CHAIRMEN OF SENATE STANDING COMMITTEES [Table 5-3] 1789–present INTRODUCTION The following is a list of chairmen of all standing Senate committees, as well as the chairmen of select and joint committees that were precursors to Senate committees. (Other special and select committees of the twentieth century appear in Table 5-4.) Current standing committees are highlighted in yellow. The names of chairmen were taken from the Congressional Directory from 1816–1991. Four standing committees were founded before 1816. They were the Joint Committee on ENROLLED BILLS (established 1789), the joint Committee on the LIBRARY (established 1806), the Committee to AUDIT AND CONTROL THE CONTINGENT EXPENSES OF THE SENATE (established 1807), and the Committee on ENGROSSED BILLS (established 1810). The names of the chairmen of these committees for the years before 1816 were taken from the Annals of Congress. This list also enumerates the dates of establishment and termination of each committee. These dates were taken from Walter Stubbs, Congressional Committees, 1789–1982: A Checklist (Westport, CT: Greenwood Press, 1985). There were eleven committees for which the dates of existence listed in Congressional Committees, 1789–1982 did not match the dates the committees were listed in the Congressional Directory. The committees are: ENGROSSED BILLS, ENROLLED BILLS, EXAMINE THE SEVERAL BRANCHES OF THE CIVIL SERVICE, Joint Committee on the LIBRARY OF CONGRESS, LIBRARY, PENSIONS, PUBLIC BUILDINGS AND GROUNDS, RETRENCHMENT, REVOLUTIONARY CLAIMS, ROADS AND CANALS, and the Select Committee to Revise the RULES of the Senate. For these committees, the dates are listed according to Congressional Committees, 1789– 1982, with a note next to the dates detailing the discrepancy. -

Andrew Olson III, December 20, 2011; © A A Olson, 2011 With the end of the American Revolution and subsequent signing of the Northwest Ordinance in 1787, a flood of pioneer families streamed across the Appalachian Mountains to the newly organizing lands just beyond to the West. Fledgling territorial government officials, driven in part by a tidal wave of white migration, sought increasing amounts of land from Native Tribes – some of which had already been imposed upon with regularity by the new American Nation. As populations in the eastern portions of the Northwest Territory reached threshold levels, the new states of Ohio and Indiana had been admitted into the Union by the end of 1816. None-the-less, vast portions of these new states remained in the hands of Native Tribes. To rectify this situation, a series of pivotally important treaties were authorized in 1817 and 1818. In the fall of 1818 alone six separate treaties were completed at St. Marys, Ohio between the US Government and the Wyandot, Seneca, Shawnese and Ottawas (September 17th), with the Wyandot (September 20th), the Potawatomi (October 2nd), the Wea (October 2nd), the Delaware (October 3rd) and the Miami (October 6th).1 These treaties brought vast amounts of land under control of the US and by reference Ohio and Indiana, ushering in the dramatic settlement and expansion of Indiana in particular. The negotiations resulted in wholesale removal of the Delaware from Indiana, substantially prevented the planned migration and settlement of the Brothertown and Stockbridge in Indiana, and set the future direction for the displacement of the Miami from their Indiana homeland. -

Various reasons for these removals have been given by history writers. Some of the reasons usually found include the following: Because of Black Hawk's War the settlers were afraid of the Indians and wanted them removed; in order to build canals and roads the Indians' lands were needed; the removal of the Indians was a natural result of the popu- lation increase in Indiana; the Indians were removed because of trouble which developed between the races; and so on. -

Notes Concerning Brookville, Ind., a Century Ago* By AMOSW. BUTLER,LL.D., Secretary State Board of Charities IT IS my purpose to speak of Brookville as it was a hun- dred years ago. What I am to say is from reminiscences of my grandfather, Amos Butler, and the notes of my father, William W. Butler, of Hadley D. Johnson and others of the older inhabitants. It is my belief that they are substantially correct, though there may be some discrepancies. My grandfather, Amos Butler, a native of Chester county, Pennsylvania. was the first settler of Brookville. He came to its site in 1803 or 1804. The latter year he located and en- tered the land east of Franklin street and north of the sec- tion line running through Dr. Berry’s office. His cabin was built about 100 yards northeast of the Hermitage. The site of it has been washed away. His nearest neighbors were the Templetons north toward Templeton’s creek. He built the first grist mill about where Speer’s flour mill stood and above it a short distance a saw mill. He brought his mill irons and mill stones €rom Cincinnati on pack horses. Several per- sons came with him to assist in the work, among whom was David Stoops with whom he lived. He was the father of Rob- ert Stoops, Sr., who was the grandfather of Harry M. Stoops. David is said to have been the father of twenty-three children. Wild animals were plentiful. My grandfather used to sleep in the mill. His companion was a little dog. -

It was to the old pioneer fathers at Corydon that Congress promptly replied , granting their p eti tion . It was at Corydon tha t the first Constitution of the y t h e State was form ed and adopted . It was at Cor don that first laws for the government of the people of the State were - m ade . It was at the time honored town of Corydon that t h e t e o f S at Indiana was born , nourished and fondled i n infancy , m a reared and trained in youth , that gave her the imp etus to ture into giantry . During all this tim e here clustered the h eroic and p atrioti c i s pioneers , and giant intellects of the State . -
