Minutes of Executive Committee Meeting 15 December 2016 Minutes of Jharkhand Corporate Social Responsibility Council (JCSRC) Executive Committee Meeting chaired by Director, Department of lndustries, Mines and Geology, Govt. of Jharkhand dated 15 December 2015 Attendance: List Attached The Executive Committee meeting of Jharkhand Corporate Social Responsibility Council (JCSRC) started with a brief presentation on progress update of JCSRC activities by Director lndustries cum Member Secretary, JCSRC. He presented a brief update on the JCSRC } The Jharkhand Corporate Social Responsibility Council was set up by Government of Jharkhand in partnership with UNICEF. The government notification to this effect was issued on 31 March 2015. } The CSR expenditurewent up from INR 247 crores in 2012-13 to 754 crores in 2015-16 and proposed CSR Budget for 2016-17 is Rs. 602. 14 Crores. > During the Governing Body meeting of JCSRC on 0'l August2o16 three priorities areas- open defecation free Jharkhand, malnutrition free Jharkhand and safe drinking water were identified by honorable Chief Minister Jharkhand for CSR in the state. ) Three Governing Body meetings and four Executive Committee meetings of JCSRC been conducted sincethe formation of JCSRC. District CSR Committees (DCSRC) has beenformed in 22 districts except Sahibganj and Dumka districts. Also a State level review meeting of DCSRCS was conducted by Secretary, Department of lndustries on 1 2 July 2016. ! A workshop on "Swachh Bharat Mission & Role of Corporate Sector" was successfully organized in collaboration with the Department of Drinking Water & Sanitation (DW&S), GoJ and UNICEF on I November 2016. The Department of DW&S, Goj, has been requested to share relevant details - the details of the high priority blocks under SBM, details of where the funds may be deposited by companies, etc - with the JCSRC so it can be further shared with companies. > For capacity building of CSR professionals of different companies a Management Development programme (MDP) on CSR was organized in partnership with Department of lndustries, Mines & Geology, GoJ, lndian lnstitute of Management (llM) Ranchi & UNICEF in May 2016. 1 \" F Operationalization of lndustrial Training Institutes (lTls) with CSR support was i one of the priorities last year. Memorandum of Agreement (MoA) has been signed by 4 companies to run 4 lndustrial Training lnstitutes (lTls) in 4 districts - lTl Kasmar by Bokaro Steel Ltd in Bokaro, lTl Domchanch by DVC in Kodarma, lTl ltkhori by CCL in Chatra, and lTl Jagannathpur by TATA Steel in West Singhbhum with Dept. of Labour, Employment, Training & Skill Development (DoLETSD), GoJ. )r Representative of RMD SAIL informed that with regard to support to lTl Manoharpur they have received a revised draft of MOA from DoLETSD, GoJ which has been put up before the SAIL Management Board for approval. Meanwhile RMD SAIL has requested permission to start infrastructure development works in lTl Manoharpur immediately while they wait for the MoA ro be signed. > lnfrastructure development and other supports have been provided to 7436 government schools in 7 districts including construction of over 6000 toilets in government schools under Swachh Vidyalaya Abhiyan by companies using CSR fu nds. > lnitiative for rejuvenation of Heru Dam in Chatra by NTPC Ltd. (NKSTPP) is under implementation.15 vehicles have been provided for highway patrolling in West Singhbhum districl and Sports University has been set up in Ranchi using CSR funds. > Activities for infrastructure development in 16 government health facilities of 5 districts by DVC, NTPC Ltd., UCIL, Tata Steel and Rungta Mines Ltd are underuvay. > lnfrastructure development (repair & maintenance) by DVC in 6 government health facilities - PHC Kanjkiro and HSC Penk (Nawadih block, Bokaro), HSC Uruan (Chandwara block, Kodarma), HSC Gurio (Barhi block, Hazaribagh), HSC Marko and HSC Govindpur (Bishnugarh block, Hazaribagh), and supply of furniture in one government health facility - HSC Bisodih (Jaynagar block, Kodarma) has been done. Work in the remaining 3 health facilities in Narki, Madanpur & Meraha is underway. ) Activities in CHC, Tandwa by NTPC Ltd. (NKSTPP) are completed and request for land availability has been put up before the Deputy Commissioner Chatra for \qr 2 infrastructure Development in HSC Raham, HSC Kamta, and HSC Dundua in Tandwa block, Chatra. > DPR for development of facilities in Sadar Hospital, Chaibasa (W. Singhbhum) > has been prepared by Tata Steel and submitted to Deputy Commissioner, W. Singhbhum for further advice. DPR for infrastructure development in HSC Bhatin, Potka block, E. Singhbhum by UCIL has been prepared in consultation with O/O Civil Surgeon, E. Singhbhum. The work will start in the next financial year after its financial approval from the management . Further the activities proposed for the year 2016-17 were discussed. As proposed during the Governing Body meeting on 1 August 2016 the three priority activities lot 2016-17 will be - initiatives to support Swachh Bharat Mission (SBM), supply of drinking water through pipeline and development of facilities for irrigation using the District Mineral Fund. Companies have been requested to provide further updates and details of CSR activities to JCSRC. ln the last Executive Committee meeting (Dated 1 July 2016) and subsequent meeting on 1 1 July 2016 chaired by Secretary, Dept. of lndustries Mines & Geology, it was proposed that centralized kitchens could be set up with CSR support in Bokaro & West Slnghbhum by Bokaro Steel Limited and RMD SAIL. ln this regard representative of RMD SAIL informed that a survey has been done by them for setting up a centralized kitchen to support the mid-day meal programme with Akshay Patra in Manoharpur block (W. Singhbhum) and about 80 decimal land is required for the same from the government. RMD SAIL has been advised to put up a request in writing for allocation of land for development of Centralized Kitchen in Manoharpur block of W. Singhbhum district. The proposal from Director General, Jharkhand Nutrition Mission for CSR support to community based management of children with severe acute malnourishment (SAM) pilot in Khutpani Block, West Singhbhum district in partnership with UNICEF was discussed. Companies (such as Tata Steel, RMD SAIL, Rungta Mines Ltd. and others) operational in W. Singhbhum district were requested to support this initiative. The JNM has been requested to provide further details quantities, unit cost, consignee list, etc for the therapeutic food requested through CSR support. UNICEF has been requested to provide technical support in this exercise. The JCSRC will facilitate the coordination with the Jharkhand State Nutrition Mission (JNM) and companies in this regard. 3 Dr. Madhulika Jonathan, Chief of UNICEF Jharkhand office, shared that JNM is piloting the community based management of children with SAM in Khutpani Block of W. Singhbhum (selected by Hon'ble Chief Minister of Jharkhand) in partnership with UNICEF. The JNM will be supported by UNICEF in providing requisite information to the companies through the JCSRC. The Department of Planning cum Finance, GoJ has requested the Department of lndustries, Mines and Geology, GoJ to develop a mechanism for assessing impact of CSR work in Jharkhand. The Centre for Policy Advocacy & Management (CPAM) set up in partnership between lndian lnstitute of Management (llM) Ranchi & UNICEF will undertake this exercise with the JCSRC, Department of lndustries, Mines and Geology. UNICEF has agreed to extend its techno-managerial support to the Department of lndustries, Mines & Geology to strengthen and build on the work initiated under the JCSRC in 20'17. The interactive JCSRC web portal is being developed by Ernst & Young and is expected to be completed by early January 201 7. Dr. Alok R. Chaturvedi, Director of lnstitute of Social Empowerment through Entrepreneurship and Knowledge (ISEEK), Purdue University, USA made a detailed presentatron on Project SAKSHAM which is aimed to empower the youth especially women by providing technology-enabled entrepreneurship education and on{he-job training.
