Legal Services for Children (LSC) provides free representation to children and youth to stabilize their lives and realize their full potential. Our team approach utilizes legal advocacy and social work services to empower clients and involve them in critical decisions impacting their lives.

Access to Education We believe that school discipline is a major driving force in the inequitable educational outcomes faced by low income children and children of color. We represent Bay Area students in expulsion hearings in order to ensure access to education and to work against educational inequity.

Safety and Stability at Home We believe all children deserve safe and stable homes and where they have access to educational and health opportunities. We represent children in guardianship and foster care cases to ensure that they have the stability they need to thrive.

Freedom from Deportation We believe that children and youth cannot reach their full potential if they live in fear of deportation. We represent children in immigration cases to ensure that they can remain in a safe place with access to opportunity.

LEGAL SERVICES FOR CHILDREN We believe that legal interventions alone are ineffective to change the lives of our clients. We use an interdisciplinary approach that includes social work services to ensure that clients’ physical health, mental health, educational, and other needs are met so that they can recover from trauma and truly flourish.

Steve Phillips Steve Phillips is the Founder of Democracy in Color, a national political leader, civil rights lawyer, senior fellow at the Center for American Progress, and author of the New York Times and Washington Post bestselling Brown is the New White: How the Demographic Revolution Has Created a New American Majority. In 1992 he became the youngest person ever elected to public office in San Francisco and went on to serve as president of the Board of Education.

He is co-founder of PowerPAC+, a social justice organization dedicated to building a multiracial political coalition. PowerPAC+ conducted the largest independent voter mobilization efforts backing Barack Obama, Cory Booker, and . In 2014, he co-authored the first-ever audit of Democratic Party spending and was named one of “America’s Top 50 Influencers” by Campaigns and Elections magazine. Tala Hartsough is a solo practitioner in San Francisco representing children, adults, and families in humanitarian, family-based and removal defense immigration cases. Pro bono legal work is a regular part of her caseload, and her unaccompanied minor clients have been granted asylum and Special Immigrant Juvenile Status. Tala is the vice chair of the Northern California Chapter of the American Immigration Lawyers Association (AILA NorCal). She is a graduate of Vassar College and UC Hastings College of the Law. Prior to private practice, Tala was a member of the U.S. Commission on International Religious Freedom’s Expedited Removal Study Team. Tala’s volunteer work has included representing detained families in Artesia, New Mexico, and Dilley, Texas, matching AILA volunteers with asylum seekers detained in Bakersfield, and volunteering at regular immigration clinics in the Bay Area. Adam C. Belsky specializes in intellectual property, antitrust, general business litigation, media law, and class actions. He has extensive experience handling copyright, trademark and trade secret litigation, complex commercial litigation, defamation, invasion of privacy, employment discrimination, and other constitutional and civil rights cases. He has an active practice representing foreign countries in litigation in the United States, including on behalf of Cuba, South Africa, and Bolivia. He also has substantial appellate experience in both federal and state court. Mr. Belsky is active in pro bono work, representing the “found-sound” artists Negativland in a contractual and intellectual property dispute with their record company, obtaining a successful settlement in which Negativland regained the rights to a number of their recordings. He has represented a class of migrant farmworkers in California who were charged excessive rents at state-run farmworker housing centers, negotiating a settlement entitling the farmworkers to a 100% refund of the overcharge plus interest. He has also represented Muslim prison inmates in a successful appeal of their civil rights action for discrimination and violation of their free exercise of religion.

Mr. Belsky received his A.B. degree from Amherst College in 1984, and his law degree from Boalt Hall at the AN EVENING WITH LSC University of California at Berkeley in 1989, where he was Note and Comment editor on the California Law Review and graduated in the top one percent of his class. He served as a law clerk to the Honorable Stanley A. Weigel, U.S. District Court for the Northern District of California, from 1989-90. Mr. Belsky is a member of the California and various federal court bars. He is the co-author of “Implied Waiver Under the FSIA: A Proposed Exception to Immunity for Violations of Peremptory Norms of International Law,” published at 77 Cal. L. Rev. 365 (1989).

PRO BONO SERVICE WITH LSC

LSC coordinates and supports a panel of 100+ attorneys throughout the San Francisco Bay Area who rep- resent youth on a pro bono basis in guardianship, school discipline, and immigration cases. Last year, these advocates collectively contributed over 4,000 hours of legal services valued at more than $2.4 million. The powerful force of legal volunteers significantly increases LSC’s capacity to serve the Bay Area’s most vulner- able youth.

No experience in LSC’s practice areas is required as each volunteer attorney receives training as well as ongoing assistance from LSC’s experienced staff attorneys.
