First Avenue Properties Rezoning Final Scope of Work for a Supplemental Environmental Impact Statement A. PROJECT IDENTIFICATION INTRODUCTION East River Realty Company, LLC (ERRC) proposes to rezone and obtain other land use approvals, including special permits, for four parcels along First Avenue in midtown Manhattan for predominantly residential and commercial mixed-use redevelopment. Owned by ERCC, the four parcels are located between East 35th Street and East 41st Street (see Figure 1). The specific addresses are 616 First Avenue, 685 First Avenue, 700 First Avenue, and 708 First Avenue. The proposed actions would permit development of the parcels with a mix of residential, commercial, retail, community facility, and open space uses. It is expected that development would be complete in 2014. Potential development resulting from Con Edison’s sale of the properties to ERRC was the subject of a Final Generic Environmental Impact Statement (FGEIS) completed by the New York State Public Service Commission (PSC) in January 2004. Because the development program under the proposed actions may result in significant adverse environmental impacts not identified in the FGEIS, a Supplemental Environmental Impact Statement (SEIS) is being prepared. The SEIS will analyze the extent to which the development and zoning actions as currently proposed could potentially result in any significant adverse environmental impacts not previously identified in the FGEIS. Specifically, the SEIS will consider differences between the programs and site plans described in the FGEIS and the current proposed program, site plan, and zoning actions and will consider changes in background conditions in the study areas to reflect the current status of planned and proposed projects and the new anticipated year of completion for the current proposed development program. -

Landmarks Preservation Commission September 23, 1980, Designation List 137 LP-1127 PERSHING SQUARE VIADUCT (Park Avenue Viaduct), Park Avenue from 40th Street to Grand Central Terminal (42nd Street), Borough of Manhattan. Built 1917-19; architects Warren & Wetmore. Landmark Site: The property bounded by a line running easward parallel with the northern curb line of East 40th Street, a line running northward to the edge of Tax Map Block 1280, Lot 1, parallel with the eastern wall of the viaduct, a line running westward along the edge of Tax Map Block 1280, Lot 1, and a line running southward parallel with the western wall of the viaduct to the point of beginning. On March 11, 1980, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Pershing Square Viaduct (Park Avenue Viaduct) and the proposed designation of the related Landmark Site (Item No. 9). The hearing had been duly advertised in accordance with the provisions of law. Four witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPTION AND ANALYSIS Located at Park Avenue and 42nd Street, tfie Pershing Square Viaduct was constructed tn 1917-1919. The viaduct extends from 40th Street to Grand Central Terminal at 42nd Street, linking upper and lower Park Avenue by way of elevated drives that make a circuit around the terminal building and descend to ground level at 45th Street. Designed in 1912 by the architectural firm of Warren & Wetmore, the viaduct was conceived as part of the original 1903 plan for the station by the firm of Reed & Stem. -

Built 1912-13; Herman Lee Meader, architect; New York Architectural Terra Cotta Co., terra cotta. Landmark Site: Borough of Manhattan Tax Map Block 609, Lot 7. On June 22, 2010, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the 154 West 14th Street Building and the proposed designation of the related Landmark Site (Item No. 5). The hearing had been duly advertised in accordance with the provisions of law. Three people spoke in favor of designation, including representatives of New York Assemblymember Deborah J. Glick, the Greenwich Village Society for Historic Preservation, and the Historic Districts Council. Summary The 154 West 14th Street Building (1912-13), a 12-story speculative loft structure constructed for lawyer-banker and real estate developer Leslie R. Palmer, was the first completed New York City design by architect Herman Lee Meader, with whom Palmer collaborated on five projects. The building’s location at the prominent intersection of 14th Street and Seventh Avenue anticipated the southward extension of Seventh Avenue and its new subway line, and benefitted from its proximity and direct access to the Holland Tunnel and west side freight terminals. Arranged in a tripartite base-shaft-capital composition with large window areas, it is a striking and unusual example of a large loft building partly clad in terra cotta – on the three-story base, on the spandrels between the white-brick piers of the midsection, and on the upper portion. -

February 22, 2018 14th Street Corridor Traffic Analysis Overview Introduction In late October 2012, Hurricane Sandy devastated New York City and left 43 New Yorkers dead, 2 million people without power, flooding in 17% of the city affecting some 90,000 buildings, and $19 billion in damages to the City alone. The effects of the extensive damage to the subway system serve as a reminder of Sandy’s huge impact. All six of the MTA-NYCT’s East River subway tunnels were inundated with storm water surges, corroding the various mechanical, electrical and communications components with saltwater. The 92-year-old tubes of the Canarsie Tunnel, connecting Brooklyn and Manhattan via the L Line, were flooded with seven million gallons of salt water. While the tubes were drained and service was restored just 10 days after the storm, it was clear that a full reconstruction of the tunnel was required. Service Planning for the Canarsie Tube Closure Starting in April 2019, the 15-month closure of the L train’s Canarsie Tunnel will directly affect 275,000 daily customers. While MTA New York City Transit (NYCT) and the New York City Department of Transportation (DOT) have been working together to provide alternatives and new travel options, it is difficult to overstate the significant disruption and inconvenience being brought to the lives of hundreds of thousands of New Yorkers. With most L commuters moving to other subways, even those New Yorkers who do not ride the L will see their commutes affected by the influx of L riders on their subway lines. -

PortNYC facilities include marine cargo terminals, rail facilities, cruise terminals, ferry landings, active maritime piers, vessel berthing opportunities, and aviation facilities within New York City’s five boroughs. Marine Cargo Terminals New York City’s ports are America’s gateway to the largest and wealthiest consumer market in the United States. PortNYC supports the local economy by enabling firms to bring goods to market by vessel, one of the most efficient modes of freight transportation. Approximately 400,000 containers move through New York City’s seaports annually, and recent infrastructure upgrades to the city’s marine cargo terminals will allow more than a million tons of cargo to arrive by water instead of truck. The City promotes and incentivizes the maritime industry by maintaining and leasing these facilities and designating them Significant Maritime and Industrial Areas. Chapter 9: Transportation (Rail Transit) D. RAIL TRANSIT EXISTING CONDITIONS The subway lines in the study area are shown in Figures 9D-1 through 9D-5. As shown, most of the lines either serve only portions of the study area in the north-south direction or serve the study area in an east-west direction. Only one line, the Lexington Avenue line, serves the entire study area in the north-south direction. More importantly, subway service on the East Side of Manhattan is concentrated on Lexington Avenue and west of Allen Street, while most of the population on the East Side is concentrated east of Third Avenue. As a result, a large portion of the study area population is underserved by the current subway service. The following sections describe the study area's primary, secondary, and other subway service. SERVICE PROVIDED Primary Subway Service The Lexington Avenue line (Nos. 4, 5, and 6 routes) is the only rapid transit service that traverses the entire length of the East Side of Manhattan in the north-south direction. Within Manhattan, southbound service on the Nos. 4, 5 and 6 routes begins at 125th Street (fed from points in the Bronx). Local service on the southbound No. 6 route ends at the Brooklyn Bridge station and the last express stop within Manhattan on the Nos. 4 and 5 routes is at the Bowling Green station (service continues into Brooklyn). Nine of the 23 stations on the Lexington Avenue line within Manhattan are express stops. Five of these express stations also provide transfer opportunities to the other subway lines within the study area. -
