LYNDON BAINES JOHNSON L I B R A R Y & M U S E U M www.lbjlibrary.org Revised December 2010 FOREIGN AID, FOOD FOR PEACE, AND ECONOMIC DEVELOPMENT IN ASIA, AFRICA, AND LATIN AMERICA INTRODUCTION This guide lists the principal files at the Johnson Library that contain material on foreign aid (excluding military assistance programs), food for peace, and economic development in Asia, Africa, and Latin America, but it is not exhaustive. Researchers should also consult the regional guide for additional materials on the geographic areas in which they are interested. While most of the collections listed in the guide have been processed and are available for research, some files may not yet be available. Researchers should consult the Library’s finding aids to locate additional material and to determine whether specific files are available for research. Some of the finding aids are on the Library’s web site, www.lbjlibrary.org, and many others can be sent by mail or electronically. Researchers interested in the topics covered by this guide should also consult the Foreign Relations of the United States. This multi-volume series published by the Office of the Historian of the Department of State presents the official documentary historical record of major foreign policy decisions and diplomatic activity of the United States government. In looking back on 2018... I see how much change you’ve made possible in the hardest places around the globe through your partnership with Food for the Hungry (FH). I am in awe of the impact you’ve had on countless families and children. Thank you for your faithful support. As you read this report, I hope you’ll see — as I did — the many ways you’ve contributed to ending poverty in countries like Guatemala, Bangladesh, and Uganda. Through your prayers, generous gifts, and God’s grace, you’ve helped leaders and families work toward a sustainable, poverty-free future. Communities now live with renewed hope and vitality. That’s because at FH, we plan our exit strategy when we enter a community. It is thrilling to see communities take control of their future. We couldn’t do this without the help of so many compassionate partners and friends, like you. I’m also grateful for the new partnerships we have with more Christian artists — like music veteran TobyMac or American Idol star Mandisa. These inspiring leaders use their platform to appeal for sponsoring children. I look forward to welcoming more in 2019. Another highlight of last year was the growth of the Children in Crisis fund. These small gifts of $4 or $5 have been key to providing emergency services and relief when disaster or violence strikes vulnerable communities. In 2018, you stepped out in faith as together we follow Jesus. There has been a profound impact on the lives of the most vulnerable in over 20 countries. -

The Kennedy Administration’s Alliance for Progress and the Burdens of the Marshall Plan Christopher Hickman Latin America is irrevocably committed to the quest for modernization.1 The Marshall Plan was, and the Alliance is, a joint enterprise undertaken by a group of nations with a common cultural heritage, a common opposition to communism and a strong community of interest in the specific goals of the program.2 History is more a storehouse of caveats than of patented remedies for the ills of mankind.3 The United States and its Marshall Plan (1948–1952), or European Recovery Program (ERP), helped create sturdy Cold War partners through the economic rebuilding of Europe. The Marshall Plan, even as mere symbol and sign of U.S. commitment, had a crucial role in re-vitalizing war-torn Europe and in capturing the allegiance of prospective allies. Instituting and carrying out the European recovery mea- sures involved, as Dean Acheson put it, “ac- tion in truly heroic mold.”4 The Marshall Plan quickly became, in every way, a paradigmatic “counter-force” George Kennan had requested in his influential July 1947 Foreign Affairs ar- President John F. George Ward Senior Vice President for International Programs World Vision Testimony before the Senate Foreign Relations Committee Hearing On Child Hunger and Malnutrition September 26, 2006 Introduction Mr. Chairman, thank you for holding this critical hearing on child hunger and malnutrition. It is a privilege to be here with such a distinguished panel. My name is George Ward and I am the Senior Vice-President for International Programs at World Vision. World Vision is a Christian relief and development organization dedicated to helping children and their communities worldwide reach their full potential by tackling the causes of poverty. We operate in nearly 100 counties with 23,000 employees. World Vision has over 3 million private donors and supporters from every Congressional district within the United States who partner with us in fighting global poverty. I am also representing the Alliance for Food Aid, which is comprised of 15 private voluntary organizations and co-ops that conduct international food aid programs.1 The Adventist Development and Relief Agency currently chairs the Alliance for Food Aid and the Alliance’s Executive Director is Ellen Levinson. PVO Contributions Mr. Chairman, it is a great tragedy that there are 400 million hungry children in the world today. About one-third of these children are under the age of five, and underweight. THE JOHNSON TREATMENT: COLD WAR FOOD AID AND THE POLITICS OF GRATITUDE A THESIS IN History Presented to the Faculty of the University of Missouri-Kansas City in partial fulfillment of the requirements for the degree MASTER OF ARTS By MARC ANTHONY REYES B.A. University of Missouri-Columbia, 2006 Kansas City, Missouri THE JOHNSON TREATMENT: COLD WAR FOOD AID AND THE POLITICS OF GRATITUDE Marc Anthony Reyes, Candidate for the Master of Arts Degree University of Missouri – Kansas City, 2014 ABSTRACT In 1966, President Lyndon Baines Johnson declared, “India is a good and deserving friend. Let it never be said that bread should be so dear, and flesh and blood so cheap that we turned in indifference from her bitter need.” The sweeping presidential rhetoric did not match the record. While Johnson promised India vital U.S. food aid to combat a worsening famine, he also bristled at Prime Minister Indira Gandhi’s public criticism of the U.S. military escalation in Vietnam. In this context, he ordered a review of American economic and agricultural assistance to India and pushed ahead with the implementation of the “short tether” policy – placing authorization of U.S. food aid shipments to India on a month-to- month basis, and making future deliveries contingent on the Government of India’s adoption of market mechanisms and modern technical inputs including pesticides, fertilizers, and mechanized irrigation to increase the nation’s food production – a strategy based on the U.S. agribusiness model. While surplus U.S. grains, made available to India and other nations through the “Food for Peace” program, provided relief to low-income, urban populations, this master’s thesis, drawing extensively on documents from the Lyndon B. -

Food for the Hungry Welcomes Inclusion of International COVID-19 Assistance in the American Rescue Plan Act Washington, DC (March 11, 2021) As COVID-19 continues to devastate low- and middle-income communities worldwide – disrupting critical and life-saving services that provide food, water, and healthcare to the world’s most vulnerable people – Food for the Hungry welcomes inclusion of necessary resources to support those in need around the world in the American Rescue Plan Act. The emergency stimulus package allocates $10.8 billion in international response funding to ensure that years of historic development progress are not erased by the COVID-19 pandemic and to help prevent additional vulnerable people from slipping into poverty. The nearly $11 billion in global response funds will provide: ● $800 million for Food for Peace Title II emergency food assistance through in-kind food commodities from U.S. farmers to provide food to hungry families; ● $905 million for activities that will prevent, detect, and respond to COVID-19 ● $3.05 billion for international disaster relief, emergency health activities, and emergency food security assistance ● $3.75 billion to fight HIV/AIDS, tuberculosis, and malaria, and to protect related programming from the impacts of COVID-19 ● $500 million to address COVID-19 within refugee and displaced populations, among other vital funding provisions. Fragile contexts where Food for the Hungry operates – like South Sudan, Ethiopia, Bangladesh and Mozambique – are witnessing unprecedented secondary effects from COVID-19 that are severely impacting health systems, food systems, social safety nets, and livelihoods.
