We need to know where we are, determine where we want to reach and also know whether we have reached there. The monitoring of socio-economic progress is not possible without measuring how we progress and establishing whether human, financial and other resources are being used efficiently. However, these statistics in many occasions have been National in outlook and less District specific. The development of a District-based Statistical Abstract shall go a long way to solve this gap and provide District tailored statistics and will reflect the peculiar nature of the District by looking at specific statistics which would not be possible to provide at a higher level. Data and statistics are required for designing, planning, implementing, monitoring and evaluating development programmes. For instance, statistics on school enrolment, completion rates and dropout rates etc. are vital in the monitoring of Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes. Statistics are also needed for establishing grant aid to community schools, staff levels and other investments in the education programmes. The collection and use of statistics and performance indicators is critical for both the successful management and operation of the sectors, including Lower Local Governments. For data to inform planning and service delivery it should be effectively disseminated to the various users and stakeholders. -

Disease October November December This monthly bulletin is intended to bridge the gap between the Cholera existing weekly and quarterly bulletins; focus on a one or two disease/event that featured prominently in a given month; pro- Typhoid fever mote data utilization and information sharing. Malaria This issue focuses on cholera, typhoid and malaria during the Source: Health Facility Outpatient Monthly Reports, Month of December 2015. Completeness of monthly reporting DHIS2, MoH for December 2015 was above 90% across all the four regions. Typhoid fever Distribution of Typhoid Fever During the month of December 2015, typhoid cases were reported by nearly all districts. Central region reported the highest number, with Kampala, Wakiso, Mubende and Luweero contributing to the bulk of these numbers. In the north, high numbers were reported by Gulu, Arua and Koti- do. Kiwanuka1 Abstract Background: As ageing emerges as the next public health threat in Africa, there is a paucity of information on how prepared its health systems are to provide geriatric friendly care services. In this study, we explored the readiness of Uganda’s public health system to offer geriatric friendly care services in Southern Central Uganda. Methods: Four districts with the highest proportion of old persons in Southern Central Uganda were purposively selected, and a cross-section of 18 randomly selected health facilities (HFs) were visited and assessed for availability of critical items deemed important for provision of geriatric friendly services; as derived from World Health Organization’s Age-friendly primary health care centres toolkit. Data was collected using an adapted health facility geriatric assessment tool, entered into Epi-data software and analysed using STATA version 14. Kruskal-Wallis and Dunn’spost hoc tests were conducted to determine any associations between readiness, health facility level, and district. Results: The overall readiness index was 16.92 (SD ±4.19) (range 10.8–26.6). This differed across districts; Lwengo 17.91 (SD ±3.15), Rakai 17.63 (SD ±4.55), Bukomansimbi 16.51 (SD ±7.18), Kalungu 13.74 (SD ±2.56) and facility levels; Hospitals 26.62, Health centers four (HCIV) 20.05 and Health centers three (HCIII) 14.80. -

A Human Rights Impact Assessment of the East African Crude Oil Pipeline www.oxfam.org OXFAM RESEARCH PAPER – SEPTEMBER 2020 This community based human rights impact assessment highlights the social, environmental, cultural, and human rights risks of the East African Crude Oil pipeline for communities located along the proposed pipeline corridor in Uganda and Tanzania. Co-researched and produced by Global Rights Alert (GRA), Civic Response on Environment and Development (CRED), Northern Coalition for Extractives and Environment (NCEE), and Oxfam, it identifies and documents the actual and potential human rights implications of this major infrastructure project and makes recommendations to the governments and the companies to mitigate the adverse impacts, and to increase the positive impacts of this project and advocate for inclusiveness, transparency and accountability. 2 © Oxfam International September 2020 This paper was written by Andrew Bogrand, Caroline Brodeur, Devota Mbenna, Joy Akoli Atine, Clare Ayebare, Bashir Twesigye, and Scott A. Chapter The Impacts of Climate Change in Lwengo, Uganda Shyamli Singh and Ovamani Olive Kagweza Abstract Climate Change has become a threat worldwide. Vulnerable communities are at foremost risk of repercussions of climate change. The present study aimed at highlighting a case study of climate change impacts on Lwengo District of Uganda. Out of the total geographical area of the district, 85% hectares are under cultivation and most of its population depends majorly on the rain- fed agriculture sector to meet the food requirement and as a major income source. With the changing climatic conditions, agriculture is the major sector which is being impacted. The region has experienced disasters from some time, usually the second seasons rains used to result in such disasters but since 2016 both seasons have occurred disasters, which majorly include hailstorm, strong wind, long dry spells, pests and diseases. The situation became more severe due to shortage of availability of skilled human resources, quality equipment for disaster management, limited financial resources and weak institutional capacity, which resulted in increasing vulnerability of small farm holders. Some of the adaptation strategies are being taken up by the govern- ment but there is a need to understand prospects of decision-making that are site specific and more sustainable for smallholder communities. Climatic changes pos- sess many obstacles to farming communities which require sustainable adaptation to enhance the adaptive capacities of the communities through continued produc- tion systems, which are more resilient to the vagaries of weather. Farmers are practising such options which are location specific, governed by policy framework and dependent on dynamism of farmers. -

This Strategic Program for Climate Resilience (SPCR) is a framework for addressing the challenges of climate change that impact on the national economy including development of resilience by vulnerable communities. The overall objective of the SPCR is to ensure that all stakeholders address climate change impacts and their causes in a coordinated manner through application of appropriate measures, while promoting sustainable development and a green economy. They will be given Maama kits, basins and Mosquito nets for the pregnant mothers. This will handle seven hundred fifty (750) vulnerable pregnant mothers within the three districts for two years providing 750 maama kits, 750 mosquito nets, and 750 basins within those two years Lwengo District is bordered by Sembabule District to the north, Bukomansimbi District to the north- east, Masaka District to the east, Rakai District to the south, and Lyantonde District to the west. Lwengo is 45 kilometres (28 mi), by road, west of Masaka, the nearest large city. The coordinates of the district are: 00 24S, 31 25E. Masaka District is bordered by Bukomansimbi District to the north-west, Kalungu District to the north, Kalangala District to the east and south, Rakai District to the south-west, and Lwengo District to the west. The town of Masaka, where the district headquarters are located, is approximately 140 kilometres (87 mi), by road, south-west of Kampala on the highway to Mbarara.
