    Agenda No.4 File No.8-03 / 2014 - FC 1. The State Government of Jharkhand vide their letter no. Vanbhumi-16/2013-5120 dated 26.12.2013 submitted the proposal for diversion of 265.658 ha of forest land in favour of M/s M/s Power Grid Corporation of India Ltd.for construction of 400 KV transmission line from Chandwa-Gaya in Chatra and Latehar Districts in the State of Jharkhand. 2. Proposal has been envisaged for construction of a 400 KV (D/C) transmission line from Chnadwa (Jharkhand) to Gaya 765/400 KV substation (Bihar) to evacuate power from the Chandwa Super Thermal Power Plant of Essar (2000 MW) at Jharkhand. 3. Total Length of the proposed transmission line is 117.409 Km out of which 64.44 Km of length falls in the forest area. A total of 331 towers will be established for the line comprising of 175 towers to be established in the forest area (35 in Chatra North, 88 in Chatra South and 52 in Latehar Forest Divisions). 4. RoW proposed for the transmission line is 46 meters which is in accordance with the guidelines issued by the MoEF. 5. The State Government has mentioned that proposed transmission line passes through the eco-sensitive Zone of Lavalaung Wildlife Sanctuary i.e. at a distance of 4.5 to 6 km from the boundary of Wildlife Sanctuary. So far, eco-sensitive zone of the Wildlife sanctuary has not been notified so far. However, the transmission line projects being not covered in the EIA Notification, 2006 do not require environment clearance and hence clearance from the NBWL is also not required for this transmission line.

The letter contained in Annexure-3 shows that one Sabir Ansari had filed an application under the RTI Act for seeking information about the appointment and educational qualification of the petitioner, who was working as A.N.M in the Health Center, Meral. The said information could not be furnished to the person, who had sought for the information and accordingly, the Civil Surgeon-cum-Chief Medical Officer, Garhwa, by the impugned letter dated 05.8.2014 asked the In-charge Medical Officer, Primary Health Centre, Meral, Garhwa to make available the information, as sought for under the RTI Act.

He presented a brief update on the JCSRC } The Jharkhand Corporate Social Responsibility Council was set up by Government of Jharkhand in partnership with UNICEF. The government notification to this effect was issued on 31 March 2015. } The CSR expenditurewent up from INR 247 crores in 2012-13 to 754 crores in 2015-16 and proposed CSR Budget for 2016-17 is Rs. 602. 14 Crores. > During the Governing Body meeting of JCSRC on 0'l August2o16 three priorities areas- open defecation free Jharkhand, malnutrition free Jharkhand and safe drinking water were identified by honorable Chief Minister Jharkhand for CSR in the state. ) Three Governing Body meetings and four Executive Committee meetings of JCSRC been conducted sincethe formation of JCSRC. District CSR Committees (DCSRC) has beenformed in 22 districts except Sahibganj and Dumka districts. Also a State level review meeting of DCSRCS was conducted by Secretary, Department of lndustries on 1 2 July 2016. ! A workshop on "Swachh Bharat Mission & Role of Corporate Sector" was successfully organized in collaboration with the Department of Drinking Water & Sanitation (DW&S), GoJ and UNICEF on I November 2016. The Department of DW&S, Goj, has been requested to share relevant details - the details of the high priority blocks under SBM, details of where the funds may be deposited by companies, etc - with the JCSRC so it can be further shared with companies.

Krishi Vigyan Kendra, Chatra The Krishi Vigyan Kendra, Chatra sanction by the Indian Council of Agricultural Research (ICAR), was established in May, 2005 under administrative control of Birsa Agricultural University, Ranchi. The Kendra is an institutionalized structure to serve as a model to demonstrate the science and technology inputs for agricultural development. The main principal behind the establishment of K.V.K. is to popularize and disseminate agriculture technology to the doorstep of the farming community in Chatra district of Jharkhand. Training of rural farmers, rural youth Extension functionaries to make aware about agricultural technological development, conducting location specific research through OFT and OFR are some of the important activities of the Kendra to improve the socio-economic status of agriculturists in the district.
