I am a “federal law enforcement officer” within the meaning of Federal Rule of Criminal Procedure 41(a)(2)(C), that is, a government agent engaged in enforcing the criminal laws and duly authorized by the Attorney General to request an arrest warrant and search warrant. I am a Special Agent with the Federal Bureau of Investigation (FBI) and have been since May 2006. I am currently assigned to the FBI Boston Violent Crimes Task Force (VCTF), which is comprised of personnel of the FBI, Massachusetts State Police, and the Boston, Braintree, Malden, Saugus, Somerville and Dedham Police Departments. As a Special Agent with the VCTF, I have repeatedly responded to incidents involving violent encounters. I have also received specialized training regarding investigative techniques, evidence collection, and evidence preservation. My responsibilities include the investigation of possible violations of federal law, including investigation of violent crimes to include armed robberies. During my career, my investigations have included the use of various surveillance techniques and the execution of various search, seizure, and arrest warrants. PURPOSE OF AFFIDAVIT 2. I am aware that Title 18, United States Code, Section 1951(a) makes it a crime to obstruct, delay, or affect commerce by forcefully taking or obtaining property by way of physical violence. I am further aware that Title 18, United States Code, Section 924(c) makes it a crime to use or carry a firearm during and in relation to a crime of violence. -

Kuttner RE: Weight and Height Restrictions that Impact Truck Travel 1 INTRODUCTION This memorandum presents information about bridges in the Boston Region Metropolitan Planning Organization (MPO) area that have signs restricting the weight or height of vehicles permitted to pass over or under them. MassDOT personnel monitor these weight and height restrictions, along with a bridge’s physical condition, or rating, and summarize them as inspection reports in MassDOT’s internal database. However, the physical condition or rating of bridges is not the direct concern of this study. The concern of this study is that truck restrictions cause trucks that are otherwise fully compliant with Massachusetts and Federal Highway Administration (FHWA) size guidelines to use more circuitous routes than necessary to reach their various commercial destinations. Forced circuitous truck travel increases expenses for freight carriers and customers, increases the total environmental impact for a given level of freight traffic, and increases the negative impacts on local residents and communities. This study characterizes the severity of height and weight restrictions on trucks in the MPO region. The information developed will be used to evaluate projects considered for inclusion in two MPO planning documents: the Long-Range Transportation Plan (LRTP) and the Transportation Improvement Program (TIP). -

BIRDS OF THE SQUMTUM AND WOLLASTON BEACH AREA by Edward J. Morrier, Squantum The Squantum-Wollaston Beach area has a surprising diversity of birds for land so close to the center of Boston. This is even more remarkable because much of this section of Quincy supports mar^ industrial and commercial establishments, and only the marshes and beaches have substantial conservation protection. Squantum is a place where one can see such incongruous sights as a Snowy Owl perched on a Junk pile, or a flock of Glossy Ibis flying gracefully over a field of burnt out boat hulks. To reach Squantum from Boston and the north, take the Southeast Expressway to the Nepon- set exit, then follow the signs to Wollaston. From the south, take the Furnace Brook Parkway exit of the Southeast Expressway and follow the parkway to its end, where it meets Quincy Shore Drive. The area can also be covered by MBTA, but it requires consid erable walking. Take the Red Line, Quincy Train, to North Quincy Station. Then walk down East Squantum Street approximately one mile to the Cove, or take the hourly Squantum bus and have the driver let you off on the causeway. SquantUTTi Start your Squantum birding at the Maswatuset Hummock and Cove Area. The Hum mock is undergoing some landscaping work, including a new parking lot that is scheduled for completion this fall. From August to May, the Cove is particularly good for shore- birds and gulls at four hours before and after high tide. This is one of the best places in the state for Black-headed Gulls during the winter. -

In compliance with the provisions of section 33 of chapter 30 of the General Laws (Tercentenary Edition) the Division of Metropolitan Planning herewith respect fully submits the portion of its annual report for the year ending November 30, 1935 (Pub. Doc. No. 142), wdiich contains recommendations or suggestions for legislative action. The Division is fully conscious of the need of economy, and we have for several years limited our suggestions to those which we consider most necessary from a traffic or rapid transit standpoint. H i g h w a y P r o j e c t s . I. At such time as the Commonwealth can afford the expenditure, we earnestly recommend the following highway projects: The construction of a bridge over the Charles River at Gerry’s Landing, between Cambridge and Boston. This bridge will connect the Fresh Pond Parkway and its extension, the Alewife Brook Parkway, with the Soldiers Field Parkway on the Boston side of the Charles River. The State has already completed its new main northwestern highway known as Highway No. 2 from West Concord to the Alewife Brook Parkway. This highway will soon be extended to a direct con nection with the Mohawk Trail, and will become one of the most used routes in the Commonwealth.
