The thesis is divided into five chapters. The first chapter covers the middle ages and then the period from the 19th century until 1945, when Italian craftsmen, especially from the provinces of North-Eastern Italy, came to the newly established Romanian Kingdom, laying the foundation for the nowadays officially recognized Italian minority in Romania. The second chapter presents the economic and social relationships between Italy and Romania during the time of the communist regime, which was imposed to Romania by the Soviet Union after World War 2 and lasted until the end of 1989. Chapter three presents the status of the Italian minority after the revolution of 1989 and until today. After the fall of the Iron Curtain, the markets of the former communist states in Eastern Europe were opened to western products and investments. Also Romania opened its economy step by step during the transitional period from communism to capitalism and free market.

KÓS KÁROLY PLAN Economic development concept for the economic alignment of localities in Romania inhabited by Hungarians 2017 APRIL "We must take account of our forces, we must organise our work, we must know the purpose we want to achieve" (Károly Kós: Kiáltó szó -1921) FOREWORD The present document arose following the adoption by the Hungarian Government of the decision according to which it wishes to initiate a support programme for economic revitalization for the Hungarian citizens of Romania. We propose the use in several parts of the special funds approved by the Hungarian Government for the achievement of short-term and long purposes. On the one hand as amounts accessible in the form of grants, on the other hand in the form of loans with guaranteed/advantageous interest, which can enhance the economic impact of the amounts given in the case of the development of medium-sized and large enterprises, the strengthening of competitiveness, the character of its portance. One of the most important guarantees for the remaining of Romania’s Hungarians on the native land, is access to the building of a competitive private sphere that can ensure safe survival, sustainable economic development and the foundation of the long-term job creation. In this regard, we propose to step up the KK plan on the side lines of the given priorities. The detailed establishment of the action plans for the necessary measures is followed by the completion of the publication of funding projects, thus reaching the implementation of initiatives following which, and which will result in the consolidation of the Entrepreneurs of the Romanian Hungarians.

The study focuses on some of the exiting assets and resources in the city of Timisoara and its surrounding area in order to identify various possibilities of developing cultural tourism. In this respect, we underline some definitions of cultural tourism and how they could be applied to the present case study. We also offer for consideration some clear examples of how authorities may capitalize on the existing resources so that foreign and Romanian tourists may be attracted to the studied area. CHALLENGES OF THE ADMINISTRATIVE SYSTEM REFORM Solomia ANDRE Ş Assistant Professor, Phd Faculty of Economic and Administrative Sciences, Eftimie Murgu University Re şiŃa Romania ABSTRACT This paper presents some arguments, contributions and theoretical and practical conclusions regarding the stimulation of a managerial conception development characteristic to a modern public administration, which we considered not only necessary, but also indispensable in the continually important changing conditions to which the Romanian public administration has been confronted in the last years in order to be aligned to the European standards. In order to underline the necessity of a professionalized management and the growth of the adaptability degree of the management style to the conditions appeared during the continuous change, we used the directed discussions method, the questionnaires regarding the attitude and the behavior of the public managers of four different public institutions from four different districts, followed by the dissemination of the results and of the proposals during the seminars hold as vice-director of the General Direction of Public Finances Caras-Severin. These contributions had a direct effect on the perfecting of the management style in the subordinated public institution, on the adaptation of the managerial behavior in the exercise of the basic functions and on the growth of the managerial performances. In conclusions, the methods and the instruments used for the research regarding the public managers were compatibles with the managerial practice, reflected the reality of the attributions, the responsibilities, the abilities, the specific knowledge, the managerial competence domain and the relational sphere, being received by the subjects and being considered practices which determine to introspection.
