Attached is the scenario for the academic ceremony and dinner at Columbia University's Low Library where you will receive an honorary doctorate from the .

Approximately 200 guests are expected to attend. The following are expected to be seated at the head table with you and Mrs. Annan:

President Mandela will not attend, as originally planned. Final seating arrangements have not been made, and other guests may be added to the head table. A final seating plan will follow on Monday.

The dinner is a "business attire" event (no black tie) but you will be asked to don academic robes. A separate room off the President's office will be made available for your private use.

Wynton Marsalis will perform at the end of the dinner. The evening is scheduled to conclude at 9:15 p.m.

3. With regard to the letter from the former President of Ghana, Mr. Jerry John Rawliugs, dated 2 October, the Secretary-General believes that no action is *- 5 required.

4. The Secretary-General has approved the draft letter to Mr. Valery Gergiev, conductor of the World Orchestra for Peace, and has asked that it be copied to Lady Solti. He has asked to be given advance warning, if any changes are made in the Jist of three patrons of the Orchestra. On the overall policy regarding patronage, he has made the following comments (Kevin Kennedy's note to him of 19 November): "General policy must be maintained, but exceptions may be necessary". He has approved the last paragraph of the note.

5. With regard to President Mbeki's letter to him of 19 November, concerning the DRC, lie has made die following comments: "Please convene urgently die departments concerned to study and propose action, and then have a response drafted to President Mbeki".

6. I attach Kevin Kennedy's note to the Secretary-General regarding the University .-.„ of Cape Town Honorary Degree Award Ceremony with the list of guests the Secretary-General would like to invite.

7. The Secretary-General has approved the draft reply to Mr. Matsuura's letter of 5 November regarding the 2005 World Exposition in Aichi, Japan.

o 8. The Secretary-General has declined Mr. Tharoor's request that he light a candle on menorah at Headquarters in observance of the Jewish holiday Chanukah (Mr. Tharoor's note to you of 15 November).

South| African University to confer honorary degree on Kofi Annan

Th© University of Cape Town (UCT), South Africa will In December this year confer a special honorary degree on Kofi Annan, Secretary-General of the United Nations,

Secretary-General Annan wjll receive an Honorary Degree of Doctor of Law, honoris causa at a special graduation ceremony on 9 December in New York.

UCT's Vice-chancellor, Prof Njabulo S, Ndebele said it is just fitting that the University honour Annan for his "continued remarkable contribution to the fight for human rights, the rule of law, as well as international peace and security."

"Secretary-General Annan has been a shining example of bona tide leadership. He continues to elicit the universal values of equality, tolerance and human dignity in his endeavours to bring about positive change in hostile and troubled parts of the world.

"At the recent World Summit for Sustainable Development in South Africa he rallied international leaders with an urgent plea for action to preserve the global environment. Illustrating the pressing nature of the problems at hand, he pointed out that the very region where the meeting is being held faces the looming peril of widespread hunger. He called on heads of State and governments from across the world to fake responsibility for all people, especially the poor, the vulnerable, and the oppressed, as fellow members of a single human family," said Professor Ndebele. Secretary-General Kofi Annan of Ghana is the seventh Secretary-General of the United Nations, He is the first Secretary-General to be elected from the ranks of United Nations staff, and he began his first term on ) January 1997. On 29 June 2001, acting on a recommendation by the Security Council, the General Assembly appointed him by acclamation to a second term of office, beginning on 1 January 2002 and ending on 31 December 2006.

Secretary-General Annan's and the UN's sterling work were honoured in 2001 when they received the Nobel Peace Prize. In conferring the Prize, the Nobel Committee said Secretary-General Annan "had been pre-eminent in bringing new life to the Organization".

Your qijery relating to issues surrounding the proposed graduation ceremony of the Secretary-General, "Mr Kofi Annan, refers.

You sought clarity on: a) the proposed date of 10 December 2002 (Human Rights Day) b) the order of proceedings during the event c) information about the University of Cape Town.

a) The date: UCT initially proposed the evening of 10 December 2002 as the date for the graduation ceremony to take place in an appropriate venue in New York. We secured the attendance of Mrs Graca Machel. Mrs Machel is the Chancellor of the University of Cape Town and traditional protocol prescribes that our Chancellor presides at the graduation ceremony.

You alerted us that 10 December might be problematic for the Secretary- General as it is Human Rights Day. En light thereof we are asking the Chancellor if she could possibly change it to 9 December 2002. You can imagine the difficulty with Mrs Machel's diary commitments. We are conscious that you are obviously facing similar difficulties with changes to the Secretary-General's diary.

My view is that 9 or 10 December can work. If your office could commit to one or the other., I feel confident that Mrs Marchel will change her schedule to your office's choice. However we need to firm up as a matter of urgency. She is in principle committed to the 10* but the 9 is a strong possibility.

b) The proceedings: The honorary graduation ceremony is always a very prestigious affair. The Chancellor presides over the ceremony and is responsible for the official protocol like constituting the congregation, reading the statement of dedication and capping and hooding the graduant.

An appropriate orator will be invited to read the citation.

The Secretary-General would be invited to respond if he prefers. Some graduants give a lecture, some a short speech, some sing (if artist) and some do nothing. It would be wonderful if he did respond but it is his choice.

There would be appropriate artistic elements during the ceremony, perhaps some African opera and ceremonial music.

The Vice-Chancellor, Prof Najabulo Ndebele, and some UCT officials will attend the ceremony with prominent UCT alumni living hi the United States and other VIP guests. The ceremony would from part of a dinner in the graduants honour.

All of the details of the ceremony and practicalities around it will be made available to your office in good time for approval I can assure you that the ceremony will be outstanding., traditional., prestigious and professional affair. What we need now however is the firm commitment to one of the dates.

We have had many such ceremonies.
