FOREWORD

The importance of statistics in informing planning and monitoring of government programmes cannot be over emphasised. We need to know where we are, determine where we want to reach and also know whether we have reached there. The monitoring of socio-economic progress is not possible without measuring how we progress and establishing whether human, financial and other resources are being used efficiently.

However, these statistics in many occasions have been National in outlook and less District specific. The development of a District-based Statistical Abstract shall go a long way to solve this gap and provide District tailored statistics and will reflect the peculiar nature of the District by looking at specific statistics which would not be possible to provide at a higher level.

Data and statistics are required for designing, planning, implementing, monitoring and evaluating development programmes. For instance, statistics on school enrolment, completion rates and dropout rates etc. are vital in the monitoring of Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes. Statistics are also needed for establishing grant aid to community schools, staff levels and other investments in the education programmes. The collection and use of statistics and performance indicators is critical for both the successful management and operation of the sectors, including Lower Local Governments.

For data to inform planning and service delivery it should be effectively disseminated to the various users and stakeholders. The initiative to compile this District Statistical Abstract is therefore an effort to support the Planning function of the Local Governments and other users interested in the Higher Local Government (HLG) statistics.

This District Statistical Abstract will go a long way in guiding District Policy makers, Planners, Researchers and other stakeholders to identify the indicators that are relevant for planning, monitoring and evaluation of Government programmes in their jurisdiction.

The Statistical Abstract will also act as an aggregation of statistics from all sectors and also information originating from NGOs and other organisations. This Statistical Abstract, therefore, is an annual snapshot documentation of the Lwengo District situation, providing a continuous update of the District status. It is my sincere hope that the document will provide adequate information to all interested users and once detailed information is required, appropriate departments should be contacted to enrich the findings.

GLOSSARY

Agriculture This term is used to describe activities on crop, livestock, poultry and fishing

Assets Assets are the property of a business. They may be classified as;

HC IV This is a health center that could be classified as a small hospital. In addition to

having an operation room, it has beds for in-patients.

Industry This is an economic activity undertaken by a business

establishment as specified in the ISIC.

Loan A loan may be money or securities supplied by one party

(the lender) to a second party (the borrower) in a

transaction in return for a promised future payment by the

borrower. Such transactions normally include the payment of interest

due to the lender as per agreed repayment schedules between the two parties.

Net Enrolment Rate The ratio of pupils in Primary school aged 6-12 years to

the District total population aged 6-12 years.

Net Intake Rate The ratio of pupils aged six in primary one to the District total population

aged six years

Occupation Refers to the nature of task and duties performed during the reference

period preceding the interview by persons in paid employment, unpaid family

work or self-employment jobs.

Wage bill All cash payments made by employers in return for labor provided by the

employee. The payments include salaries and wages, overtime holiday pay,

bonuses, commissions and other allowances paid to the employees.

EXECUTIVE SUMMARY The annual District Statistical Abstract covers all the Departments in the District clearly highlighting the success and the gaps that are still existing in the service delivery for the people It provides vital and realistic data about the stake of the people in the District and suggests how best the gaps should be addressed so as to eradicate poverty in the line with the vision of the Government of Uganda and the Millennium Development Goals so as to improve people’s standards of living. The entire document comprises of nine chapters touching all the service delivery issues in the departments.

1. Management and Support services The document clearly gives the different sections that fall under this department and points out issues of staffing levels and gaps in the human resources section, organization of the local Government for effective service delivery. It also explains the functionality of the statutory bodies in the District and their existing gaps.

2. Finance and Planning This section explains the District revenue sources, population issues as well as socio- economic situations existing in the District and the planning and budgeting strategies for improved implementation and allocation of resources for improved service delivery.

3. Health Department This chapter explains the health-related concerns and levels of service delivery in the District, gaps existing and how these gaps can easily be addressed. It also gives common causes of Morbidity in the District, safe water coverage, latrine coverage, HIV/AIDS issues and man power available for service delivery in the sector.

4. Education and sports Department This section explains the overall education issues in the District and the District performance in 2018 PLE. The staffing levels and school infrastructure are major concerns of this section in the document.

5. Works and Technical services It handles all works related activities in the District by looking at the different road types, machines, distribution of water points and their functionality in the District. It also points out the existing gaps and gives suggestion on the best ways to address the gaps identified.

6. Natural Resource Department It covers environmental sanitation; state of wetlands and land management concerns in the District. It also points out the existing gaps and suggests the best ways of handling such situations for continuous development of the District through sustainable utilization of the natural resources available in the District.

7. Community based services The community-based services department addresses cross cutting issues including Gender, Elderly and disability, youth, probation and social welfare issues and labor concerns in the District.

8. Production and Marketing This chapter addresses all the production related issues in the Lwengo tackling Agriculture, livestock, fish farming, extension services (Operation Wealth Creation) and commercial services issues affecting the perfect implementation of agriculture concerns in the District. The gaps in the production department have been fully identified and it is believed that this will guide the development partners in the District for realist investment boost the economy

GENERAL INFORMATION ABOUT THE DISTRICT

Latitude and Longitude Lwengo District is situated about 40 kms, away from the equator towards the south and lies between 00-25 south, and 340 East.

Average Altitude The District has an average altitude of 1150m above sea level. Total Surface Area, Land Area and Area under open water Lwengo District has a total surface area of about 1023.7 sq. kilometres of which land area is 1013.46 sq. Kilometres and 10.24 sq. kilometres under open water. The landscape and topography in general is rolling and undulating with vertical gully heads and valley bottom swamps including streams flowing to seasonal rivers. Most parts of the District are dotted with the round top hills.

Temperature

0 0 The average maximum temperature does not exceed 30 C and the minimum not below 10 C with almost equal length of day and night throughout the year.

Rainfall The Climate of Lwengo District is tropical in nature, being modified by relief which is modified by

Lake Victoria and round top hills. The rainfall pattern is bimodal having two seasons with dry spells between July and August, and January to March. The months of March, April and May receive very heavy and well-distributed rains of up to 1,200mm. The second season occurs in the months of September to December. With the exception of a few years of declining trend in precipitation, the annual average rainfall received is between 1100mm – 1200mm with 100 – 110 rainy days.

Demographic and Socio-economic indicators Total Population (Mid-2020 Projection): According 2014 National Population and Housing Census, the District had total population of 275,450 people with growth rate of 1.07%, therefore by mid-2020 total projection will be 293,613 Female population (Mid-2020 Projection): According 2014 National Population and Housing Census, the District had total female population of 143,253 people which is 52% of the District total Population. By using the District growth rate of 1.07%, the mid-2020 female projection will be around 152,679

Male population: (Mid-2020 Projection): According 2014 National Population and Housing Census, the District had total female population of 132,197 people which is 48% of the District total population. By using the District growth rate of 1.07%, the mid-2020 male projection will be 290,935 47% of the District total population is male: 53% of the District total population is female:

Percentage urban (Mid-2020 Projection): From 2014 National population and housing census provisional results, 11.3% of the District total population are found in urban area/Town Councils hence 42,121 people will be living in the urban centres

Percentage rural (Mid-2020 Projection): From 2014 census provisional results, 88.7 % of the District total population are found in rural area hence 246,938 people will be living in the rural areas

Percentage share of Uganda’s total Population: According to provisional 2014 census results, Uganda total Population of 34,856,813 and Lwengo District had 275,450 which is 0.79% of the total country population (2014 Expected pregnant women in the population: 13,495 Other women in child bearing age: 62,077 Primary school population aged 6 – 12 years (2017): N/A Secondary School population aged 13 – 19 years (2017): - N/A Sex ratio of total population census): According to 2014 NPHC provisional results released in November 2014, the District sex ratio of the total population is 92.3. Population density (2014 census): The District Population density is 269 sq. Kilometres per person which is higher than the National that stands at 174 sq kilometres per person. Infant mortality: From Lwengo DHO’s report, infant mortality rate stands at 1/10000 live births Life Expectancy: Male: N/A Female: N/A Both Sexes: N/A

Selected Millennium Development Goals indicators at the District Level Millennium Development Goals, Targets and Indicators (Status of Lwengo District and National) Introduction:

In September 2000, the 189-member states of the United Nations adopted the UN Millennium De claration (MD), which includes the eight Millennium Development Goals (MDGs). The Millennium Declaration and MDGs are unique, for the first time in history, all 189 governments – rich and poor reached consensus on commonly agreeable targets to be achieved by 2017. In an attempt to meet the requirement of monitoring progress towards the Goals, in early 2003, the UN System in Uganda prepared the first report on Uganda’s progress towards achieving the Goals. The report indicated that while Uganda appears to be on track to achieving some of the Goals, it faced a number of constraints to achieving others. The report also noted that the country has steadily increased its data gathering capacity. In order to enhance or promote public debate and at the same time influence the whole range of decisions both at national and District level, it is critical that adequate awareness is created on the MDGs so as to lead to re- orientation of policies to promote the achievement of the goals

Goal 1: Eradicate Extreme Poverty and Hunger

Target 1: Halve, between 1990 and 2017, the proportion of people whose income is less than one dollar per day

Indicators: Proportion of population below $ 1 per day: 20.1%

Poverty gap Index: 7%(Nature, Distribution and Evolution of Poverty and Inequality in Uganda- 2005)

Target 2: Halve, between 1990 and 2017, the proportion of people who suffer from hunger

Indicators: Prevalence of underweight children under five years of age: National figures stand as17.3% for males, 14.4% for females and overall 15.9% (DHS, 2011)

Goal 2: Achieve universal Primary Education

Target 3: Ensure that, by 2020, children everywhere, boys and girls alike, will be able to complete a full course of primary schooling.

Indicators: Net enrolment ratio in primary education: Net enrolment ratio in primary education: 87.1% for Lwengo District compared to the national figure of 82.3 for males, 81.2 for females and 81.8 overall. Literacy rate of 15-24-year olds: At National level, the rates for the age group 15- 24 years are: Male: 69.8%, females: 57.7% and overall; 60.4 %. (DHS 2016)

Indicators: HIV/AIDS Orphans (Thousands): Data not available but 19.2 of all children in Lwengo District are all orphans (2002 population and Housing Census). HIV/AIDS prevalence among 24 year pregnant: 6.7% Condom use at last higher-risk sex among 15-24 year old: 76.2% (at national level: 54.5% for males, 38.3% for females) (DHS, 2011). CHAPTER 1: BACKGROUND INFORMATION

Introduction:

1.1 Location and Size

Lwengo is one of the Districts in the Central region of Uganda. It is bordered by in the North West, Ssembabule in the North, Bukomansimbi in the North East, in the South and in the east. It lies between latitudes 250 south and 00 North and longitudes 340 East with an average altitude of 1150m above sea level. Lwengo District headquarters are situated at Nyenje zone Church ward Lwengo Town council and the District has a total area of 1,024.3 sq. kms of which land area is 1,013.46 sqkm with Population Density of 269 people per square kilometre.

1.2 Historical Background

Lwengo is one of the Districts in the central region and was curved from Masaka District in 2010 and started its operations 1st July 2010 with six sub counties of Kkingo, Kisekka, Ndagwe, Lwengo, and Malongo, and Four Town Councils; Lwengo, Kyazanga, however Kinoni and Katovu are not yet gazetted

1.3 Tourism

Lwengo District is located in the central region where majority of people are practicing culture. There are various tourist sites that depict peoples’ royalty to their king (Kabaka), e.g. the palaces, totem sites for different clans, caves created as result of earth movements and big stones which have resistant to soil erosion effect for quit period of time.

1.4 GEOGRAPHICAL FEATURES 1.4.1 Topography The District has a total area of about 1,024.3 sq. kms. The landscape and topography in general is rolling and falling with valley bottom swamps including streams flowing to swamps. Most parts of the District are dotted with bare hills

1.4.2 Climate, Rainfall, Temperature, Humidity and Winds The Climate of Lwengo District is tropical in nature, being modified by relief and nearness to Lake Victoria. The rainfall pattern is bimodal having two seasons with long dry spells between May and August, and January to March. The two seasons of rain occurs in the months of March and April, and September to December. The most parts of the District lie in dry- cattle corridor with low humidity levels and devastating winds thus prolonged periods of drought.

1.4.3 Soils The soil texture varies from place to place ranging from red literate, sandy loam and loam but it is productive. 1.4.4 Hydrology There is a reasonably amount of water flows through streams to swamps and river especially in rainy season.

1.4.5 Natural Resource Endowments

Wetlands Wetlands are a critical part of the Environment and one of the important Natural Resources that invariably contributes to the Health of the environment and the social economic development of the District. They hold an enormous amount of fresh water and provide buffering capacity against pollution, flooding and siltation.

Final inventory and demarcation of wetlands in Lwengo District is necessary in order to determine their area of coverage. There is Kyojja and Kiyanja Wetlands in Kkingo and Kyazanga Sub County respectively both of which can be developed for various economic benefits for example through craft making and bird watching activities.

Mineral Endowments There are a number of stone quarries and clay and sand deposits that are used for construction purposes and there has been no major geological studies carried out in the District to determine presence of minerals. Therefore, such studies need to be carried out to determine the presence of minerals in the District.

Social Economic Infrastructure This includes life standards indicators; livelihood patterns, human settlement patterns; productive resource and economic activities of the district.

Lwengo District is endowed with good climate and an industrious population. With this, a lot of economic activities are taking place in the District. The major ones are Agriculture, livestock keeping, and trade, with farming being the most important activity in terms of revenue contribution to the District. Employment income contributes the second largest portion of the revenue to the District followed by trading property income tax and finally cottage industry contributes the least.

1.4.6 Vegetation The total geographical area of the District is about 1,024.3 sq. km out of which 85% is under cultivation. More than half of Lwengo District lies with the cattle corridor and is dominated by the Savannah Grassland. The total gazetted forest estate is about 21 hectares (Lwengo local forest reserve) constituting about 0.021% of the total land area of the District.

2.0 Administrative Structure The District has one county and with Six (6) rural Sub-Counties, Four Town Councils .The District constitutes of forty-two (42) parishes and four hundred sixty-six village councils according to 2014 census budget issued by UBOS, distributed as in Table A.2.1 in the Annex. Bukoto County covers the whole District area and it comprises of six Sub-Counties, four (4) Town Councils.

The District Council is the highest political authority, with 18 members under the headship of the District Chairperson. It has a technical team headed by the Chief Administrative Officer, distributed in 11 departments. Each of the department has a head and under each department, there are a number of sections. See Table A.2.2 in the Annex for details.

As indicated in table 2.2 above the current district staffing levels stands at 53% with the Lower Local Governments having a low staffing level of 40%. Among the Lower Local Governments, Town Councils have the worst staffing levels of 24% on average!

At the District level, the Technical Services and Works, Trade, Administration and statutory are poorly staffed with 33%, 44%, 29% and 40% respectively. There is therefore an urgent need to recruit staff in the above-mentioned areas. The sectors/units with good staffing levels included; Human Resource, Procurement Unity, CAO’s Office, Audit, Planning, and Education It is anticipated that, after the impending recruitment of teachers and health workers, the staffing levels in those departments will greatly improve.

Generally, Key positions (District Natural Resources Officer, DHO, and District Engineer) in the District should be filled to ensure that service delivery is improved mostly in health and Education departments where staffing gap is abnormal.

CHAPTER 3 DEMOGRAPHIC AND SOCIO-ECONOMIC CHARACTERISTICS

3.0 Introduction: The Directorate of Finance is composed of Finance department, Internal Audit, the Procurement Unit and Planning Department.

It is one of the biggest departments in the District whose objectives are to; • Identify and expand the revenue base: • Build Finance and Management Capacity at District level; and • Strengthen Data Management systems, Revenue VRS and to influence demographic trends & patterns in a desirable direction.

3.1 Population Characteristics To formulate present and future development programmes, the District planning authority should know the size, quality, distribution and growth of its population. 3.1.3 Population Density Population density refers to the number of people per square kilometre. Lwengo District has an area of 1023.7sq.km. Therefore, the population density was 269 persons per sq.km of land in 2014. The population density increased from 237persons per sq.km in the year 2002 to 269 persons per sq.km in the year 2014

3.1.4 Urbanisation rates and levels Urbanisation is defined as the increase in the proportion of the population living in the urban area. However the definition of urban areas has been changing over time. The 2002 and 2014 censuses defined urban areas as only the gazetted one while the earlier censuses included un gazetted urban centres with more than 1000 people as part of the urban population

3.1.5 Average Household size The average household size on average is 4 persons per household during the NPHC 2014, UBOS. Table 3.4 shows that Kyazanga Sub County had the highest average household size of 4.7 persons while Kyazanga Town council had the lowest at 4 person’s per household.

3.4 Socio-Economic Characteristics

The socio-economic characteristic entails the wellbeing of the community. It includes the housing conditions, household assets, incomes and outstanding loans, household expenditure, welfare indicator and cultural participation of household members.

3.5 Housing conditions by type of house Housing is one of the basic human needs that have a profound impact on the health, welfare, social attitude and economic productivity of the individual. It is also one of the best indications of the person’s standard of living and his/her place in society. Currently there is no documented data on this indicator in the district. 3.6 Poverty Distribution The magnitude of poverty varies from individual households in the District. Its occurrence is relative and cannot be judged absolutely. However, they’re some sub-counties like Ndagwe, Kyazanga and Malongo where poverty concentration is relatively high compared to others and these sub-counties are basically prone to erratic weather, which consequently results into poor agricultural production yet the District is predominantly agricultural with almost more than 80% of the population obtaining their livelihood from agriculture. Therefore, Poverty has many different dimensions, ranging from material well-being (basic needs of like nutrition, good health, shelter, education etc.) to lack of human rights, citizenship or social networks. Economic factors such as low income, lack of assets, access to markets or public services can lead into poverty. According the Nature, Distribution and Environment of poverty and inequality in Uganda 1992-2002 report Ndagwe had the highest poverty level where as Kkingo had the lowest as shown in the table3.6 Table 3.6: Poverty distribution by Sub-county

Proportion of Population in Subsistence farming Subsistence farming is basically growing food for household consumption and surplus can be sold or stored for consumption in the nearby future. Over 80% of the households in the District practiced subsistence farming and female take a big percentage compared to men.

Household Assets

An asset is a durable item that can be used more than one year. It can appreciate or depreciate in value. Household assets can be classified as houses, kitchen facilities, communication equipment and transport facilities. According to CIS2009, 84 percent of the houses in the District were owned and occupied by their owners. Ndagwe Sub County had the highest proportion of owner occupied houses (92 percent) and Kyazanga had the least proportion of owner occupied houses (78 percent) and findings reveal that 79 percent of the households had a kitchen of which 86 percent were located outside the houses. It also revealed that that 80 percent of the households in the District owned a radio, 41 percent owned a telephone and 9 percent owned a television. Ndagwe Sub County had the highest proportion of households that owned at least one radio at 87 percent and Kyazanga Sub County had the least proportion of households at 66 percent. Kkingo Sub County had the highest proportion of households that owned at least one telephone at 51 percent and Ndagwe Sub County had the least proportion of households at 35 percent. Kyazanga Sub County had the highest proportion of households that owned at least one television at 21 percent and Ndagwe Sub County had the least proportion of households at four percent.

3.8 Source of Energy for Cooking and Lighting

According to CIS2009, • 51 percent of the households used firewood as the main source of cooking, while 37 percent used paraffin and 9 percent used charcoal and less than one percent used gas and solar. Malongo Sub County had the highest proportion of households who used firewood as main source of energy for cooking (89 percent) while Lwengo Sub County had the least proportion at four percent. Lwengo Sub County had the highest proportion of households using paraffin as a main source of energy for cooking (92 percent) while households in Kisekka Sub County had the least proportion at two percent • 44 percent of the households used tadooba and another 44 percent used electricity as the main source of energy for lighting, while 10 percent used paraffin lanterns. Malongo Sub County had the highest number of households that used tadooba as they main source energy for lighting at 83 percent and Lwengo and Kkingo sub counties had the lowest at less than one percent, and the opposite is true in case of electricity, where households in Kkingo and Lwengo sub counties had the highest proportions of over 90 percent while Malongo Sub County had the lowest at five percent. Kyazanga Sub County had the highest proportion of households who used paraffin lanterns (21 percent) while Kkingo Sub County had the least proportion using paraffin lanterns (4percent). The entire District budget is mainly financed by Central Government transfers which contributes about 97.5% followed by Donors and least is expected from Local revenue which is about 1. %. Therefore all stakeholders of the District should bear a collective responsibility towards the development of Lwengo District by identifying new sources of revenue and promoting LED imitative during planning process at grass root.

4: HEALTH SERVICES

Introduction Lwengo District Local Government was curved from greater Masaka as of 1st July 2010. It has 3 constituencies, 6 Sub Counties, 3 Town Councils, 42 parishes and 455 villages. A population of aprox.275, 450 basing on the provisional census results.53% women and 47% men. Projected population is 288,100 as per December 2018. Health services are offered through 35 health facilities private inclusive. (from HCIV – H.CII). Staff status in the health sector is at 67% and the total number of staff is 212. Mandate: To reduce morbidity and mortality from major causes of iii health in the district as a contribution to poverty eradication and social economic development of Lwengo peoples. Goal: Improved quality of health care service delivery.

Strategic Objectives In order to achieve the above goal, the health sector focus on achieving universal coverage with quality health and health related services through addressing the following; 1. Improved service delivery 2. Reduce morbidity and mortality rates 3. Provide public health and clinical services to the people with emphasis on the disadvantaged groups. 4. Delivery the Uganda National Minimum health care package 5. Provide a functional, efficient and sustainable health infrastructure for effective health care delivery system. 6. The main causes of morbidity and mortality in Lwengo are preventable health problems. These problems include malaria and sanitation and Hygiene related disease. 7. The District is traversed by the trans-Africa highway from Mombasa (Kenya) to Rwanda and DRC and occasional occurrences of nasty road – traffic accidents are also experienced.

The main intervention priorities include prompt provision appropriate medicines and health supplies in health facilities and the implementation of various strategies for the prevention and control of malaria, HIV, TB, Sanitation- related disease and maternal and childhood disease.

4.0 Health Infrastructure (categories) Lwengo District has 3 HC IVs, 10 HC IIIs and 22 HC. IIs. The staffing status in the health sector is at 67% With a total number of staff 212. 4.4 Health Manpower Staffing levels in the sector is average at health units but worsens at the District health office where all key staff is in acting positions including DHO as shown in the subsequent tables below. 4.5 Safe Water Coverage

The District safe water coverage is 55% which is below the national coverage of 85% The distribution of water sources is fair though the functionality 65% is low mostly in sub counties of Lwengo, Ndagwe, Kyazanga and Malongo and worsens during dry seasons. Household distance to nearest water source There is no data for this parameter currently at District though it was collected during 2014 NHPC and will be given after final results are released by UBOS

4.6 Latrine Coverage

In order to promote good sanitation and hygiene in the community, each house hold must have a toilet and currently the District latrine is 65%. There has been tremendous improvement in sanitation since the District got support from UNICEF for the Last years where the District had started the health promotion under “free open defecation” campaign as shown in the table 4.11 Table 4.6.1: Latrine coverage for 3 years

4.8 Drug Inspection On average 88 Drug shops are inspected every year and few are licensed for operation.

This is done to;

✓ Provide safe, good quality, efficacious medicines and medical supplies to the general public in both public and private sectors. ✓ Promote proper and rational use of drugs, records management among health workers through support supervision, on job training and sensitisation on compliance with National Drug Policy and Authority Act and National Standard Clinical Guidelines.

4.9 Tuberculosis, Leprosy and Onchocerciasis

According to the Annual Health Sector Performance Report 2017/2018 by Ministry of Health, the National level Tuberculosis treatment success rate was % compared to 86 % for the District. During the same period, the following number of patients was registered in the District; • Patients suffering from TB: 236 • Patients suffering from Leprosy: 00 • Patients suffering from Onchocerciasis: 00

4.10 Maternal and Child Health (MCH) The section gives information relating to maternal and child health indicators for 2018/2019. The following are highlighted: • Number of mothers receiving antenatal: 2240 • Number of mothers receiving post-natal services: 6,507 • Number of supervised deliveries by skilled personnel: 4,145 • Number of mothers practicing family planning: 4,523 • Infant mortality rate: 3/1000 live births • Under 5 mortality rates: 1/1000 live births • Maternal mortality rate: 0/10001/100 • Total Fertility rate: 5

4.11 AIDS control (Prevalence, Control and Treatment) According to the Health Sector Strategic Plan (HSSPIII), HIV/AIDS is one of the communicable diseases that account for over half of the total burden of disease is leading cause of ill health and mortality in Uganda. The overall objective for the communicable diseases cluster is to reduce the prevalence and incidence of communicable diseases by at least 50 as per the MDGs and NDP target.

CHAPTER 5: EDUCATION AND SPORTS

Introduction The Education and sports sector is charged with overseeing the implementation of the District and National education policies and plans. It also monitors and evaluates the performance of the education system and school operations to keep required standards within the District. The areas of focus include teachers, pupils, school facilities and parents. The Department also seeks to strengthen the institutional frame work for the management of schools and assurance of accountability of public resources in education programmes. The department is one of the best funded sectors in the District. The District Council equally joins the Government to promote education for all its citizens in PRIVATE with parents and others members of the community. As such, the Government's Education policy is to promote quality basic education by improving access by girls and boys, equity and retention in all Primary schools and other levels of learning.

Educational institution is any institution whose Sole or main purpose is the provision of education and such institution must be normally accredited or sanctioned by some public authority.

5.7 Staffing levels

Staffing levels has improved tremendously in primary section though at the District headquarters the department lacks a senior Educational Officer.

Pupil: teacher ratio is currently 63:1 which is attributed to 94% staffing levels being filled whereas student: teacher is 52:1 and the staffing is as at 87% as shown in the table 5.8 below

Most of the households are within 5km distance from the nearest primary school since at least every parish has government aided primary school and each sub-county has at least one government aided secondary school. According to DEO’s report there are more girls in schools than boys and similarly female teachers are more than the male teachers. District has 2 specials Needs schools that privately owned with an enrolment of 98 pupils of mixed disabilities.

CHAPTER 6: WORKS AND TECHNICAL SERVICES

The Works Sector comprises of two Departments (Roads and Technical Services and that of Rural Water and Sanitation). The sector further has to ensure proper quality in design, construction, inspection and maintenance of all Local Administration building structures. The District Local Government maintains District roads while Community access roads are the responsibility of the Lower Local Governments.

6.0 Roads

Lwengo District has a total of 1015.9km as its road network of which 59km are trunk roads, 447.7km are District roads, 465km are community access roads, and 43.2km are Town Council Roads of which 260km are passable. Currently the District can improve 75 kms annually which is 6% of the Total District Road Network. This is very little length if we are to improve all roads in the District which is estimated to take 6-7 years yet deterioration of these roads is on a higher profile.

Road networks are categorized into Trunk roads managed by the Central Government, Feeder roads managed by the District and Town Councils, and community roads are maintained by community members.

Works and technical services in particular the mechanical engineer always take action of knowing the status of the district vehicles and motorcycles. Monitoring has been done to the departments.

CHAPTER 7: NATURAL RESOURCES

Introduction The Department of Natural Resources comprises of the Lands Management Section, Physical Planning, Forestry, Environment & Wetlands section and Energy Sector. It is charged with the responsibility of ensuring sustainable and productive utilisation of natural resources for poverty reduction, enhanced economic growth and improved livelihoods. The largest natural resource in the District is the wetland which is associated with human activity. There is massive encroachment on wetland particularly by farmers both on private and privately owned land where wetland resources as a result of cultivation of crops and planting of exotic tree species such as Eucalyptus. Other threats are soil erosion whose magnitude and impact has been observed on hilly areas of Malongo, Kyazanga and Ndagwe sub counties. Data available has been given under the following categories:

7.8 Private Forests in the District Most of the forested areas in the District are owned by private people. Most of the privately forests are basically Eucalyptus and pine trees planted in the low lands and hill tops respectively. In all Lwengo District is endowed with a lot of wetlands and hill tops which are bare and have been depleted of grasses thus promoting soil erosion and degradation. Therefore, there is need to increase our funding from the wetland division of Ministry of Water and Environment to enhance our capacity in monitoring and supervision of wetland utilisation. In the forestry sector, there is need to encourage the private farmers with land to plant trees on hilly areas and stop draining wetlands with eucalyptus trees. There is need for restoration and reclaiming of Buyaga CFR from the encroachers or degazette the reserve.

CHAPTER 8: GENDER & COMMUNITY BASED SERVICES DEPARTMENT

Introduction:

The mandate of the department is to promote social protection and promotion of human rights as well as empowering these groups. It provides a Human face to the District Development Plan and promotes Community Level action to reduce poverty. The sector focuses on the promotion of social protection, equality, equity, human rights, culture, decent work conditions and employment.

It targets vulnerable groups like women, children, the unemployed youth, internally displaced persons, the elderly and persons with disability that are often marginalized or excluded by the community.

The Department contributes to overall District mission through promotion of social development and mind- set programs which involve positive transformation of beliefs, knowledge, attitudes and practices of people within households, communities and groups.

The production sector is comprised of five sectors namely: Agriculture, Veterinary Services, Fisheries, Entomology as well as Trade and Industry. The department also ensures that appropriate institutional linkages are maintained with all relevant sector agencies; comprising mostly crop, livestock, fisheries, forestry and industrial research, marketing organisations, NGOs and CBOs engaged in agricultural activities

9.0 Agriculture

The term agriculture is used in a very broad sense to cover all the agricultural activities namely; crops, livestock, poultry, and fish farming.

Agriculture is the most common economic activity in the District. The majority of farmers are small holders who grow both perennial and annual crops. The perennial crops include Banana, Coffee, and Tea, while the annuals include maize, sweet potatoes, beans, cassava and groundnuts. Table 9.A in the annex shows the major crops grown in the District as of 2019.

9.4 Fisheries

Introduction This section presents statistics on the numbers of fish catch, values of the fish catch, numbers of landing sites, numbers of fish ponds and the numbers of boat engines in the landing sites.

Fish farming is an activity in which farmers construct fishponds usually on their holding and introduce fish fries (young fish). Fish fries are commonly obtained from fish breeders like the Fisheries Research Institute (FRI) of the National Research Organization (NARO). Table 9.9 Number of fish farmers by Sub County
