodies at the local and state levels. -

A SPECIAL PERFORMANCE AUDIT OF THE PENNSYLVANIA HISTORICAL & MUSEUM COMMISSION Accountability of Historic Artifacts October 2010 Bureau of Departmental Audits October 28, 2010 The Honorable Edward G. Rendell Governor Commonwealth of Pennsylvania 225 Main Capitol Building Harrisburg, PA 17120 Dear Governor Rendell: This report contains the results of the Department of the Auditor General’s special performance audit of the Pennsylvania Historical & Museum Commission (commission). The audit covered inventoried records as of September 2009, including follow-up procedures concluded as of August 13, 2010. This audit was conducted pursuant to Sections 402 and 403 of the Fiscal Code and in accordance with generally accepted government auditing standards (GAGAS). The aforementioned standards require that we plan and perform the audit to obtain sufficient, appropriate evidence to provide a reasonable basis for our findings and conclusions based on our audit objectives. We believe that the evidence obtained provides a reasonable basis for our findings and conclusions based on our audit objectives. Our auditors found an environment of lax oversight and accountability that is conducive to theft and potential fraud. Specifically, more than 1,800 artifacts could not be located and are considered missing. In addition, physical inventories are not conducted properly and routinely. Collections Management, a section within the commission’s Bureau of the State Museum responsible for artifact accountability, lacks sufficient authority over the curators to ensure proper accountability of the artifacts. The manual card inventory system needs to be replaced with prevailing technology, such as a bar code identification and tracking software system, to ensure accountability and security of the approximately 500,000 non-archeological artifacts, out of the 4.5 million in the commission’s possession.
