FORM B (Under rule 8 of ICWA Rules, 2006) INDIAN COUNCIL OF WORLD AFFAIRS ANNUAL REPORT for the Financial Year 2010-11 1. Introduction During the year, ICWA continued with its mandated activities under Section 13 of the ICWA Act, 2001. 2. Constitution of the Council, including changes therein. Shri M. H. Ansari, Vice-President of India, was the President, ex officio, of the Council during the year 2010-11. Shri Sudhir T. Devare was Member-Secretary of the Council. Shri Jag Mohan Vice President of the Council & Chairman of the Building Committee has resigned as per the minutes of the sixth meeting of Governing Body held on 30 November, 2010 A list of the members of the Council is attached. Grant-in-Aid by Ministry of External Affairs Rs.700 Lacs 6. Publications ICWA‟s Journal „India Quarterly‟(IQ) was brought out regularly during this period. October- December 2009, January-March 2010, April-June 2010, July-September 2010 & October- December 2010 were brought out on 9.6.2010, 28.7.2010, 28.10.2010, 31.1.2011 & 31.1.2011 respectively. In addition, the ICWA has brought out a publication entitled: “India-Russia Strategic Partnership” edited by Nivedita Das Kundu on 16.4.2010. 7. Library ICWA Library has digitized its entire catalogue of books, journals, UN & EU documents, installed RFID gates to secure these resources, installed modern inventory management systems to carry out stock verification of the library regularly. The collection is now accessible through the ICWA website and searchable through the Online Public Access Catalogue system. The library team is digitizing its valuable collection of rare books, bound newspapers and press clippings (this process will help in systematizing and preserving its rich and unique resource in the field of international affairs, while making them easily available for researchers and experts in the field of world affairs in India and abroad). The content pages of all issues of India Quarterly (1945-2008) has been digitized which can now be browsed on the web site. The Library membership is 1001 and growing. It revenue has reached Rs.12,16,700/- at the end of financial year 2010-11. The library atmosphere is comfortable and conducive to learning. Sapru House library is a member of reputed professional bodies like, IFLA, DELNET, IASLIC. These memberships are optimally used to seek information or borrow material for our Research and students. Our library collection is visible on the DELNET‟s union catalogue. The collection is being strengthened with new books and subscription to electronic journals. A collection of books named Heritage of Diplomacy written by our diplomats is being created in the Library. New books are listed on ICWA we-site. We will be circulating the information about the modernization of ICWA library to Indian and foreign universities and institutions. Page 2 of 27 The growing popularity of ICWA library is reflected in its increasing membership, usages and references. We are also upgrading skills of our library personnel. They are regularly sent for intensive training and conferences to keep them abreast with the latest trends and technology, using computers. New signage in the stack hall and in the library help the reader locate books quickly. 8. Conference/Lectures/Seminars From 1 April 2010 to 31 March 2011, the Indian Council of World Affairs planned and organized the following events: Events organised from 1 April 2010 to 31 March 2011: i) Lectures - 20 ii) Seminars - 15 iii) Bilateral strategic dialogue - 18 iv) Panel Discussions/Background briefings - 07 v) Other events (book release/film screening etc.) - 05 Total - 65 Some of the major events included: (i) ICWA-AAS Asian Relations Conference 2010 20-21 Nov. 2010 at Gulmohar on Hall, India Habitat Centre, “India and GCC Countries, Iran and Iraq: Emerging Security Lodi Road, New Perspectives” Delhi. Current Realities, Bangalore – Challenges and Opportunities for India” 26 Feb. 2011 Outreach programmes with Universities and Centers for International Affairs outside India: Page 4 of 27 a) During the period, the ICWA signed MoUs for bilateral cooperation with the following: i) Ethiopian International Institute for Peace and Development (EIIPD), Ethiopia ii) Centre for Strategic Research of the Ministry of Foreign Affairs of the Republic of Turkey, Turkey iii) The Institute of Foreign Affairs and National Security (IFANS) of the Republic of Korea iv) The Nepal Council of World Affairs, NCWA Building Harihar Bhawan, Pulchowk, Kathmandu v) Global Foundation for Democracy and Development, The Dominican Republic vi) Proasia Colombia vii) Saranrom Institute of Foreign Affairs, Bangkok b) 5 member ICWA delegation to Dushanbe for dialogue on the geo-political dynamics in India-Tajik relations with the Tajik Academy of Sciences (TAS) as per MOU signed with TAS: Venue: Dushanbe: 26-30 June 2010 c) Second ICWA-EUISS Forum Meeting: Venue: Brussels: 11-12 Oct. 2010 d) Fifth India-Spain Dialogue Forum: Venue: Madrid: 14-15 Oct. 2010 9. Awards NIL 10. Research and Analysis During the period under review, ICWA promoted individual research and encouraged collaborative cross-disciplinary projects. In February / March 2011, the research faculty was expanded from five Research Fellows to eight. The Research Fellows engaged in the Study and research on the political, security, and economic trends and developments in Africa, China, Japan, Nepal, Pakistan / Afghanistan, Persian Gulf, Russia / CAR and Southeast Asia and the wider global geostrategic and economic environment. ICWA Fellows authored several Issue briefs, Policy Briefs, Viewpoints on regular basis which were published on the ICWA website. A number of publications (books and monographs) authored by the research faculty would be published in the coming months. The ICWA conducted major international conferences, seminars and workshops on a variety of issues including regional and global politico-strategic developments, economic and trade issues and cross-cultural dialogues. In November 2010, ICWA hosted the annual Asian Relations conference titled “India and GCC Countries, Iran and Iraq: Emerging Security Perspectives". In December 2010, " ICWA-PISM Seminar on " India and Poland in the Changing World Order" was organized in collaboration with the Polish Institute for International Affairs, and ICWA-MGIMO conference on "Evolving World Order: India Russia Page 5 of 27 Perspectives" was organized in collaboration with the Moscow State Institute of International Relations (MGIMO). Significantly, these events provided academic underpinning to the ongoing research at ICWA, served as policy inputs to the government and created research collaboration within partners and foreign universities. 11.
