El Órgano Rector del Tratado Internacional sobre los Recursos Fitogenéticos para la Alimentación y la Agricultura celebró su sexta reunión en Roma (Italia), del 5 al 9 de octubre de 2015. La lista de delegados y observadores se facilita en el Apéndice J del presente informe. CEREMONIA INAUGURAL 2. La ceremonia inaugural tuvo lugar el 5 de octubre de 2015. El Sr. Matthew Worrell (Australia), Presidente del Órgano Rector, inauguró la reunión y dio la bienvenida a todos los participantes. 3. El Sr. José Graziano da Silva, Director General de la Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO), se dirigió por vídeo a los participantes en la reunión. Puso de relieve el papel dinámico de gobernanza que desempeñaba el Tratado Internacional ante las rápidas innovaciones tecnológicas en la utilización y gestión de los recursos fitogenéticos para la alimentación y la agricultura. Señaló que la función de custodia de la FAO, que tradicionalmente había protegido el material genético para cultivos, incluiría información digitalizada extraída del material genético, con arreglo a la visión y orientaciones del Órgano Rector. Afirmó además que la FAO continuaría prestando apoyo al Tratado y a sus actividades. 4. El Sr. Ahmed Nasser Al-Bakry, Subsecretario de Agricultura del Ministerio de Agricultura y Pesca de Omán, se dirigió a la reunión en nombre del Excmo. Sr. Dr. Fuad Bin Jaafar Al-Sajwani, Ministro de Agricultura y Pesca de Omán. Presentó los resultados de la cuarta Mesa redonda ministerial de alto nivel, patrocinada por Omán y celebrada en Nueva York en 2014, en la que se habían determinado ciertos mecanismos prácticos en relación con los beneficios monetarios y no monetarios generados a partir del germoplasma de cultivos en virtud del Tratado a fin de apoyar la innovación agrícola y el fitomejoramiento, en particular. 5. El Sr. Braulio Ferreira de Souza Dias, Secretario Ejecutivo del Convenio sobre la Diversidad Biológica (CDB), se dirigió por vídeo a los participantes en la reunión. Resumió las esferas de cooperación continua con el Tratado, descritas en el documento presentado al Órgano Rector, y manifestó gran interés en el proceso en curso relativo a la mejora del funcionamiento del Sistema multilateral. Señaló asimismo que durante la 13.ª reunión de la Conferencia de las Partes en el CDB, que tendría lugar en Cancún (México) en diciembre de 2016, se fortalecería la incorporación e 2 IT/GB-6/15/Informe integración de la diversidad biológica en todos los sectores pertinentes, en particular la agricultura y el sector forestal. El Sr. Dias aludió a la colaboración entre el Tratado y el CDB como modelo de apoyo recíproco entre instrumentos internacionales. 6. El Sr. Michael Keller, Secretario General de la Federación Internacional de Semillas (ISF), manifestó que la ISF está convencida de que la conservación y la utilización sostenible de los recursos fitogenéticos es fundamental para la sociedad y para la capacidad de la industria de las semillas de desarrollar cultivos mejorados que se adapten a las necesidades de los productores, los agricultores y el medio ambiente. La ISF reconoce plenamente que el acceso a los recursos fitogenéticos debe ir acompañado de la distribución de los beneficios y que es necesario mejorar el funcionamiento del Sistema multilateral.
