Volume 96, Number 6 February 2013 www.asce-pgh.org Is the Iron Hot, or Just Warm? The country needs to spend about $926 billion to upgrade its transportation infrastructure. Highlighting the need for infrastructure repairs, “The country needs a reliable infrastructure”, said Sen. John Kerry, D-Mass. • “It’s the lifeblood of our economy, • the key to connecting our markets, moving products and people, • generating and sustaining millions of jobs for American workers, • to not wasting hundreds of thousands of hours and millions of gallons of gas on clogged highways,” he added. See The Washington Post (12/31), Forbes (12/31)

PA Congressman Bill Shuster, Chairman of the Transportation and Infrastructure Committee: • Strengthen Our Transportation Network • An efficient infrastructure allows U.S. businesses to be competitive in the global marketplace. “Transportation is important. It’s about people and how they live their lives. How they get to work; get their children to school; go to stores to buy food, clothing and other necessities; and how they visit family and friends.”

Civil Engineers build the quality of life. We build ‘vertically’, ‘horizontally’, and ‘underground’. We enjoy building on each other’s work. The safe water we drink and enjoy, the safe air we breathe, the buildings we inhabit, the standard of life Americans enjoy depend on us. But underpinning it all is our transportation system. Which is why we now intensely focus on this matter as our lawmakers haven’t adjusted funding for inflation in 1-½ to 2-½ decades, but are considering some adjustments now.

Pennsylvania Governor Tom Corbett announced that he will soon propose updating some of the funding in Pennsylvania. Is the iron hot? Will Pennsylvanians finally have long-overdue action? Will the Governor and legislature prioritize putting Pennsylvanians back to work? Will we see the return of Responsible Republicans and Democrats dedicated to the econo- mic success of all Pennsylvanians and Americans? Or will we see more ideological intran- sigence and diversions? Will construction unemployment 3 times the national average end?

Now it’s your turn. Lawmakers fear losing re-election for adjusting revenues for inflation from poorly and misinformed voters. Show them your support. The Section of ASCE is one of 14 members organizations of the Construction Legislative Council, whose members, families and friends affected by public policy represent tens of thousands of voters. Have you called and supported your lawmaker? You can find the local office phone number of yours on page 4. „ 0XQLFLSDO&RQVXOWLQJ 2012-2013 OFFICERS Director 11-14 Architectural Engineering Institute 2012-2013 COMMITTEES „ :DWHU :DVWHZDWHU Sebastian Lobo-Guererro, PhD, PE Kelly J. Four Gateway Center - 20th Floor Pittsburgh, PA 15222 (412) 395-8888 The Pittsburgh Regional Future City competition was held at Carnegie Music Hall on Regional offices throughout the country Saturday, January 19, 2013. For this event, middle school students design and model cities Project success through global reach and local knowledge of the future using SimCity software, then construct physical models of their designs using only recycled materials. Each year in January, student teams compete for best city design, www.aecom.com essay and presentation. The regional winners move on to the national competition. This year, the Pittsburgh Section of the American Society of Civil Engineers sponsored three awards in the regional competition: Best Integrated City, Best Use of Factories and Most Innovative Design of Infrastructure. Special Awards judges evaluated the entries and granted the ASCE awards to the teams whose cities best satisfied the award criteria. This year, the ASCE Pittsburgh Section award winners were  Fort Cherry Junior/Senior High School for Best Integrated City;  Saint Thomas More Middle School:, for Best Use of Factories;  Sacred Heart Elementary School: Most Innovative Design of Infrastructure. The Fort Cherry Junior / Senior High School team designed their city, "Floresta," around an animal sanctuary. This city featured bamboo tree houses and walking trails throughout the animal sanctuary, and underground utilities and transportation systems to both serve the residents and maintain an unspoiled habitat for the protected animals.

Volume 96, Number 6 / February 2013 -5- LEADERSHIP DEVELOPMENT INITIATIVE PITTSBURGH ASCE PILOT PARTNERSHIP

Leadership Development Initiative (LDI) Pittsburgh is a nine month program focused on shaping emerging leaders in the Pittsburgh region. ASCE partnered with LDI in 2011 to initiate a pilot program between the two organizations. Younger Member Forum (YMF) Vice President, Angela Mayer, E.I.T., is the sponsored candidate to represent Civil Engineers in LDI Class XX. This pairing is beneficial to both organizations because LDI found engineers were under-represented in their program while the YMF was looking to enhance their leadership foundation. ASCE members benefit by building a broader network base, elevating Civil Engineers’ visibility among Pittsburgh leaders.

$ )8//6(59,&(&,9,/(1*,1((5,1*),50 LDI sessions are held once or twice a month from September until June. The typical Untitled-1 1 10/11/2010 2:37:55 PM class size is 50 individuals with a wide variety of professions represented from both the non-profit/government to for-profit organizations. The general framework of the leadership program is based on Carnegie Mellon’s Dr. Robert E. Kelley’s book, “How to be a STAR at work.” Each class session focuses on one of the nine star performer models through selected speakers. Each participant is to enhance their star models through setting personal and professional goals. Participants are also encouraged to develop these models during a Community Impact Project that benefits a preselected community within Pittsburgh. This year the community of Mt. Washington was selected as the location the Impact Project. Each LDI class is to determine what their Impact Project is, and all 50 classmates work together using their star performer models to create an event that showcases the many assets of the community. The current class is still determining the details of their project to occur May 11, 2013 in Mt. Washington, and consist of a Community Day complete with a 5K walk/run throughout the community. :H6SHFLDOL]HLQ *HRWHFKQLFDO Mark your calendars, dust off your running shoes, and come out on a Saturday to see +ROORZ6WHP$XJHU 'LDPRQG&RUH'ULOOLQJ what LDI is all about! Innovative Nitrate Removal Water Treatment System The Martinsburg Authority, Blair County, PA provides potable water service to a population of about 3,140 persons. In 2007 the Authority initiated a plan to remove nitrate from its drinking water supply. The primary water source well field pumps water from the Gatesburg limestone formation. Over the last thirty years, nitrate concentrations have slowly increased, exhibiting periodic spike episodes when the US EPA Maximum allowable Contaminant Level (MCL) of 10 mg/l has been exceeded in one or more wells. The Authority Board retained Lennon, Smith, Souleret Engineering, Inc. (LSSE) to prepare a feasibility study of available nitrate removal technologies. The Authority’s goals were 1) minimal chemical handling, 2) site constraints (site is located in a residential development), and 3) the lowest long-term cost. This study considered process chemistry, pretreatment requirements, unit sizing, construction costs, waste disposal, energy consumption, media replacement, long-term operation and maintenance costs, and waste handling. Alternatives were evaluated and vendor proposals were received.

Gibson-Thomas Engineering Co., Inc. Following detailed equipment evaluations and field review of full scale operating systems, the Consulting Engineers ISO 9001-2008 Certified Authority Board selected an innovative low waste ion exchange treatment system process as Established 1916 Water •• Wastewater Bridge & Highway• Civil & Municipal its preferred alternative. Although used elsewhere in the U.S., this innovative treatment process had not been approved for use in Pennsylvania and was only available from a sole source provider. To overcome these challenges and meet the requirements of regulatory approval and competitive bidding, LSSE implemented a sequential equipment when quality matters procurement, process pilot testing and permitting, facility design, bidding and construction program. Engineering Architecture and Design Services Since 1955 One significant benefit for the Authority is the very small carbon footprint generated by the 412.754.0801 www.eadsgroup.com process. The completed treatment facility consumes substantially less energy and natural Altoona - Clarion - Johnstown - Pittsburgh - Somerset - Cumberland resources than typical conventional treatment alternatives, and in terms of physical space it was possible to construct the treatment system in a residential type structure that matched the surrounding area.
