Councillor Rich Advised T MEETING OF TRURO CITY COUNCIL HELD ON MONDAY 27 FEBRUARY 2017 at 7.00 pm PRESENT: The Deputy Mayor (Councillor C J Tamblyn) Councillors Biscoe, Mrs Callen, Mrs Carlyon, Mrs Cox, Desmonde, Dyer, Mrs Eathorne-Gibbons, Ellis, Jones, Lancaster, Mrs Neale, Rich, Roden, Smith, Ms Southcombe, Vella and Wells Richard Budge, Parks and Amenities Officer APOLOGIES: Apologies for absence were submitted on behalf of Councillors Jenkin, Nolan, Mrs Nolan and Roger Gazzard, Town Clerk Mrs F Ferguson, Cornwall Councillor PRAYERS Prior to the formal business of the Council, the Mayor’s Chaplain, the Reverend Canon Mrs Lynda Barley, said prayers. TOWN CLERK The Deputy Mayor explained that unfortunately, following a fall the Town Clerk had injured his head and was still incapacitated. He advised it was expected he would return to work next week. 347 DISCLOSURE OR DECLARATIONS OF INTERESTS There were no disclosures or declarations of interest. 348 MINUTES The Minutes of the Meeting of the Truro City Council 12 December 2016, of the Precept Meeting held 30 January 2017 and of the Special meeting held 20 February 2017 having been previously circulated, were taken as read and signed by the Deputy Mayor as a correct record subject to:- Attendance It was noted that Councillor Jones did in fact attend the meeting held 12 December 2016. Minute 278 – Truro to Falmouth Maritime Line Third paragraph to read “He also advised it was planned to run a last train service at 10.38 pm on the maritime line”. 349 (i) Truro Community Centres Councillor Rich reported the Beechwood Parc Community Association had raised a significant sum of money and would be contributing to both Trelander and St Clement Community Centres to fund youth activities. (ii) Boscawen Park It was reported the City Council had arranged with Cormac to install yellow lines to make the area safer before the end of the financial year. (iii) Rhoda Mary Project Councillor Rich advised the remains of the Rhoda Mary lay diagonally to the foreshore at Hoo in Kent and it was hoped to return her to Cornwall where she would be restored to her original form. When rebuilt he confirmed it was hoped this cultural asset for Cornwall would be moored at Truro Quay. The 177 COUNCIL – 27 FEBRUARY 2017 Rhoda Mary, built in 1868 near Devoran was designed by William Foreman Ferris. (iv) St Piran’s Day It was reported the St Piran’s Day Parade would commence at Hendra on Sunday 5 March 2017 at 11.00 am. (v) Threemilestone Bus Gate Scheme Councillor Biscoe confirmed the bus gate at Threemilestone would be opened on 16 March 2017. He reported the scheme, to improve the flow of buses, was designed to allow them to use Chyvelah Road without having to double back. (vi) Arch Hill Roundabout Members were advised works to the junction of the A39 and A390 roads at Truro Arch Hill were proposed to commence soon. Members expressed concern at the alterations and felt Truro City Council urgently needed to write to Cornwall Council as they considered the current layout was sufficient. (vii) Truro Conservation Area Further to Minute 337 members discussed the Conservation Area policy not having been carried forward from the Carrick Local Plan. It was considered this now needed to be included via the City Council Neighbourhood Plan to the Cornwall Local Plan and the Conservation Area Committee needed to be viable and remain. (viii) European Capital of Culture Further to Minute 343, members once again expressed their disappointment that Cornwall Council had not supplied members with sufficient information regarding the bid and questioned why Truro City Council had only been allowed one representative on the project board. 350 MAYOR’S COMMUNICATIONS In the absence of the Mayor, there was nothing to report. 351 COMMITTEE REPORTS The Minutes of the Meetings of the under-mentioned Committees were approved and adopted by the Council, except where otherwise stated:- (1) MEETING OF THE PLANNING COMMITTEE 5 JANUARY 2017 Proposed by Councillor Jones, seconded by Councillor Desmonde (2) MEETING OF THE PLANNING COMMITTEE 2 FEBRUARY 2017 Proposed by Councillor Jones, seconded by Councillor Desmonde (3) MEETING OF THE PARKS COMMITTEE 13 FEBRUARY 2017 Proposed by Councillor Mrs Eathorne-Gibbons, seconded by Councillor Vella Minute 328 – Suspension of Standing Orders In view of there being no necessity to suspend Standing Orders members agreed Minute 328 should be deleted. 178 COUNCIL – 27 FEBRUARY 2017 (4) MEETING OF THE FINANCE AND GENERAL PURPOSES 13 FEBRUARY 2017 Proposed by Councillor Mrs Callen, seconded by Councillor Wells Minute 335 – Town Clerk/Responsible Financial Officer Public Conveniences Amendment to sixth line, paragraph one, Public Health Inspector be corrected to read Public Health Director. 352 HOMELESS IN THE CITY (F20) It was reported arrangements were being processed to deal with the rough sleeping problem in the City. An invitation was extended to any interested member to attend the next meeting scheduled to take place in the Council Chamber, Municipal Buildings at 10.00 am on 10 March 2017 to discuss the issue. 353 TOWN CLERK’S REPORT In the absence of the Town Clerk’s there was no report. 354 CORNWALL COUNCIL - EUROPEAN CAPITAL OF CULTURE (F1) Further to Minute 349(viii), three members names were put forward for election, the Council then proceeded to vote, by secret ballot, as result of which with a majority ten votes, the other candidates receiving five and three votes each, it was proposed by Councillor Biscoe, seconded by Councillor Roden, and RESOLVED that Councillor Lancaster represent Truro City Council on the European Capital of Culture project board. 355 TRURO ROSELAND COMMUNITY NETWORK PANEL (F20) Councillor Wells reported the next panel meeting was scheduled to take place on 14 March 2017 at 7.00 pm, venue to be confirmed 356 ELECTION OF MAYOR AND DEPUTY MAYOR 2017/2018 (F6/4) (1) Mayor Elect 2017-2018 The Deputy Mayor explained the Mayoral Selection process in accordance with Procedural Guidance and called for a proposer and seconder in respect of the nomination of Mayor Elect for the forthcoming Municipal Year. It was proposed by Councillor Biscoe and seconded by Councillor Lancaster that the present Deputy Mayor, Councillor C J Tamblyn, be nominated. The Council then proceeded to vote, by secret ballot, as a result of which Councillor Tamblyn was duly elected with a vote of fifteen for with three against. Councillor Tamblyn thanked members of the Council for their support and electing him to serve as Mayor. (2) Deputy Mayor Elect 2017-2018 (F6/4) Members were informed the Councillor who had agreed for his name to go forward for nomination of Deputy Mayor, was Councillor I Jones. The Parks and Amenities Officer then called for a proposer and seconder in respect of the nomination for Deputy Mayor Elect for the forthcoming Municipal Year. It was proposed by Councillor Ellis and seconded by Councillor Wells that Councillor Jones be nominated. The Council then proceeded to vote, by secret ballot, as a result of which Councillor Jones was duly elected by a vote of fourteen for, with two against and two abstentions, it was 179 COUNCIL – 27 FEBRUARY 2017 RESOLVED that (a) Councillor Tamblyn be invited to accept the office of Mayor of the City of Truro for the Municipal year 2017-2018; (b) Councillor Jones be invited to accept the office of Deputy Mayor of the City of Truro for the Municipal Year 2017-2018. Councillor Jones thanked members for their confidence and electing him to serve as Deputy Mayor. 357 GREAT WESTERN SLEEPER REBURBISHMENT (F20) Councillor Biscoe reported he had recently inspected the first of the refurbished carriages at Penzance. He advised the interiors had been completely upgraded and this would transform the journey between London and Cornwall. 358 CITY OF TRURO LIGHTS (F20) Councillor Lancaster reported he had attended two City of Lights board meetings. He confirmed the Community Interest Company (not for profit) was now managed by individuals, supporters and partner organisations, all with varying skills to gain additional income. Following a question regarding last year’s accounts, Mr Lancaster confirmed he would request the board to supply a copy of the accounts. 359 COMMON SEAL RESOLVED that the Common Seal be affixed to any document or documents necessary to give effect to the resolutions passed by the Council at this Meeting.     Tam Kernewek “ A bit of Cornish” Volume 28 Issue 1 Spring 2010 Mineral Point Students Find Their ‘Twins’ from Redruth have come to Mineral Point in the years between those visits. The trips have com- bined heritage, history and fun into one attractive and effective package. Since the beginning of the student exchange program, approximately 50 youth from each side of the ocean/ ―pond‖ have had the opportunity to explore the homeland or the destina- tion of their ancestors. Typically the trips include several days in school or school related activities and tours of local and area historic sites and museums. Youth who have gone to Redruth, for instance, have visited places such as Gwennap Pit, Poldark Mine, Carn Brea Castle, Come to Good Quaker Church, the Eden Project and have an evening at Murdoch House where they are entertained, educated about the Cornish Migration and fed traditional Cornish Mineral Point became the destination for fare. large groups of immigrants from Cornwall in the early 1800s and of those and later immigrant groups a significant number came from the area of Redruth.
