Built in 1909 as the first home of Guyra Shire Council, the building has housed a collec- tion of local history for nearly thirty years. However limited opening times and lack of volunteers has limited access to the gen- eral public and visitors in re- cent times. That is set to change with a push to reinvigorate and relaunch the museum as a tourist attraction.     Local plumbing regulators in NSW On-site plumbing and drainage compliance and inspections This document outlines who performs the functions of the plumbing regulator in NSW. Under the Plumbing and Drainage Act 2011 NSW Fair Trading is the plumbing regulator in New South Wales. The Plumbing Code of Australia is the technical standard for compliance throughout NSW. It is the responsibility of the plumbing regulator in each area to set requirements for inspections of on-site plumbing and drainage. Fair Trading’s area of operation includes all areas in which properties are provided with services (either drinking water, recycled water or a sewerage service) by Sydney Water Corporation or Hunter Water Corporation. This area of operation stretches from Gerringong in the south (the Illawarra), to Newcastle, Port Stephens and Dungog in the north (the Hunter), and west to Mount Victoria (Blue Mountains). The function of the plumbing regulator has been delegated by Fair Trading to local councils, county councils, or other qualified bodies. The delegation of the function has been accepted by local and county councils across NSW, with a small number of exceptions where the council declined the delegation. Below are two tables identifying the local authority for plumbing regulator functions, including conducting inspections, throughout NSW by local government area. The Council services a population of 4,202 people and an area of 4,369km2. The Council is based in Guyra, situated on the New England Highway approx. half way between Sydney (650km) and Brisbane (450km). The Council is a general purpose council which supplies a large range of services to the towns of Guyra and Tingha, together with the villages of Black Mountain, Ben Lomond, Ebor and Wandsworth. The Shire has a cool climate with the average temperature during summer ranging from 17oC to 27oC and during winter ranging between 5oC and 15oC. The Shire includes spectacular scenic mountain ranges and water falls, national parks and steams, together with the Mother of Duck and Little Llangothlin lagoons. Guyra Shire is a responsible manager of public infrastructure and funds. The Shire has consistently achieved above average financial performance for a council of its size. This has been accomplished in a difficult environment where income has been reducing and expenditure together with Council’s responsibilities have increased. Guyra Shire concedes that its operations are not sustainable in the long term and is unable to meet the funding required to maintain its aging infrastructure. Guyra is however in a far better financial condition than many Councils.

    Annexure 2 Stakeholder Consultation and Partnerships Key stakeholders for RDANI include local communities, Federal, State and Local Governments, business enterprises, government departments, quasi-government agencies or groups, educational, health and other institutions. In developing the plan, RDANI chose four consultation methods to ensure an accurate picture was painted of the region. These were a series of community meetings throughout the region to learn of the aspirations of residents, an analysis of existing RDANI plans and projects, demographic research, and review of all Local, State and Federal plans, Catchment Management Authority Plans, various government department and agency plans. The Federal Government is strengthening the RDA network so committees can contribute actively to regional development planning and coordinated initiatives, alongside programs developed by each RDA for its region. RDA Plans are expected to be built on 'ground up consultation with local communities and stakeholders' and to incorporate community issues and priorities, as well as data and analysis to identify infrastructure and major project priorities and proposes future actions for each RDA to undertake in coordinating economic development for their region. The Commission has assessed that: the Delegate’s Report shows that the Delegate has undertaken all the processes required by section 263 of the Act, the Delegate’s Report shows that the Delegate has adequately considered all the factors required by section 263(3) of the Act, with the exception of the factor listed under subsection 263(3)(e5) (diverse communities), and the Delegate’s recommendation in relation to the proposed merger is supported by the Delegate’s assessment of the factors. 2. Summary of the merger proposal On 1 March 2016 the Minister for Local Government referred a proposal from Armidale Dumaresq Council to merge the local government areas of Armidale Dumaresq, Guyra, Uralla and Walcha to the Acting Chief Executive of the Office of Local Government for examination and report under the Act. The following map shows the proposed new council area (shaded in green).
