Lynching was originally framed as a form of rough justice and popular sovereignty—a necessary response to the heinous crimes of blacks and slow courts. But, over this period, roughly 1883-1930, lynching came to be understood as a form of brutality, anarchy, and “barbarism”. This dissertation addresses the causes and consequences of the changing meanings of lynching. I argue that lynching was increasingly criticized as lynch mobs victimized people from outside of the usual black Southern victims, and thus expanded the scope of anti-lynching politics. iii For Barbara Seguin iv ACKNOWLEDGEMENTS Thanks are owed first and foremost to my adviser Kenneth Andrews who has been the best adviser and mentor that anyone could hope for. The author was discussing how Charles Lynch’s name came to be synonymous with “organized savagery.” Charles Lynch was an American judge that had meted out summary justice to Tories in Virginia during the Revolutionary War, and in so doing had overstepped the boundaries of the law. The author argued that Lynch was a righteous and good man who had seen the necessity of rough, extralegal justice as a result of his frontier origins in a “primeval wilderness, where the savage and the beast of prey shared the supremacy.” If it was necessary to step outside of the law in these uncivilized conditions, however, the author argued, lynching itself had now become the savagery—and stained the reputation of Judge Lynch (Page 1901). Not long before 1901, something strange indeed had happened to the reputation of lynching. Lynching had long been understood in the US as a form of frontier “rough justice,” unmediated by the slow and ineffectual machinations of the legal process (Pfeifer 2011). Political discourse through the 1870s and into the early 1890s reflected this. Presidents and many other political elites largely ignored lynching, and the newspapers reported on “mob justice” meted out to nameless criminal victims. The New York Times, for instance, recycled the headline “Brutal Negro Lynched” eleven times from 1880 through the early 1890s (see e.g. Anon 1886). Yet around the beginning of the new century, and even before, lynching was increasingly represented as “organized savagery.” In 1897, McKinley argued in his inaugural address, that “Lynchings must not be tolerated in a great and civilized country like the United States 1 (McKinley 1897a).” Theodore Roosevelt denounced lynching strongly in 1903 (Roosevelt 1903b), and in 1906, argued in his State of the Union Address that “every lynching represents bjust so much a loosening of the bands of civilization (Roosevelt 1906).” In 1903, even stalwart white supremacist papers like the Atlanta Constitution were frequently and vehemently, if not consistently, denouncing lynching with arguments like “Lynching is Anarchy!” and that “the whole fabric of our civilization totters on an insecure base when every arm and sovereignty is broken through by irrational, irresponsible, and bloody-minded mobs (Atlanta Constitution 1903).” The public meaning of lynching had changed from a celebrated practice of “rough justice,” to one of “uncivilized savagery.” How did this happen? Some have placed lynching in the context of a centuries, even millennia, long “civilizing process” wherein interpersonal violence has increasingly become seen as illegitimate (Mennell 2007; Pinker 2011). The decline in the legitimacy of lynching might then be seen as simply one part of a universal process (Elias 1978). While the evidence suggests such a global process did indeed occur, the process and the explanations for it, tend to occur over centuries and millennia, while lynching lost its legitimacy over years and decades. Pinker (2011), for example, proposes that increasing literacy may have led to increased generalized empathy and thus a decline in the legitimacy of violence. Singer discusses an expanding circle of moral concern and locates the cause in the human capacity for reason (1981). Empathy, reason, and the civilizing process were, no doubt, necessary conditions for the decline in the legitimacy of lynching, but they are far from complete explanations of why lynching was considered legitimate in the first place, and why it lost its legitimacy at the historical moment that it did. In the conclusion, I discuss how the case of lynching can inform the global decline in the legitimacy of violence, but for now suffice to say 2 that these studies cannot explain much about of the specific historical trajectory of lynching politics. Sociologists and historians have documented the shift in the way lynching was understood and represented (e.g. Pfeifer 2011; Waldrep 2002; Wasserman 1998). However, few have attempted an explanation for why this shift occurred in the first place.

Morrow, Jr.) ABSTRACT This dissertation attempts to provide an understanding of the widespread anxiety, vigilantism, suppression of dissent, and violation of civil liberties that took place in the United States from 1917 to 1919 and argues that it can be found in some Americans‟ understanding of and reaction to racially-charged propaganda. As the United States inched toward war with Germany in 1915 and after declaring war in April 1917, many propagandists began referencing the allegedly inherent characteristics of Germans as evidence of German American disloyalty and the existence of a vast “Pan-German” plot to undercut or even destroy American democracy. The imagined conspiracy grew to encompass most of the fears that had plagued the Anglo Saxon middle-class since the 1870s – immigrant radicalism, race suicide, the capability of “racially inferior” immigrants to assimilate and self-govern, and the continued deference of African Americans. To many anxious Americans, Germany and German Americans became a very real entity to which these long-held fears could be transferred. American propaganda produced during the First World War, though, was not a cynical ploy to fool the American people into supporting intervention on the side of the Allies. Leading Americans – politicians, editors, and social elites – were convinced that a global German conspiracy threatened the security of the United States and hoped to enlist the American people in staving off the existential threat they believed racially degenerate Germany allegedly posed.

As a US Congressman and Senator from Georgia and leader of the Populists Political Party, Tom Watson helped support Georgia’s poor and struggling farmers. He created the RFD (Rural Free Delivery) which helped deliver US mail to people living in rural areas that helped build roads and bridges. Tom Watson opposed (was against) the New South movement and many of the conservative Democrat politicians. He believed that new industry in the South only helped people living in urban areas and did not benefit rural farmers. Early in his career Tom Watson tried to help both white AND black sharecroppers, but later in politics he became openly racist. COUNTY UNIT SYSTEM Elections were decided by a unit vote and not by a popular vote of the people. The population in each county determined how many unit votes a candidate would receive. There were 8 Urban counties that had the most population, but they only received six unit votes each. There were 30 Town counties that received four unit votes each. Finally, there were 121 Rural counties that received 2 unit votes each. This allowed small rural counties to have a lot of power in politics, however, the majority of the population of Georgia resided in Urban and Town counties.

This paper analyzes primary and secondary sources including newspapers, magazines and personal accounts to consider the events that led to Leo Frank’s death in Georgia. Anti-Semitism, populism, racism, and newspaper coverage all infected the case. Despite extensive analysis in historical and popular works, the culture of Southern honor has typically been relegated to a minor role in the case. This study challenges the widely held assumption that anti-Semitism was the main impetus for the lynching and instead focuses on the culture of Southern honor as the ultimate cause.

Davis Assistant Professor Sandra Ruiz Assistant Professor Joshua Chambers-Letson, Northwestern University ABSTRACT This dissertation explores the intersection of race and citizenship in American theatre and performance during US active engagement in the Great War through focusing on performances by and about German immigrants and African American soldiers. Quickly after President Woodrow Wilson requested a declaration of war against Germany, the American homefront became a site of coercive patriotism supported by an extreme nationalistic rhetoric. A vital aspect of military preparedness would be the conformity of opinion, political expression, and outward signs of loyalty. Those who could or would not fit into the newly defined narrow view of proper American citizenship expression found themselves in the dangerous position of being outsiders. Those of German descent and recent German immigrants were suspected of disloyalty. Through a racialized process of enemization, Germans lost their access to the safety and security provided by White privilege. The performances examined in this dissertation derive from this brief period where the construction of race, and in particular the instability of Whiteness, stands out precisely because Germans were now considered White. Wartime German enemy construction was created through the modes and means of American anti-Black racism connecting xenophobic suspicions with deep-rooted racial ideologies of White supremacy.

    \Judge Lynch" in the Court of Public Opinion: Publicity and the De-legitimation of Lynching∗ Michael Weaver Postdoctoral Fellow Department of Political Science University of British Columbiay [email protected] November 8, 2018 Abstract How does violence become publicly unacceptable? I address this question in the context of lynching in United States. Between 1880 and the 1930s, public discourse about lynching moved from open or tacit endorsement to widespread condemnation. I argue this occurred because of increasing publicity for lynchings. While locals justified nearby lynchings, publicity exposed lynching to distant, un-supportive audiences and allowed African Americans to safely articulate counter-narratives and condemnations. I test this argument using data on lynchings, rail networks, and newspaper coverage of lynchings in millions of issues across thousands of newspapers. I find that lynchings in counties with greater access to publicity (via rail networks) saw more and geographically dispersed coverage, that distant coverage was more critical, and that increased risk of media exposure may have reduced the incidence of lynching.
