Prepared by: Walter Thabit, March, 2005 Planners Network Cooper Square Committee Municipal Art Society 61 East 4thStreet Planning Center New York, NY 10003 212 228-8210 COOPER SQUARE CHRONOLOGY The Cooper Square Chronology was initiated by Thelma Burdick in March, 1959, and recorded significant events up to March, 1968. For years, it was the bible of the organization, allowing us to keep the important dates straight. Unfortunately, it has never been updated till now, and it might still be waiting to happen if there hadn't been a renewed interest in the Cooper Square story. Writers and advocate planners have interviewed old timers like myself and Frances Goldin, and after hearing of an interesting incident, then ask, "And what year was that?" Too often I didn't have a clue. So I finally decided to bring the chronology up-to-date. It has been hard work, but worth every minute. I'm not the only contributor to a chronology of events. Marci Reaven, doing a PhD. dissertation on Cooper Square has also put one together for her personal use, and I have used it to fill out some uncertain items as well as a few whose significance I missed. Also, Valerio Orselli, Cooper Square's Director for over 20 years prepared a specialized chronology of 40 membership meetings held around the issue of the rehabilitation program, the Mutual Housing Association, and the revised Cooper Square Plan. It is included here, starting in November, 1984, running through April, 1993. -

Chapter 5.1: Land Use, Zoning, and Public Policy A. INTRODUCTION This chapter describes existing land use, zoning, and public policies applicable to the proposed project and evaluates potential significant adverse effects that may result from implementation of the proposed flood protection system. Potential significant adverse effects to land use as a result of implementing the flood protection system are also evaluated. Potential land use issues include known or likely changes in current land uses within the study area, as well as the proposed project’s potential effect on existing and future land use patterns. Potential zoning and public policy issues include the compatibility of the proposed project with existing zoning and consistency with existing applicable public policies. PROJECT AREA ONE Project Area One extends from Montgomery Street on the south to the north end of John V. Lindsay East River Park (East River Park) at about East 13th Street. Project Area One consists primarily of the Franklin Delano Roosevelt East River Drive (FDR Drive) right-of-way, a portion of Pier 42 and Corlears Hook Park as well as East River Park. The majority of Project Area One is within East River Park and includes four existing pedestrian bridges across the FDR Drive to East River Park (Corlears Hook, Delancey Street, East 6th Street, and East 10th Street Bridges) and the East Houston Street overpass. Project Area One is located within Manhattan Community District 3, and borders portions of the Lower East Side and East Village neighborhoods. PROJECT AREA TWO Project Area Two extends north and east from Project Area One, from East 13th Street to East 25th Street. -

Individual participants are expected to engage in activities suitable to their ability, experience and physical condition. Leaders may refuse to take anyone who lacks ability or is not properly dressed or equipped. These precautions are for your safety, and the wellbeing of the group. Your participation is voluntary and at your own risk. Remember to bring lunch and water on all full day activities. Telephone the leader or Lenny if unsure what to wear or bring with you on an activity. Nonmembers pay one-day membership dues of $3. It is with sorrow that we say goodbye to Robert Kaye, the brother of Alan Kaye, who died in January. We have been able to keep the dues the same, and publish the Newsletter because of Robert’s benevolence to the Club. Robert wanted to make sure that the Club would continue after Alan’s death. Please join Bob Susser and Helen Yee on Saturday, October 18th, at the New York Botanical Gardens for a memorial walk in honor of Robert Kaye. The Plaintiff-Seller contends that it was at all times ready, willing, and able to close on the sale of the Property, and that the Defendant refused to close, thereby breaching the Sale and Purchase Agreement (the “Agreement”). Utica Avenue Transit Improvements Study Study Update Winter 2020 Agenda • Welcome & Introductions • Background & Problem Statement • Purpose & Need / Study Goals • Scope of Work • Stakeholder & Public Outreach • Other Relevant Projects • Next Steps / Questions & Comments 2 Background & Problem Statement 3 Background: History of Transit on Utica Avenue • Existing subway lines were constructed with provisions to accommodate a possible future extension along Utica Avenue: • The Eastern Parkway Line ( ) at the Crown Heights-Utica Ave Station; • The Fulton Street Line ( ) at the existing Utica Ave Station • A possible subway extension from the Eastern Parkway Line was designed in the 1960s but not built. • Select Bus Service (SBS) was introduced along Utica Avenue in 2015, featuring off-board fare collection, dedicated bus lanes, and other capital investments to reduce travel time. • Under Mayor de Blasio, the City of New York provided funding in the MTA Capital Program to further study transit improvements on Utica Avenue. The Utica Avenue corridor is home to the busiest bus routes in Brooklyn B46 and B46 SBS: • Accommodate approximately 44,000 daily riders • Provide a vital north-south transit link • Connect to subway lines on Eastern Parkway, Fulton Street, and Broadway, and 30 bus routes 5 Problem Statement: Utica Avenue Transit Issues Challenges regarding travel to, from, and within the Utica Avenue corridor include: • Reliability: Double parking, loading/unloading, and bus bunching result in added wait times for customers. • Connectivity: Many trips require a transfer between bus and subway. • Overall Travel Time: Issues with reliability and connectivity contribute to long trips and slow speeds. • Accommodation of Future Growth: Increased transit capacity and accessibility are necessary to support future growth of a mix of uses along the corridor. -

Landmarks Preservation Commission June 28, 2011, Designation List 444 LP-2419 154 WEST 14th STREET BUILDING, 154-162 West 14th Street (aka 51-59 Seventh Avenue), Manhattan. Built 1912-13; Herman Lee Meader, architect; New York Architectural Terra Cotta Co., terra cotta. Landmark Site: Borough of Manhattan Tax Map Block 609, Lot 7. On June 22, 2010, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the 154 West 14th Street Building and the proposed designation of the related Landmark Site (Item No. 5). The hearing had been duly advertised in accordance with the provisions of law. Three people spoke in favor of designation, including representatives of New York Assemblymember Deborah J. Glick, the Greenwich Village Society for Historic Preservation, and the Historic Districts Council. Summary The 154 West 14th Street Building (1912-13), a 12-story speculative loft structure constructed for lawyer-banker and real estate developer Leslie R. Palmer, was the first completed New York City design by architect Herman Lee Meader, with whom Palmer collaborated on five projects. The building’s location at the prominent intersection of 14th Street and Seventh Avenue anticipated the southward extension of Seventh Avenue and its new subway line, and benefitted from its proximity and direct access to the Holland Tunnel and west side freight terminals. Arranged in a tripartite base-shaft-capital composition with large window areas, it is a striking and unusual example of a large loft building partly clad in terra cotta – on the three-story base, on the spandrels between the white-brick piers of the midsection, and on the upper portion. -
