Page 1 HISTORY KAZI means, “work” in Swahili. Austin Community Radio, Inc., operating, as KAZI is a non-commercial community radio station staffed almost entirely by volunteers. KAZI began in 1975 when a group of individuals and community organizations began the process of obtaining a license. After years of work, KAZI went on the air on August 29th, 1982. Our broadcast signal covers the Austin-Travis County area. MISSION STATEMENT Our mission is to reach and provide educational programming and information with special emphasis on media access for the community and other groups previously un-served by existing radio stations in Austin. KAZI’s format includes news, public affairs programming, public service information, community activities and programs, and a diverse array of music. ORGANIZATIONAL STRUCTURE KAZI is governed by: A Board of Directors, whose primary role is policy-making and financial decisions concerning station operations. The programmers elect one member of the board as their representative for a 2-year term. This person is responsible for maintaining communication between the board and the programmers. Day-to-day operation of the station is the responsibility of the Station Manager. The Program Director is responsible for scheduling all on air operations. The Music Director is responsible for the music library and producing song rotation lists. The News Director is responsible for implementing news and public affairs programming. The Station Engineer is responsible for maintenance, installation, and repair of electronic equipment, circuits and remote broadcast equipment. The Sales Director is responsible for obtaining partnership sponsors and supervising and training the Sales Team. The Public Service Director is responsible for obtaining, recording, airing the community calendar, and ensuring that PSAs are kept updated in the computer (HAL) and in the Program Log. Programming decisions are recommended by the Programming Committee, which consists of the (1) Station Manager, (2) Program Director, (3) Music Director, (4) News Director, (5) Programmer Representative, (6) Public Service Director and any other positions added by the Board of Directors. Community members with experience in non-commercial radio are also welcome to advise this committee. Austin Community Radio, Inc. Page 2 KAZI Goals and General Policies KAZI policies are structured to ensure programming is consistent with our mission and goals, and to serve listeners with quality, educational material, news, information, and entertainment. 1. KAZI’s goal is to broadcast innovative non-commercial programming. 2. KAZI has a special commitment to provide programming and training to populations un-served in local media. This includes minorities, women, and persons with disabilities, senior citizens and children. 3. KAZI recognizes the need to offer programming relevant to current community concerns, as well as national and world issues. 4. KAZI will adhere to the standards and regulations of the Federal Communications Commissions (FCC) and the Texas Penal Codes. Violation of the law, FCC Regulations and Texas Penal Codes with respect to programming will result in immediate dismissal. Obscenity, profanity and indecency within programming content will not be broadcast. 5. Every programmer is responsible for personal material relating to content. Content is restricted by law, by FCC regulations, Texas Penal Codes and by community standards. KAZI prohibits the airing of lyrics which promotes the use of illegal drugs. Programmers will not air any material or lyrics that are sexually explicit, or racially derogatory. In addition, program content cannot advocate violence, illegal acts, or the degradation and discrimination of women, ethnic, religious or cultural groups. 6. Broadcasts will be monitored to ensure compliance with all laws, FCC regulations, Texas Penal Codes, community standards and KAZI policies. Programmers must receive permission from the Station Manager and/or the Program Director before airing any material that is not on the daily log. A signed special request form (see Appendix A) must be obtained from the Station Manager and/or the Program Director at least 48 hours in advance for live in studio or pre-recorded interviews and/or any material that is a deviation from the programming format. Non- compliance may result in loss of on-air privileges. 7. Programmers may be dismissed for going on the air under the influence of alcohol or illegal drugs. 8. KAZI Board, Staff, Programmers and Volunteers will at all times conduct themselves in a professional manner. At no time should anyone use disrespectful language or body language against anyone on the KAZI premises or any KAZI sponsored event. To do so will result in suspension and loss of KAZI privileges. 9. Repeated failure to comply with KAZI policies will result in dismissal. See list of infractions and reprimands in this manual.
