District Disaster Management Plan Introduction:- In recent years has been visited by very serious natural disasters like cyclones earthquakes floods droughts etc causing videspread loss of life and property videspread destruction caused by cyclones in Orrisa earthquakes in Gujrat are the recent examples of the natural disasters. Disaster is an event which threatens the whole of society and its management implies that a mechanism is in place. Which will enable a total and effective response to offset its harmful affects .Thus total and effective response mechanism must subsume the coordinated response of the entire governmental system and the whole of the civil society. By its very definition therefore Disaster Management can not be a quick fix mechanism it implies meticulous planning and coordination between various role players to prevent disaster and to mitigate their impact whenever they occur. The District Disaster Management Plan has the following essential parts:- 1) Essential detail of the district and its vulnerability to various disasters with Historical perspective and current data. 2) Response plan including off-site plan if an industry is located in the district 3) Prevention and mitigation plan. 4) People's mobilization and community preparedness plan. 5) Contingency plan for assisting the neighboring districts in distress. The District Disaster Management Plan takes into account resources available with various departments for meeting any kind of disaster, resources available with all District level NGO's military and Para military forces stationed in the District and their proper co-ordination. A disaster has generally three stages i.e. pre-disaster stage, disaster stage and post disaster stage. In the pre disaster stage ground work is carried out in order to assess the likely-hood of any impending disaster assessing the inventory of resources available in order to tackle a disaster including support required from Governmental and non Governmental Organizations in the disaster stage .Disaster Management Plan is put into place and resources are deployed as per the Disaster Plan. The continuous monitoring is carried out on day to day basis. In the post disaster stage the after effects of a disaster have to be tackled which includes control of epidemics disposal of dead bodies and animal carcasses and reconstruction of roads/bridges/pathways etc.All these three stages shall be taken care of in the District Disaster Management Plan prepared for District Faridkot with respect to the anticipated disaster. Part -1 District Profile:-

District Faridkot was created in August 1972 which then comprised of Moga, Shri Muktsar Sahib and Faridkot sub Divisions. This District was further trifurcated during November 1995 and now it consists of Faridkot and Jaito sub divisions only. The District has 171 villages (including seven un-inhabited villages) and three Municipal Councils of Faridkot, and Jaito having a total population of 5.51 lacs. On the basis of previous record and information available through different sources , it has been observed that no major natural disaster occurred in the jurisdiction of the present in the last 30 years .Even during floods in September/October 1988 and July 1996,the district was not seriously affected Some damage occurred to crops in low lying areas and Katcha/unsafe houses in the district due to heavy rains in the past .However some problems were faced in the past which were managed by the District Administration with the help of Nagar Councils and Gram Panchayats. On the whole, as per the past history, the district is not flood prone and has not experienced any major natural disaster in the past.

Part- II

Since this district does not have any big industrial area therefore part II with respect to response plan including off-site plan has not been taken into account.

Part III

The Committee meets generally in the months of April/May and takes stock of the situation Flood preparedness of each Govt. Department is reviewed and the emergent flood protection works which need special repair or new construction to be carried-out latest by 30th June are approved. Most of the damage was caused in Faridkot District in 1988, 1996, 2002 due to heavy rains because this area is not in the catchments areas of rivers. Certain measures are to be taken to reduce disaster due to floods/heavy rains.

The Main objectives of various flood preparedness measures are:-

1 Minimizing the loss of human lives in floods 2 Minimizing the loss of live stock. 3 Minimizing the loss to property and infrastructure 4 Minimizing ill affects on the health of effected population 5 Bringing normality in human activity soon after the floods

To achieve the above objects, different tasks are to be performed by different Government Departments and other agencies before during and after the floods each Department's role and responsibilities have to be clearly identified and action plan needs to be drawn up by each department for close coordination between the various Departments/Agencies, Close coordination is required at the District Headquarter as well as at the Tehsil Headquarters .Deputy Commissioner will Co-ordinate the work at the District Headquarters SDMs are to Co-ordinate all activities at the Sub Divisional headquarters and actually face the situation.

Some of the important measures required to be taken before the floods, during the floods and after the floods have been outlined above. The Major role during the floods is of the drainage and public health department. The different departments are also assigned duties as under:- The Executive Engineer ,Drainage ,Faridkot will be responsible to Drain out water in cases there are some floods / heavy rains in the low lying localities .The E.O ,M.C Faridkot ,Kotkapura and Jaito will assist him

2. SETTING UP OF DISTRICT AND TEHSIL FLOOD CONTROL ROOMS :-

The Flood control room at the Headquarter and Tehsil's will be established in the district would start functioning from 1st June round the clock A daily and weekly reports on prescribed proforma containing flood situation would be sent to the Govt. The police have a separate control room and they have to inform the concerned sub divisions. The control room has vulnerable sites marked on the plan and registers would be maintained about the attendance and round the clock roster and flow of water the following is detail of the flood control rooms being set up at the District Headquarter and at the Sub Divisional Level :-

The Additional Deputy Commissioner, Faridkot will hold meeting with the Army Authorities and get their assistance at the time of floods/Heavy rains and also get their contact telephone numbers. The police control room shall convey the flood related messages through out the district through wireless communication and to the district and Tehsil flood control rooms in case of floods in any area the respective police station / police post in charge shall immediately convey this message to the people in that area and will take further steps for evacuation of people to the relief camps .The officer in charge shall also be informed for mobilization of recourse to meet the situation .Telephone Nos. of Senior Police Officers and Police station shall also be available in the control room which are given below:-

3. Information regarding heavy rains/floods:-

Every kind information with regard to floods/heavy rains will be sent by the Tehsil Flood Control Room to the District Flood Control Room Daily.

4. Help From voluntary social organizations:-

The SDM's Shall encourage the voluntary social organizations for help to flood affected people for clothing and other food requirements They will also be motivated to organize temporary Relief camps and medicines. The Honorary Secretary Distt. Red Cross Society and the Distt.Mandi Officer are to procure wheat from Commission Agents to be given to flood affected people as and when required.

The Drainage Department will pitch tents near vulnerable points on the drains and officials from their Department will remain present round the clock. The Tents will be provided by Tehsildar concerned. 6 Flood Fighting equipment and its placement:-

The Officer In charge of the flood control room shall have a list of flood relief equipments available in the District. He shall also physically inspect all equipments before 20th July and certify that relief equipments are in working order.

7. Stocks of Tarpaulins to be maintained:-

The Tarpaulins cover will be supplied by the Food Corporation of India, Markfed and Punsup. The DFSC, Faridkot will co-ordinate with such agencies in the District for Supply of such material and shall store 5000 tarpaulins in his office for emergency, The DFSC will be Nodal Officer for this purpose.

8. EC Bags:-

Executive Engineer, Drainage, Faridkot and SDO. Canals Faridkot will arrange 2000 EC bags each.

9. Relief Camps:- The District Food & Supplies Controllers Faridkot, Assistant Registrar, Cooperative societies, Faridkot, Chief Agriculture officer, Faridkot will be overall in-charge of these camps. The District Food & Supplies Controller will ensure proper supply of Essential commodities and will keep ready 100 bags of Atta 15 Qtls of Dal and Sufficient stock of vegetable oils and kerosene etc.

10 Medical Facilities (Humans):-

Civil Surgeon, Faridkot will be responsible to supply all kind of medicines in the relief camps and other affected areas of Faridkot District. He will ensure sufficient quantity of medicines including the medicines used for the treatment of snake-bite, during the flood seasons with all the medical teams constituted by him. He will also ensure that the teams will be operational and moving in the towns and villages during the flood period and emergency team will be available in the hospital round the clock. The SMO posted in Sub Division will submit daily progress report to the S.D.M's concerned. He will also ensure that a proper arrangement for medical treatment is also made in relief camps. He will also ensure that adequate steps are taken that no epidemic breaks out after and during the floods.

11 Drinking Water Supply:-

The XEN Water Supply & Sanitation Faridkot, E.O,M.C Faridkot / Kotkapura and Jaito and Secretary, Market Committies will make all necessary arrangements for the supply of drinking water in relief camps in the Faridkot, Kotkapura and Jaito towns.

12 Fodder and Medicines for the live Stock:-

The Deputy Director Animal Husbandry, Faridkot and Chief Agriculture Officer Faridkot will ensure that the cattles in flood prone villages are vaccinated well in time and also maintain stock of medicines at their own level. The fodder arrangements will also be made with the help of District Mandi Officer, Faridkot. Teams constituted for the purpose, are to be sent to all blocks and other flood prone areas. Tehsildar's have been specifically directed to make a survey of total number of houses and cattle

in different villages prior to flood season so that bogus claims can be avoided such information is to be sent before 1st July positively. Dry fodder should also be kept in sufficient stock.

13. Trial run of boats / checking of flood relief equipments:-

The SDM concerned will ensure trial run of boats lying in their Sub Divisions before 20th July positively and send certificates that these have been checked along with other equipments. Similarly The D.R.O will ensure the same at district headquarter.

14 Arrangements of Telephone facilities/separate line to army:-

SDO Telephones Faridkot to maintain a regular check of the working of the telephones and list of all important numbers is to be sent to him by the DRO Faridkot. 15 Communication:-

The Police wireless system will work as mode of communication in case of floods.The SSP, Faridkot will set up wireless sets in DC's office and in the vehicles of all SDM's , Tehsildars and DRO and one high powered set be installed in the Flood Control Room with effect from 1st June to 30th September. 16 Assistance from Army / BSF and Punjab Home Guards: The ADC Faridkot shall requisition Army help if situation so warranted. The concerned SDM shall inform when ever the help of army required. The ADC is also requested to call a meeting with the army Officers and get their contact numbers . 17 Electricity:-

The DFO Muktsar will cut the top branches of trees so that the flow of electricity is not hampered during floods. Electricity Department shall ensure regular supply of Electricity. The DFO is also directed to ensure immediate removal of fallen trees during the floods/heavy rains.

18 Presence of all District Headquarter Officers:-

The Assistant Commissioner (General) Faridkot will issue an office order that during rainy season which generally starts from 1st July to 30th September that every Headquarter Officer will not leave station without the prior approval of Deputy Commissioner, Faridkot.

19 Disposal of Dead Bodies and Carcasses:-

The Executive Officer M.C. Faridkot, Kotkapura and Jaito and Deputy Director Animal Husbandry are put on duty for this purpose. They will be responsible for the disposal of dead bodies and carcasses during flood/heavy rains.

CYCLONES:- The District after its reorganization in 1995, has no history of cyclones though in the months of May and June there are some thunder storms followed by medium to heavy rain falls in this case also.The Disaster Management Plan will be the same as envisaged during the floods. However, in this case because of strong winds, there may be large scale up-rooting of trees, up-rooting of electric poles and snapping of wires resulting in hindrance to smooth flow of traffic on the GT roads , disruption in power supply and in case trees fall into the Canals / Distributries, it may lead to breach of canal/distributory Accordingly the role of Forest Department, PWD , PSPCL and Irrigation Department

becomes very important. These departments shall prepare Contingent Plan in order to tackle any such situation.

C. HEAT WAVE AND COLD WAVES:-

As per the data available, temperature in this District during the months of May and June goes as high as about 44 degree centigrade and during the months of December and January, Lowest temperature hovers around zero degree centigrade. As per the latest Census, although the District has no house less population and there having been no incident of any deaths due to heat wave or due to cold waves reported even then the role of the Health Department is very crucial. In addition, all Municipal Counsels do keep check on the house less population who are prone to heat/cold waves. The role of District Red Cross Society, Faridkot is also very important. The Society provides blankets to the needy house less people after visiting their habitats.

D. DROUGHTS:-

Most of the agricultural land is under irrigation through canal water or tube wells also. All the 164 villages of the district have drinking water supply through 82 rural drinking water supply schemes, out of which 68 scheme are canal water based at 14 schemes are the tubewell based. Under ground water table in this district was quite high about 5-6 years ago but now it has gone down. The under ground water being blackish is unfit for irrigation .There is no past history of droughts in this District. However due to shifting of wheat paddy agricultural Cycle there is more demand of irrigation canal water during the months of April and May in addition to peak demand During the Months of June and July paddy transplantation is in full swing the availability of canal water is monitored by irrigation Department which purely depends upon the water level in Bhakra and Pong Dam.

E. THUNDERS AND LIGHTENING:-

There have been occasional incidents of thunder and lightening resulting in at times loss of property and human lives. Most important aspect of this disaster management plan will be to provide immediate first aid to the affected and shifting them to the nearest hospital. In case of fires, local people generally come to help the affected person. However, in case of a major fire, fire tenders from Municipal Council, Kotkapura can be requisitioned.

F. EARTHQUAKES:-

Punjab state as such does not fall in the seismic zone. However, being most unpredictable, it can happen any where. For providing relief in three towns of Faridkot, Kotkapura and Jaito, the respective Executive Officers, Municipal Councils shall be the Nodal Officers and will work under the supervision of respective Sub Divisional Magistrates. In the rural areas respective Block Development & Panchayat Officers shall be the Nodal Officer, DDPO and Secretary ZilaParishad shall be in charge of supervision upon the BDPOs work in Faridkot and Kotkapura blocks respectively. Health and Veterinary services shall be provided by Civil Surgeon and Deputy Director Animal Husbandry as per the teams constituted for the relief of affected persons. Drinking water shall be provided jointly by the Municipal Councils, Market Committees, PWD Public Health (GWS), PWD Public health (RWS) and Punjab Water Supply and Sewerage Board in all the towns and villages. Removing of debris shall be carried out by E,Os in towns and BDPOs in the rural areas with the help of local NGOs and Youth Clubs (list enclosed) Fire Brigade shall be Provided by the EO, MC Kotkapura .

Relief camp and other facilities shall be as in the case of floods.

G. EPIDEMICS:- Though there is no history of any out break of epidemics in the recent past in this district, yet contingent plan prepared by Civil Surgeon shall take care of any out break of epidemics. District Faridkot has three Civil Hospital at Faridkot, Jaito & Kotkapura, two Primary Health Centre at Bajakhana and Jand Sahib, 7 Mini PH's and 17 SHC's in addition to Government Medical College and Hospital at Faridkot. Civil Hospital Faridkot and Kotkapura has 50 bedded capacity whereas the Civil Hospital Jaito has 10 bedded capacity. However it is being upgraded to 50 bedded hospital . Primary health Centre Bajakhana and Jandsahib have ten bedded capacity whereas Mini PHCs at Golewala Machaki Kalan, Gurusar, Rorikapura, Hari Nau, Bargari have two bedded capacity each. Every SHC's have also two bedded capacity PHC's have laboratory and X-Ray facility also. In order to cope with any emergency the District has 43 doctors including 20 specialists and about 250 Para medical staff. J. FOOD POISIONING

Civil Surgeon Faridkot shall be over all in charge of talking any incident of food poisoning 24 hours emergency services are available in Faridkot , Civil Hospital and GGS Medical College & Hospital , Civil Hospital Kotkapura and Civil Hospital Jaito, Ambulance Services are also available for bringing patients from remote areas to the nearest Civil Hospital, Civil Surgeon Faridkot shall ensure adequate stocks of life saving drugs and medicines required to control the food poisoning .Two ambulances of District Red Cross Society shall also be used for this purpose.

K. URBAN FIRES

There are three fire tender available with Municipal Council Kotkapura. However, in case of major fires, fire tenders can be requisitioned from the neighboring districts of Ferozepur , Shri Muktsar Sahib, Moga and .

L. OIL SPILL

The very first step in case of oil spill will be to seal area and divert vehicular traffic. No inflammable articles should be allowed in these areas. SSP Faridkot shall ensure immediate cordoning off the area and diversion of vehicular traffic. The next step will be to get in touch with oil company for safe disposal of spilled oil. M. FESTIVAL RELATED DISASTER

Though in Indian culture there are numbers of festivals being celebrated by Hindus, Muslims, Christians and . In Faridkot town there are two main festivals which attracts lot of crowds i.e. Baba Farid Agaman Purb which is celebrated every year from 19 to 23th September and the second festival is Diwali which is celebrated in the month of October /November.So for as the Baba Farid Agman Purb is concerned, it is managed by a Committee which takes care of every possible Disaster During Diwali festival all three major towns of Faridkot, Kotkapura and Jaito draw huge crowds in the markets.There is a considerable sale of fire crackers. The District Magistrate prohibits the storage and selling of fire crackers by Un-authorized persons other than the authorized license holders. During this festival any small spark in the busy market places can be a cause for major fire. Respective EO MC's shall ensure that at suitable locations sufficient number of fire fighting equipments (if available) sufficient number of buckets filled with sand and sufficient amount of water is stored. The whole town shall be divided into the different sectors. Each sector is under the charge of responsible officer along with representatives of shop-keepers of the locality SDM's shall keep a constant vigil on the situation by having frequent rounds in the markets.

N. AIR, ROAD AND RAIL ACCIDENTS

There is no Air field in District Faridkot, However air mishaps like the one happened in Charkhi Dadri can happen any where. There are three main Railway stations on Faridkot, Bathinda route i.e. Faridkot, Kotkapura and Jaito. In case of any rail accident the information shall be passed on to the Divisional

Railway Manager, Ferozepur and Other Officers through Police control room For extrication of bodies / injured persons from railway coaches help shall be taken from the near-by village people and town people and local NGO's the list of which is enclosed.One Control room shall be set up, if possible, at the site and second control room shall be set up in nearest railway station, in addition to the control room being set up by the railway authorities. Respective SDM's shall be responsible for coordination between different agencies working at the site. Medical services shall be mobilized by Civil Surgeon and Emergency Medicines shall be supplied by District Red Cross Society and other NGO's, DTO, Faridkot in consultation with the officer in charge of the relief operation shall arrange for transport with in the State Railway shall provide for transportation facilities to the affected persons out side the State. Local Police shall maintain a record of all deaths occurring in the incident. A District level officer shall be put on duty as in charge of compiling information of the dead, injured and the survivors. Round the clock medical services shall be ensured in the nearest hospitals, if need be, services of private hospitals can also be requisitioned. The list of prominent private nursing homes is attached. In case of road accident the same contingent plan shall be put in place except the role of railways.

O. VILLAGE FIRES As already described there is only one fire tender available in this District with M C Kotkapura, however, in case of any major fire, fire tenders can be requisitioned from the near by District Ferozepur, Shri Muktsar Sahib, Moga and Bathinda There have been incidents of fire to the standing / harvested wheat/paddy crop in larger number of cases the cause of fire in generally due to short circuiting because of loose electricity cables and touching of combine harvesters with the over head electric wires. To avoid such incidents, harvesting of wheat/paddy crop at night has been prohibited by the District Magistrate.

PART - IV

People's Mobilization and Community preparedness plan

As already explained in case of any disaster information about the same shall be conveyed to the affected population through civil and police control rooms. Mobilization of people shall be effected through Governmental and non Governmental organizations. At the District level DDPO shall mobilize the Village panchayat through respective BDPO's the names and telephone numbers of Sarpanches,Gram Panchayats are mentioned in the enclosed list.Assistant Director Youth Services and Co-Ordinator Nehru Yuvak Kendra shall mobilize the Youth clubs in the rural areas. NGO's are mostly active in the three Municipal towns of Faridkot, Kotkapura and Jaito.The list of NGO's is available at Annexure-A. These NGO's shall be mobilized through respective SDM's, In the meeting held at the District level, all the NGO's and District officers were explained about the Disaster Management Plan and they have been asked to be alert in order to meet any anticipated disaster. PART- V

Contingency plan for assisting the neighboring Districts in disaster

District Faridkot is surrounded by district Ferozepur, Shri Muktsar Sahib, Bathinda and Moga. In case of a disaster in any of the neighboring district.Assistant Commissioner (General) Faridkot shall be the Nodal Officer for coordinating the relief and shall be available at the following Tel.No. 01639-501835 (Resi) 01639-250062(Office) ` For providing medicines and other relief materials, District Red Cross Society, Faridkot has sufficient resources for tackling any situation. In case medical and Para medical staff is required, the

same shall be made available by Civil Surgeon and Principal, GGS Medical College and Hospital, Faridkot. NGO's shall also be mobilized for eliciting their support for any kind of disaster. District Transport Officer, Faridkot shall arrange to provide necessary transport requirement to the officers/officials rushing to the neighboring districts for immediate help.

Liaison with Military and other Para Military forces:

District Administration shall liaise with the Army and BSF authorities for taking their help in order to tackle any disaster situation. In this case, ADC Faridkot shall be the Nodal Officer for eliciting support from Army and BSF Station Commander, 16 Arty Brigade having the telephone number 01639-250033 with extension No. 2001, 2002 shall be contacted. Similarly DIG, BSF, Faridkot, having telephone No.01639-250871 (Office) 01639-250378 (Residence) shall be contacted for required help.

Introduction Disaster Management Act.( Section 12) mandates National Disaster Management Authority (NDMA) to recommend Guidelines for minimum standards of relief to be provided to persons affected by disaster which shall include. a) The minimum requirments to be provided in the relief camps in relation to shelter, food, drinking water, medical cover, sanitation. b) Special provisions to be made for widows and orphans. c) Ex gratia assistance on account of loss of life as also assistance on account of damage to houses and for restoration of means of livelihood. d) Such other relief as may be necessary. According to Section 19 of the act. the State Authorities shall lay down detailed guidelines for providing standards of relief to persons affected by disaster in the State and such standards shall in no case be less then the minimum standards in th guidlines laid down by National Authority . Hence , NDMA, as mandated by the Act, has worked out the basic minimum standards of relief to be provided to the persons affected by disaster . Before finalizing the above Guidelines, various meetings were held in NDMA with the representatives of Nodal Ministries/ Departments of Govt. of India in which senior oficials from State Govt. also pariticipared to offer their valuable views . It was observed during the above meetings that the Guidelines on Minimum Standards need to be simple and implementable by the States. Definition of Relief and Rehabilitation Camp :-

Relief shelters and Rehabilitation camps shall be set up in order to accommodate people affected by a disaster. The camp shall be temporary in nature, with basic necessities. People in the camp shall be encouraged to return to their respective accommodation once the normalcy is returned. The State Govt./District administration sometimes may not be able to implement all the basic guidelines recommended by NDMA from the day one of the disaster and therefore , the following method shall be followed :- a) first three days ...... Basic norms to the possible extent may be followed . b) 4 to 10 days...... Efforts should be made to follow most of the norms

Recommended by NDMA in this Guideline. c) 11 days and above ...... NDMA's prescrided norms shall be followed. The factors like terrain, climatic conditions at the site of disaster etc. will also impact the requirment and ability of the administration and other stakeholders to deliver relief. These constraints should also be dept in view while prescribing minimum standards of relief. 2. Minimum Standards in respect of Shelter in relief camps :-

a) State/UT/District Administration shall take necessary steps to pre-identify location/ buldings like local schools, anganwadi centers/cyclone shelters/community centers/marriage halls etc. which can be used as Relief shelters where people can be accommodated in case of disaster in the area. In such centers, necessary facilities like sufficient number of toilets, water supply, generators with fuel forpower back up during disasters shall be ensured. b) After a disaster, large covered space shall be required to accommodate the affected people. In order to avoid last minute arrangement and high cost, States/UTs can explore the option of advance Mous with manufacturers/suppliers for supply of factory made fast track pre- fabricated/tents/toilets/mobiles toilets and urinals etc. which can be dismantled and taken back by the supplier after the closure of the camp. This arrangement shall avoid delay in setting up of camp and exorbitant billing of essential supplies. c) In the relief centers 3.5 sq.m. of covered area per person with basic lighting facilities shall be catered to accommodate the vicitims. In mountainous areas, minimum covered area shall be relaxed due to lack of available flat land/built up area. Special care shall be taken for safety and privacy of inmates, especially for women, widows and children. Special arrangements should be made for differently-abied persons, old and medically serious patients. d) Relief centers shall be temporary in nature and be closed as soon as normalcy returns in the ares. e) sufficient number of sites based on population density shall be identified as relief centers and earmarked well in advance at the time of planning and development of a metro/city/town. 3) Minimum Standards in respect of food in relief camps :- a) Milk and other dairy products shall be provided for the children and lactating mothers. Every effort shall be taken in the given circumstances to ensure sufficient quantity of food is made acailable to the affected people(especially for aged people ande children)staying in the relief shelters/camps. b) Sufficient staps shall be taken to ensure hygiene at community and camp kitchens. Date of manufacturing and date of expiry on the packaged food items shall be kept in view before distribution. c) It shall be ensured that men and women are supplied food with minimum calorie of 2,400 Kcal per day.In respect of children/ infants, the food to be supplied would be 1,700 Kcal per day.

4) Minimum Standards in respect of water in relief camps :- a) Sufficient quantity of water shall be provided in the relief camps for personal cleanliness and hand wash. b) It may be ensured that the minimum supply of 3 liters per person, per day of drinking water is made available in the relief camps. Further, the State/UT/District authorities shalladjust the minimum quantity of water ect. as per the geographic, demographic and social practices

of the region. If other means for providing safe drinking water is not possible at-least double chlorination of water needs to be ensured. c) In order to ensure adequate water supply, the location of the source of water supply shall preferably be within the premises of relief shelter/ camp. However, the maximum distance from the relief camp to the nearest water point shall not be more than 500 mtrs. If tapped water supply is available.

5) Minimum Standards in respect of Sanitation in relief camps :- a) Number of toilets :1 toilet for 30 persons may be arranged/built. Saparate toilet and bath area be catered for wwomen and children. At least 15 liters of water per person needs to be arranged for toilets/bathing purposes. Hand wash facility in toilets should be ensured. Steps may be taken for control of spread of diseases. Dignitykits foe women shall be provided with sanitary napkins and disposable paper bags with proper labeling. b) Toilets shall not be more than 50 m away from the relief camps. Pit Latrines and Soak ways shall be at least 3o m from any ground water source and the bottom of any latrine has to be at least 1.5 m above the water level. c) Drainage orspillage from defecation system shall not run towards any surface water source or shallow ground water source.

6) Minimum Standards in respect of medical cover in relief camps :- a) Mobile medical teams shall visit relief camps to attend the affected people. Steps shall be taken to avoid spread of communicable diseases. b) If the relief camps are extended over time, then necessary arrangement may be made made for psychosocial treatment. c) Helpline should be set up and contact number and details of which shall be displayed at the relief/ shelters and adequately publicized to inform the people. d) For pregnant women, necessary basic arrangements shall be made by the local administration for safe delivery. e) Advance tie up/arrangement shall be made with the Govt./private hospitals so that necessary doctors/ para-medical staff are available at short notice for relief camps to attend to the affected people. In respect of people who are affected and being referred to hospitals for treatment/ operation etc. suitable transportation shall be arranged to reach to referred hospital. f) In order to manage mass casualty in a disaster, advance contingency plans for management of multiple casualties shall be developed. 7) Minimum Standards of relief for widows and orphans :- a) In each camp, a separate register shall be maintained for entering the details of women who are widowed and for children who are orphaned due to the disaster. Their complete details shall be entered in the register, duly counter signed by the concerned officials and this register shall be kept as a permanent record with the District administration. b) Special care shall be given to widows and orphans who are separted from their families. For widows, certificate be the Dostrict Admn shall be issued stating that she lost her husband in the disaster and the same shall be issued within 15 days of disaster. c) As the widow/family Shall be economically weak, the State administration shall provide a reasonable amount for the funeral rites of her husband and this payment shall be deducted from the subsequent financial compensation/ relief that shall be paid by the Govt.

d) Necessary financial compensation and other government assistance need to be arranged within 45 days of the disaster to the widow and to the orphaned children. In respect of orphaned children, similar certificate shall be issued and the children need to be taken care of properly and the funds that may be given to the children by the Govt. shall be duly deposited in a PSU bank in a joint A/C where the Collector/DC Shall be the first account holder of the bank account. Interest from the fund can be given to the child/ guardian every month for his/ her proper upkeep. Education for the child shall be ensured by the District/ local administration. e) As far as ex gratia assistance on account of loss of life as also assistance on account of damage to houses and for restoration of means of livelihood, the norms provided be Govt of India(Ministry of Home affairs) for assistance from SDRF should be the minimum standards of relief.

Sir, As per Section 12 of the Disaster Management Act. National Authority (NDMA) is mandated to recommend Guidelines for the Minimum Standards of Relied to be provided to persons affected by disaster which shall include:- a) The minimum requirements to be provided in the relief camps in relation to shelter , food, drinking water , medical cover and sanitation . b) Special provisions to be made for widows and orphans. 2. As per Section 19 of Disaster Management Act. 2005, the State Govts, are requirde to lay down detailed guidelines for providing standards of relief to persons affected by disaster in the State, provided that such standards shall, in no case, be less than the Minimum Standards in the Guidelines laid down by the National Authority in this regard'.

3. NDMA held various meetings with the representatives of Central Ministries/ Departments which included Ministry of Health and Family Welfare, Food Safety and Standard Authority of India, Ministry of Drinding Water and Sanitation and with representatives with the various State Govt. and experts in the field. After detailed deliferations, NDMA has formulated Guidelines on MiNimum Standards of Relief for food, Water , Sanitation , Medical Cover and Shelter to be provided to persons affected by a disaster and also on Special provisions to be made for Widows and Orphans. CRISIS MANAGEMENT PLAN(CMP) Part-1-2017

(For Emergencies falling within the sphere of the Ministry of Home Affairs) Introduction

1.1 The CRISIS MANAGEMENT PLAN addresses the following crises situations for which Ministry of Home Affairs has been identified as the nodal ministry by Cabinet Secretariate-

Public Order, Terrorist Outrages mutiny, Migration/Exodus/Infiltration , Major breakdown of

law and order, natural Disasters, Majaor Breach iin Security of Metro Services in Delhi and Kolkata.

1.2 This Plan has two Chapters: Chapoter-1 deals with Natural disasters while Chapter-II comprises manmade disasters. 1.3 The different Ministries of the Central Government/State Government are requires to issue detailed instructions on aspects identified in this Disaster Response Pian/CMP as requiring action by them. 1.4 All State Government will prepare crisis management plans/Disaster Management plans laying down the protocol for the sequence of actions for discharging the responsibilities assigned to the State in this plan. 1.5 Each Central Armed Police Force will prepare Contingency Plans/Standard Operating Procedures to deal with any large-scale mutiny/desertion in the Forces. 1.6 List of critical Infrastructure and key resources(important from national economy, communal harmony and security points of view) may be added as annexure with District Crisis Management Plan of the concerned district.

CHAPTER-1

NATURAL DISASTERS Role of Central Government - 2.1 The Ministry of Home Affairs is the nodal agency at the National level for coordination of response and relief in the wake of natural disasters like Avalanche, Cyclon, Cloud burst, earthquake, Tsunami, Flood, Fire and Landslide. Drought cold wave/frost, pest attacks, hail storm are dealt by Agriculture Ministry, MHA will provide financial and logistic support to the State Government, keeping in view, their resources, the severity fo the natural disaster and the capacity of the State Governments to respond in a particular situation. NATIONAL CRISIS MANAGEMENT COMMITTEE - The National Crisis Management Committee(NCMC) would be the apex body of high-level officials of the Government of India for dealing with a major crisis, which has serious national ramifications. The Composition of the committee would be as under : (a) Cabinet Secretary Chairperson (b) Secretary/ Principal Secretary to PM Member (c) Secretary, MHA Member (d) Secretary, MOD Member (e) Secretary(Security) Member (f) Secretary(I & B) Member (g) Director (IB) Member (h) Secretary (R & AW) Member (i) Deputy NSA Member (j) Secretary, NDMA Member Joint Secretary(TS Cell), Cabinet Secretariat will be the convener of the NCMC and will be free to co-opt members depending on the nature fo crisis, as and when required, In any nuclear scenario NDMA will be kept fully informed and also have the major coordination and advisory role besides issuance of guidelines and giving direction for preparedness and capacity building activities. 2.2 National Exceutive Committee(NEC)- The NEC is the prime responder at national level under Section 10(2) (K) of the Disaster Management Act. The National Excutive Committee(NEC) comprises the Union Home Secretary as the Chairperson, and the Secretarties to the GOI in the Ministries/Departments of Agriculture, Atomic Energy, Defence, Drinking Water Supply, Environment and Forests, Finance(Expenditure), Health, Power, Rural Development, Science and Technology, Space, Telecommunications, Urban Development, Water Resources and the Chief of the Integrated Defence Staff of the Chiefs of Staff Committee as members. Secretaries in the Ministry of External Affairs, Earth Sciences, Human Resource Development, Mines Shipping, Road Transport &

Highways and Member Secretary, NDMA will be special invitees to the meetings of the NEC, Joint Secretaty(DM),MHA is the convener of the NEC meeting. 2.3 The NEC will meet at least once in six months and during thr disaster as and when required. 2.4 The other concerned Cantral Ministries/Departments/ Organizations will render Emergency Support Functions(ESF) wherever Central intervention and support are needed by the State Governments. 2.5 The Government of India has constituted the National Disaster Responswe Force(NDRF) for specialist response to various types of disasters including CBRN. The State Governments are also required to raise their own disaster response force (SDRF). 2.6 Each NDRF Battalion Team has been assigned respective areas of responsibility in terms of States/UTs and Districts. The NDRF Battalion/Team can be requisitioned by the State Governments/District Administration directly in cases of rapid onset disasters where early warning/alerts is not available and through the Director General, NDRF and NDMA in cases whrer sufficient lead time is available. The State Govt./distt. Administration may seek assistance of Armed Forces, CAPF and specializes Ministies/agencies for rapid deployment in case of threatening disaster situation/disasters. The State Governments/District Administration will maintain close liaison with the NDRF Commanders earmarked to the respective States/Districts for rapid deployment in case of threatening disasters situation/disasters. 2.7 During the stay of the NDRF in the State/UT for impending or during disaster, local Government shall extend administrtative supports by providing POI, heavy machinery/equipment required for removal of debris, communication facilities barracks/rented accommodation with toilet facilities, adequate transport etc as it would be improving the efficiency of the NDRF. Role of the State Government - 3. State Executive Committee (SEC) 3.1 It will be the primary responsibility of the State Government to respond to natural disasters and provide relief to the affected people, Section 22(2) (g) of the Disaster Management Act stipulates that the SEC under the State Chief Secretary shall " coordinate response in the event of any threatening disaster situation of disaster". SEC shall give directions to any Department of the State Government or any other authority or body in the State regarding actions to be taken in response to any disaster. 3.2 Department of Relief/Disaster Management shall be the nodal department for disaster managemenrt and Secretary of the Department /Relief Commissioner Shall implement the decisions of the SEC pertaining to State level Response to natural disasters. 3.3 Disaster response being a multi-agency function, other Departments of the State Governments will provide emergency support in their relevant domains at the State/District levels. 3.4 The SEC shall meet at least once in three months and as and when required when disaster strikes. Role of the District Administration - 4. District Disaster Management Authority (DDMA) 4.1 Section 30(2)(Xvi) of the Disaster Management Act stipulates that the DDMA under the chair of the collector or District Magistrate or Deputy Commissioner, as the case may be and the co-chair of the elected representative of the local authority, shall " coordinate response to any threatening disaster situation or disaster". 4.2 Under the network, the EOCs/Control Rooms of all the States will be directly connected with the NEOC/Control Room of MHA at the National level. The district EOCs/control Rooms will be connected with the respective State EOCs/Control Room. All these control rooms will function on

24x7 basis and will be functional round the year. Suitable personnel will be selected and imparted training in the operation of Control Rooms and will be posted to man these EOCs/ Control Rooms. 4.3 The DDMA shall meet at least once in three months and as and when required when disaster strikes. 4.4 DOs and DONTs for DMs in case of Natural as well as CBRN Disasters may be seen at Annexure-'A' & 'B' respectively. 5. Search and Rescue Teams - 5.1 The National Disaster Response Force (NDRF) has been constituted by up-grading 10 Battalions of Central Armed Police Forces (CAPs), 2 each of Central Industrial Security force(CISF), Indo-Tibetan Border Police (ITBP), 3 each of Border Security Force (BSF) & Central Rserve Police Force (CRPF). The command and supervision of the NDRF will be vested in DG, NDRFand the general superintendence dirction and control of NDRF will be vested in and exercised by National Disaster Management Authority. The specialists Search & Rescue (SAR) team of NDRF are being trained, equipped and located at various places and deployed as and when required. A decision has also been taken to raise two more battalions of NDRF by upgrading two battalions of SSB, which will contribute efforts to SAR functions. 5.2 Each State will form State Disaster Response Force(SDRF) which will be trained, equipped and placed at various locations for rapid deployment within the State. 6. COMMUNICATION 6.1 The States will set up Emergency Operations Centres at the State level and at the district levels under the District Magistrates. The Emergency Operations Centers will be responsible for monitoring and responding to all emergencies/crises. The Emergency Operations Centres will be linked to the National Emergency Operations Centre of the Ministry of Home Affairs by telephones, fax, internet and satellite phones. 6.2 The National Emergency Operations Centre, the State and District Emergency Operations Centres will have GIS based maps indicating the roads/railways/hospitals and other essential infrastructure. They will have online access to India Disaster Resource Network (IDRN), which is a nationwide electronic inventory of resources, for locating and mobilizing resources for speedy response action. 6.3 The National Emergency Operations Centre, the State and District Emergency Operation Centres will have written protocols for their functioning and also maintain a log book in which all information received as well as arrivals/departures of officers will be entered along with time. 6.4 The State Emergency Operation Centres will be responsible for informing the Ministry of Home Affairs and all concerned agencies about any emergency/crisis. 6.5 The Member (TO) in the Department of Telecommunications or his nominee will be available in the National Emergency Operations Centre of the Ministry of Home Affairs during a crisis situation to ensure that communication lines remain in order. 6.6 Communication channels of other central organizations throughout the country shall extend all assistance to the National Crisis Managemrnt Committee (NCMC) and the National Executive Committee (NEC) Group of MHA in the event of a crisis. Private telecom service providers with inter- operability facilities may be utilized at the site of emergency. Advance planning may be made for engaging private telecom service providers to restore damaged facility and provide temporary facility during any disaster. 7. MEDIA HANDLING - 7.1 Information dissemination plays an important role not only in maintaining public morale but also maintaining normaley. Countering of false propaganda by making factual information available

to the public will go a long way towards defeating the designs of terrorists/saboteurs. Media handling is therefore a creitical aspect of crisis management. 7.2 A Senior representative of the Press Information Bureau shall be associated with the Crisis Managerment Group. He will seek briefling from the designated nodal officer of the MHA at a pre- scheduled time daily. It shall be the responsibility of representatives of the PIB and the Ministry of Information and Broadcasting to keep the members of the press/media briefed and counter any false information/rumors/ propaganda. 7.3 The State Director of Public Relations of the State shall be part of the State Crisis Managerment Group. It shall be this officer's responsibility to handle the media, as also to ensure that rumors/false information do not gain currency. 7.4 The District Magistrate/ Commissioner of Police will brief the media suitable from time to time regading the progress in handling the contingency/emergency. 7.5 No Officer other than the officer designated by the Central/State Government shall interact with the Media. 7.6 It shall be ensured that the operational area is cordoned off and access control is exercised. Media shall abe kept away form the seene of action till the whole operation is completed, by the lical law enforcement agencies. plans foe broadcasting/dissemination warnings through various means including social media may be prepared well in advance. Do's and dont's for general p[eople may also be disseminated through these media. 8. POST CRISIS MANAGEMENT - 8.1 The end of rhe emergency would signal the standing down of arrangements made under this Contingency Plan. The end of alert should, however, be specially communicated to terminate the precautionary or the active stage of Contingency Plan. This would normally be decided by NCMC/CMG. The Member Convener of the CMG as applicable i.e. Joint Secretary(DM)/Joint Secretary(IS-I), Ministry of Home Affairs shall communicate the termination of the precautionary or the active stage to the concerned members as well as the control rooms of the Ministry of Home Affairs and IB. When State authorities have also been aleryted, due notice of the termination of the alert should be communicated to the States/UTs concerned. 8.2 The CMG of Ministry of Home Affairs will examine each contingency situation after the termination of the alert to identify practical difficulties and defects noticed in the smooth functioning of this Crisis Managemrnt Plan. Annual review of CMP 2017 will be undertaken in the light of lessons learnt through the year. 8.3 Mock Drills to check the efficacy of CMPs may be conducted on regular basis.

CHAPTER-II 1. INTRODUCTION 1.1 The Crisis Management Plan of the Ministry of Home Affairs for man-made disasters essentially deals with the following crisis situations or potential crisis situations :- (a) Breakdown or potential breakdown of Public order This relates to intelligence regarding serious breakdown of law and order or actual breakdown of law and order, simultancously affecting large parts of a state or the country. (b) Terrorist Attack or intelligence, regarding imminent terror attack This related to the following situations : (i) Intelligence relating to major terrorist attack or actual terrorist attack including attack by Drone like flying objects at public places, vital installations, symbols of democracy and governance, histotical monuments, places of worship, important government buildings, public

transport, etc. (ii) Intelligence relating to or actual rerrorist attack by use of nuclear/biological/chemical agents or weapons of mass destruction by terrorist outfits. (iii) Intelligence relating to or actual incident of assassination or attempted assassination or kidnapping of Indian or foreign dignitary. (iv) Terrorist situation connected with hostage taking which requires specialized handling (excluding Civil Aviation sector). (c) Mutiny - This relates to major/large scale mutiny or desertion in Central Aarmed Police forces or state police forces or intelligence regarding such a possibility. (d) Migration/ exodus/infiltration This relates to large scale exodus of people/refugees from a foreign country into India over a short period of time. 1.1 The plan lays down the sequence of action in three phases- the preparatory phase, the precautionary phase and the response phase. 2. INSTITUTIONAL MECHANISM - 2.1 Under the existing Constitutional dispensation, the state government are primarity responsible to deal with emergencies relating to breakdown of public order as well as terrorist situations. Hence, the first responder in such matters will always be the state government concerned. However, in situations potentially impacting on the conutry's National security, territorial integrity, relations with foreign countries, ets., the state governments will work under the policy guidelines laid down by the Central Government while dealing with the potential threats/incidents enumerated in this Crisis Management Plan. 2.2 The following four eommittees are constituted to handle emergencies/crisis, which are the subject matter of this Plan : (i) A National Crisis Management Committee headed by the Cabinet Secretary. (ii) A Crisis Management Group in the Ministry of Home Affairs headed by the Home Secretary. (iii) A State Crisis Management Group headed by the State Chief Secretary. (iv) A District Crisis Management Group headed by the District Magistrate/ Commissioner of Police. 2.3 All The agencies of the Government at the National, State and District level will function in accordance with the guidelines and directions given by all these committees.
