Photo: Matt McIntosh/NOAA Abstract The National Oceanic and Atmospheric Administration (NOAA) is proposing to designate a national marine sanctuary to manage a nationally significant collection of shipwrecks and other underwater cultural resources in eastern Lake Ontario and the Thousand Islands region in upstate New York. In accordance with the National Environmental Policy Act (NEPA, 42 USC 4321 et seq.) and the National Marine Sanctuaries Act (NMSA, 16 USC 1434), NOAA has prepared a draft environmental impact statement (DEIS) that considers three alternatives for the proposed national marine sanctuary. In this DEIS, NOAA uses criteria and evaluation standards under the regulations implementing NEPA (40 CFR parts 1500-1508 (1978)) and the NOAA implementing procedures for NEPA (NOAA Administrative Order 216-6A) to evaluate the environmental consequences of each alternative. Under the No Action Alternative, NOAA would not designate a national marine sanctuary in New York. Under Alternative 1, the proposed sanctuary boundary would include 1,786 square miles in eastern Lake Ontario and the Thousands Islands region of the St. Lawrence River. Alternative 1 would incorporate 67 known shipwrecks and one aircraft. -

The Latest News & Events from New York Sea Grant’s Great Lakes Extension February 2009 New York Sea Grant Partners on New “Boating Info Center” February 11-15, 2009, visit the new “Boating Information Center” at the 2009 Central New York Boat Show at the main entrance of the Toyota Building at the New York State Fairgrounds. New York Sea Grant, the US Coast Guard Auxiliary, Syracuse Sail & Power Squadron, Onondaga County Sheriff’s Office, New York State Canal Corporation, Environmental Facilities Corporation, the Office of Homeland Security and U.S. Customs & Border Patrol have partnered to provide up-to-date information and resources for complying with state and federal boating safety regulations and laws, finding pump-out stations, protecting the marine environment, and discovering New York’s boating destinations. The Boating Information Center will also include the Discover Clean and Safe Boating vessel decked out from bow to stern with all the gear needed to properly and legally equip a pleasure boat to be on the water in 2009. Another new exhibit at the show will feature aquatic invasive species info made available by the Finger Lakes Partnership for Regional Invasive Species Management (PRISM). Located in the southeastern and eastern quadrant of Lake Ontario, this area and its tributaries provided food and transportation trade routes for indigenous peoples and early European explorers, such as Samuel de Champlain. During the colonial period, it was a strategic theater of conflict among European powers and the young American republic. Military actions involving naval and land forces occurred at Sodus, Oswego, Big Sandy Creek, and Sackets Harbor during the French and Indian War, Revolutionary War and the War of 1812. These actions involved historic figures such as the Marquis de Montcalm, Sir William Johnson, Commodore Isaac Chauncey and Sir James Yeo. -

Online at ccjefferson.org/tasteny Dissolve from black: Narrator: The Seaway Trail stretches nearly 500 miles along the shores of the St. Lawrence River, Lake Ontario, the Niagara River, and Lake Erie. America’s longest designated National Recreational Trail, The Seaway Trail runs from Massena, New York, to Erie, Pennsylvania. It was designated a National Scenic Byway in 1996 and is designed for motorists, boaters, and bicyclers. Along the shores of the Seaway Trail, from Ogdensburg, New York, to Erie, Pennsylvania, are approximately twenty-five lighthouses. These lighthouses are each unique in architecture and history. Some were built to welcome ships into a busy harbor; others built to warn mariners of rocky shoals or islands. Whether protecting ships from peril or marking the entrance to a port, a lighthouse was always a welcome sight to the sea-weary mariner. Early lights on the Great Lakes were built mostly of stone materials and housed the Winslow- Lewis lamp. -

RECOMMENDATION It is respectfully recommended 1.1 That an agreement for sponsorship by the Town with The Mission Media Company Inc. (TMMCI) be approved by Council. 1.2 This sponsorship is in support of TMMCI creating, producing and owning a documentary project on the HMS Ontario. 2. PURPOSE / PROPOSAL The purpose of this report is to request approval on the sponsorship agreement. 3. BACKGROUND The Mission Media Company Inc. (“TMMCI”) is the creator, producer, licensor and owner of an audio-visual media documentary project entitled, “Discovery of the Lost Ontario” (“the Project”) with content focused on HMS ONTARIO (also known as The Ontario) – a British warship that sailed during the American Revolutionary war around Lake Ontario and was rediscovered in 2008 by Jim Kennard and Dan Scoville. The captain of this warship lived in Niagara-on-the-Lake. On its final voyage in 1780, the ship left from Navy Hall in Niagara-on-the-Lake. And whereas , TMMCI will exclusively develop, finance, produce and market a documentary film and a range of proprietary media and events as part of the Project, including but not limited to a film and video documentary program, DVD, project-related Web site and digital media, interactive content, educational content, TV Broadcast programs and other related Project content and media for distribution in a range of uses and markets. -

Copyright: Roland "Chip" Stevens enlarge Rochester, New York – HMS Ontario, a British warship built in 1780 has been discovered in deep water off the southern shore of Lake Ontario. Shipwreck enthusiasts Jim Kennard and Dan Scoville located the ship utilizing sophisticated side scanning sonar and an underwater remote operated vehicle. HMS Ontario is the oldest confirmed shipwreck and the only fully intact British warship to have ever been found in the Great Lakes. HMS Ontario Founders In the early evening hours of October 31, 1780, the British sloop of war HMS Ontario sank with over 120 men, women, children and prisoners on board during a sudden and violent gale. The Ontario had departed earlier in the day from Fort Niagara, near the western end of Lake Ontario, for Oswego and then on to Fort Haldimand located on Carleton Island in the St. Lawrence River. The following day some of the Ontario’s boats, hatchway gratings, binnacle, compasses and several hats and blankets drifted ashore in the area that is known today as Golden Hill State Park, located 30 miles east of Fort Niagara in New York State. Following the reported loss of the Ontario, the British conducted a wide search of the area on land and water.
