Violence and Social Orders
This page intentionally left blank VIOLENCE AND SOCIAL ORDERS All societies must deal with the possibility of violence, and they do so in different ways. This book integrates the problem of violence into a larger social science and historical framework, showing how economic and political behavior are closely linked. Most societies, which we call natural states, limit violence by political manipulation of the economy to create privileged interests. These privileges limit the use of violence by powerful individuals, but doing so hinders both economic and political development. In contrast, modern societies create open access to economic and political organizations, fostering political and economic competition. The book provides a framework for understanding the two types of social orders, why open access societies are both politically and economically more developed, and how some twenty- five countries have made the transition between the two types. Douglass C. North is co-recipient of the 1993 Nobel Memorial Prize in Economic Sci- ence. He is the Spencer T. Olin Professor in Arts and Sciences at Washington University in St. Louis, where he served as director of the Center for Political Economy from 1984 to 1990, and is the Bartlett Burnap Senior Fellow at the Hoover Institution at Stanford University. A member of the American Academy of Arts and Sciences and a former member of the Board of Directors of the National Bureau of Economic Research for twenty years, Professor North received the John R. Commons Award in 1992. The author of ten books, including Institutions, Institutional Change, and Economic Performance (Cambridge University Press, 1990) and Understanding the Process of Economic Change (2005), Professor North has research interests in property rights, economic organization in history, and the formation of political and economic institutions and their consequences through time. -

1. From the Beginnings to 1000 ce As the history of French wine was beginning, about twenty-five hundred years ago, both of the key elements were missing: there was no geographi- cal or political entity called France, and no wine was made on the territory that was to become France. As far as we know, the Celtic populations living there did not produce wine from any of the varieties of grapes that grew wild in many parts of their land, although they might well have eaten them fresh. They did cultivate barley, wheat, and other cereals to ferment into beer, which they drank, along with water, as part of their daily diet. They also fermented honey (for mead) and perhaps other produce. In cultural terms it was a far cry from the nineteenth century, when France had assumed a national identity and wine was not only integral to notions of French culture and civilization but held up as one of the impor- tant influences on the character of the French and the success of their nation. Two and a half thousand years before that, the arbiters of culture and civilization were Greece and Rome, and they looked upon beer- drinking peoples, such as the Celts of ancient France, as barbarians. Wine was part of the commercial and civilizing missions of the Greeks and Romans, who introduced it to their new colonies and later planted vine- yards in them. When they and the Etruscans brought wine and viticulture to the Celts of ancient France, they began the history of French wine. -

HOW LONG TILL WE HAVE FREE ACCESS TO HUMANITIES AND SOCIAL SCIENCE JOURNALS IN FRANCE? Summary IPP Note The aim of this study is to evaluate the merits of the introduction of the principle of open access to research in the humanities and social sciences (HSS) in France, using a study of its effects on the consultation of articles. We want to know if a free access policy improves the visibility of research, and if so, to what extent. The study shines n°19 important light on decision making about the dissemination of research results and on the effect of restricted access (for both researchers and the broader public) to research results. At stake in this debate are the choice of duration of the open-access embargo period, that is, the delay between time of publication and when the journal July 2015 makes it freely available (delayed access journals), and the length of the self-archiving embargo, that is, the minimum time before the journal allows authors to self-archive their articles on the web (open access mandate). -

The term conjures up images, often romantic, of archeol- ogists feverishly copying hieroglyphs by torchlight in a freshly discovered burial chamber; of philologists dangling over a precipice in some remote corner of the earth, taking impres- sions of an inscription carved in a cliff-face; of a solitary scholar working far into the night, puzzling out some ancient secret, long forgotten by humankind, from a brittle-leafed manuscript or patina-encrusted tablet. The allure is undeniable, and the literary and film worlds have made full use of it. An ancient language is indeed a thing of wonder – but so is every other language, all remarkable systems of conveying thoughts and ideas across time and space. And ancient languages, as far back as the very earliest attested, operate just like those to which the linguist has more immediate access, all with the same familiar elements – phonological, morphological, syntactic – and no perceptible vestiges of Neanderthal oddities. If there was a time when human language was characterized by features and strategies fundamentally unlike those we presently know, it was a time prior to the development of any attested or reconstructed language of antiquity. Perhaps, then, what makes an ancient language different is our awareness that it has outlived those for whom it was an intimate element of the psyche, not so unlike those rays of light now reaching our eyes that were emitted by their long-extinguished source when dinosaurs still roamed across the earth (or earlier) – both phantasms of energy flying to our senses from distant sources, long gone out. -

Catalan in the Classroom: A Language Under Fire Sara Fowler Hawaii Pacific University Abstract This paper describes the role of Spain’s largest minority language, Catalan, in Spanish society, specifically in the classroom. Throughout its history, Catalan has gone through many cycles of oppression and revival. Currently, despite several decades of positive progress in its official role and a growing number of young speakers, Catalan is facing new challenges once again. Some members of the Spanish government believe that the language of instruction in Catalonia should be Castilian, a development which the citizens of Catalonia feel is an attack on their linguistic rights and identity. Catalan is a well-documented example of the tensions which can arise in a country with a minority language or languages. The Catalan case can also serve as a reminder to English teachers that the politics of language are often more complicated than they seem; teachers must be aware of and sensitive to the cultural and political backgrounds of their students. Introduction It is a fact that linguistic boundaries and political borders are not a perfect match; nevertheless, most people associate one language with one country. For example, the name Spain, for many people, brings to mind one language: Spanish. However, Spanish, or “Castilian” as it is more specifically called, is not the only language in Spain. There are 15 languages spoken in Spain—one official language and three other “co-official” languages, the largest of which is Catalan, spoken as a “mother tongue” by approximately nine percent of the population, compared to five percent speakers of Galician and a mere one percent who speak Euskera (Basque) as a mother tongue (Ethnologue, 2014; European Commission, 2006, p. -

Was Galatian Really Celtic? Anthony Durham & Michael Goormachtigh first published November 2011, updated to October 2016 Summary Saint Jerome’s AD 386 remark that the language of ancient Galatia (around modern Ankara) resembled the language of the Treveri (around modern Trier) has been misinterpreted. The “Celts”, “Gauls” or “Galatians” mentioned by classical authors, including those who invaded Greece and Anatolia around 277 BC, were not Celtic in the modern sense of speaking a Celtic language related to Welsh and Irish, but tall, pale-skinned, hairy, warrior peoples from the north. The 150 or so words and proper names currently known from Galatian speech show little affinity with Celtic but more with Germanic. Introduction In AD 386 Saint Jerome wrote: Apart from the Greek language, which is spoken throughout the entire East, the Galatians have their own language, almost the same as the Treveri. For many people this short remark is the linchpin of a belief that ancient Celtic speech spread far outside its Atlantic-fringe homeland, reaching even into the heart of Anatolia, modern Turkey. However, we wish to challenge the idea that Galatians spoke a language that was Celtic in the modern sense of being closely related to Welsh or Irish. Galatia was the region around ancient Ancyra, modern Ankara, in the middle of Turkey. Anatolia (otherwise known as Asia Minor) has seen many civilisations come and go over the millennia. Around 8000 BC it was a cradle of agriculture and the Neolithic revolution. The whole family of Indo-European languages originated somewhere in that region. We favour the idea that they grew up around the Black Sea all the way from northern Anatolia, past the mouth of the river Danube, to southern Russia and Ukraine. -
