The future development of the integration depends on Ukraine’s correspondence to the standards of NATO membership, on the determination of its political leadership, and on an effective mobilisation of public opinion on NATO membership. This report shows that Ukraine has made progress in reaching the standards for NATO membership, especially in the spheres of military contribution and interoperability. However the absence of national consensus and lack of political will and strategic management of the government hamper any effective implementation of Ukraine’s Euro-Atlantic integration. It is also crucial to neutralise Russia’s influence, which seriously hampers Ukraine’s Euro-Atlantic course. Leading representati- ves of the current leadership, especially Prime Minister Viktor Yanukovych and his Party of Regions of Ukraine, prefer for the moment continued stable relations with Russia rather than NATO mem- ? bership. What Western Countries can Learn From Ukrainian Experience of Combating Russian Disinformation Kateryna Kruk Kremlin Watch is a strategic program which aims to expose and confront instruments of Kremlin Watch Special Fellow Russian influence and disinformation operations focused against Western democracies. Analyzing the Ground Zero The report analyses different ways in which Ukraine tried to combat Russian information attacks, covering the period from the annexation of Crimea until the end of 2017. It provides the assessment of the effectiveness of the activities of the state and civil society according to the following response areas: putting hostile disinformation efforts on the foreign and security policy agenda, publicly challenging supporters of the Kremlin-sponsored efforts, disclosing disinformation campaigns substance and vehicles, systematically building resilience within free societies (see the table below). Adoption of the Doctrine of information security was warmly welcomed as an important step to increase information defense capacities. However, so far the implementation of the Doctrine has a limited impact due to the lack of the effective system of efforts coordination among state and civil society actors. Political will to make decisive steps is another important element of the success of disinformation fight. Example of Ukrainian Ministry of Information Policy shows that creating a new government body to fight disinformation only makes sense if there is a sufficient political will and consensus between the leading political actors to ensure that it receives enough staff, budgetary allowances, and proper division of labour with existing institutions. However controversial, opinion polls indicate that the decision to ban Russian TV channels from the Ukrainian media space was correct. -

Despite numerous concepts, draft laws and regular discussions among the professionals this process is still not finalized. In mid October the Parliament of Ukraine passed another draft law on creation of public service television and radio broadcasting in Ukraine. Based on the developments of the Public Humanitarian Council under the President of Ukraine, it provides for establishment of "The National Public TV and Radio Company of Ukraine", and perhaps this project will finalize the long process of transition to public broadcasting. We discussed the perspectives of public television in Ukraine, problems of transition stage, and expected benefits to viewers and to the television market with the head of the channel, on the basis of which the idea of public television is highly probable to be implemented - Director General of the National Television Company of Ukraine Yegor BENKENDORF. 1. Discussions of any serious project, even if it is being in the implementation stage for nearly 20 years should consider such factor as goal setting. So the question is if Ukraine managed for some reasons to live with no such a thing as public broadcasting then why and for which purpose it is necessary to create it now? I believe the effect of public television creation should be split into two components. On the one hand public broadcasting should be considered as an integral part of the democratic society. -

The Ukrainian Presidential Elections of 1994
Kravchuk to Kuchma: The Ukrainian Presidential Elections of 1994 TARAS KUZIO The 1994 presidential election in Ukraine, in which thé former prime minister Leonid Kuchma was victorious over the incumbent President Leonid Kravchuk, tested the effectiveness of the newly enacted laws and regulations concerning campaigning and represented one of the first peaceful transfers of presidential power within the former USSR. Despite Kravchuk's call for postponement, the election went ahead on schedule and seven candidates with distinctive platforms entered the field. Relations with Russia featured prominently in the campaign, as did the status of the Crimea; the role of the mass media, particularly television, in their differential support for candidates was controversial; moreover, the regional differences within Ukraine were brought out clearly. Nevertheless, the election was judged to have passed off fairly, and the political stability and cohesion of Ukrainian statehood was affirmed. Introduction The 1994 presidential elections in Ukraine represented one of the first peaceful transfers of presidential power within the former USSR. They should therefore be of interest to all students of transition politics in post- communist countries. However, the elections opened up within Ukrainian society deep wounds caused by Ukraine's inheritance of the twin legacies of external domination and totalitarianism. The two main contenders were always Leonid Kravchuk and Leonid Kuchma, the incumbent president and his former prime minister. This article argues that many of the myths surrounding the candidates which were raised during the campaign were unfounded and their policies differed little in practice. Indeed, the elections can be regarded as a contest between two branches of the Party of Power divided along language and foreign cleavages, as reflected in the regional voting behaviour covered in the present article. -

RUSYNS OF THE CARPATHIANS: COMPETING AGENDAS OF IDENTITY Alexandra Wiktorek, B.A. Thesis Adviser: Marjorie Mandelstam Balzer, Ph.D. ABSTRACT This thesis examines the cultural revival and nation-building movement of the Rusyns, an East Slavic ethnic group whose homeland along the Carpathians straddles the border between the former Soviet Union and the European Union. While in the 19th century and again after World War I, Rusyns launched national movements, they never gained statehood as did other neighboring nations. Instead, Rusyns remain divided among several European states. During communist rule, they were officially classified as Ukrainians, their closest ethnic neighbors. After the Revolutions of 1989 and the subsequent demise of the Soviet Union, however, the Rusyns have emerged as a cohesive group recognized officially as a national minority in all the countries where they live except for Ukraine. The new Rusyn national movement brought about the revival of an identity once considered irretrievably outdated by reviving Rusyn language, engaging with the nations around them, and creating international organizations to unite all Rusyns. This question is explored here through the lens of liberal nationalism theory, especially as formulated by Yael Tamir, who argues that nations are defined culturally and that a stateless people may achieve self-determination when they live in a state whose institutions provide recognition and space for them to develop unhindered. -

Critical Reflections on the Conceptual Framing of International Communication JOANNA SZOSTEK1 University of Glasgow, UK Discussions about state-sponsored communication with foreign publics are increasingly framed in the language of “information war” rather than “public diplomacy,” particularly in Eastern Europe. For example, media projects supported by Western governments to engage Ukrainian audiences, and Ukrainian government efforts to engage international audiences via the media, are considered necessary responses in the information war with Russia. This article highlights several potentially problematic assumptions about communicative influence that are embedded in the language of information war. First is the assumption that communication can be targeted like a weapon to achieve a predictable impact. Second is the assumption that audiences engage with communication from an adversary because they are “vulnerable.” Third is the assumption that “winning” in an information war means getting citizens to believe particular facts. Although these assumptions may hold to some degree, this article argues that adopting them uncritically can have detrimental consequences in policymaking. Keywords: public diplomacy, information war, Russia, Eastern Europe It has always been possible to choose from a range of terminologies when discussing how the media and state-sponsored communication contribute to the global order. Extensive literatures on public diplomacy (Cull, 2019; Melissen, 2005) and soft power (Hayden, 2012; Nye, 2004) coexist and to some extent overlap with work on propaganda (Jowett & O’Donnell, 2019) and psychological operations (Narula, 2004). Definitions and understandings of these terms vary, but all can refer to communication being used by states in pursuit of international influence or advantage. -

INTRODUCTION The press, radio and television of Ukraine are gradually overcoming the state of deep crisis. Although, as a result of advertising market growth the amount of inde- pendent publications increased, there are still many problems left. Most of mass media represent the interests of one or another financial and political group. Unfortunately, very overestimated figures of newspaper editions, biased popularity ratings, grants and sponsoring payments for so called information support are becoming a norm. No one any more is surprised at the publishing of advertising materials as editorial ones, and that is, what the whole world considers being a journalist crime. The frame conditions of national press, radio and television functioning are one of the most important questions which should be solved for successful development of democracy in Ukraine. It’s necessary to point out that Ukrainian legislation pays enough attention to this problem. Ukraine takes one of the first places among post- Soviet countries for the quantity and quality of laws dedicated to mass media. In prin- ciple, it looks like in legal sphere Ukrainian media activity is well regulated and can function normally as well. But the level of practical application of these laws unfortu- nately is not sufficient. That means that the laws in media sphere are not implemented in the full measure. Laws which exist but not function, sadly, are not beneficial to the society. When we speak about liberty of speech threats, in our opinion the main threat is difficult economic state of mass media. Many owners use mass media as means of influence on society and power but not for making profit.
