Consultation Summary - Changes to red route restrictions on Stockwell Road, near Brixton Academy

1. Background

We consulted on proposals to convert an existing loading bay into a shared- use night-time taxi rank and daytime loading bay, on the Stockwell Road outside the Brixton Academy. The consultation ran from 27 May to 24 June 2016.

Our proposal would create a new night-time taxi rank for licenced black cab taxis near the O2 Brixton Academy to help visitors get home. The existing loading bay outside property number 209 Stockwell Road would therefore operate as a taxi rank Monday-Sunday 19:00-07:00. Other vehicles would not be able to wait in the bay during these times.

The proposed loading bay hours of operation would be changed to include Sundays and therefore become no stopping at any time Monday-Sunday except 07:00-19:00. Other vehicles would not be able to wait in the bay during these times.

2. The consultation

The consultation material was available at https://consultations.tfl.gov.uk/roads/brixton-academy-taxi-ranks

The consultation was designed to enable us to understand opinion about the proposed changes.

The potential outcomes of the consultation are:  We decide the consultation raises no issues that should prevent us from proceeding, with the scheme as originally planned  We modify the scheme in response to issues raised in consultation  We abandon the scheme as a result of issues raised in the consultation

The objectives of the consultation were:  Allow stakeholders and the public to easily understand information about the proposal, and allow them to respond  To help us understand the level of support or opposition for the change  To understand any issues that might affect the proposal of which we were not previously aware of  To help us identify and understand concerns and objections  To allow the respondents to make suggestions

2.1 Who we consulted and how

We wanted to understand the views of those living and working near to where our proposals would be implemented. We sent a letter and map to approximately 162 properties and businesses in the area. The extent is shown in Appendix B.

We also issued an email to stakeholders to inform them of our consultation. Those contacted included the London Borough of , local politicians and emergency services.

A list of external stakeholders contacted is shown in Appendix D.

The consultation was published online on our consultation website and ran between the 27 May 2016 and 24 June 2016.

Copies of the letter and map we sent to residents and the email we sent to stakeholders are shown in Appendices A and C respectively.

3. Responses to consultation

We received 120 responses to the consultation. The majority of respondents identified themselves as commuters or visitors to the area. There were 39 respondents who specified ‘Other’ and most of these said they were taxi drivers. Respondents could tick more than one option.

3.2 Issues raised

We also invited people to supply comments about the proposals. The main issues raised are shown below:

3.3 Responses from stakeholders

We received three responses from stakeholders.

London Borough of Lambeth: The Head of Service – Highways & Enforcement, Neighbourhoods said he had “No objection”.

Metropolitan Police Service - Ferndale Safer Neighbourhoods Team wrote to say. In the interest of safety Astoria Walk is closed during the events at the O2 Academy. At a large event 15 - 20 door staff and 10 police officers will be attempting to ensure safety for people from buses and Uber cars in this vicinity. I would recommend a taxi rank further down Stockwell Road. It would be impossible to move in or out of your proposed bay at peak events.

O2 Academy Brixton: The General Manager wrote to say, whilst the provision of a dedicated space for taxis to help people getting home from a show at the O2 Academy Brixton is a good idea, he believes the location at presently identified is unsuitable.

4. Our decision

Having considered the responses to the consultation, we have decided not to go ahead with the scheme. Although the majority of comments supported the provision of a night-time taxi rank here, we understand the concerns raised by the O2 Academy and the Metropolitan Police Service regarding the proposed location of the night time taxi rank. Therefore, no changes will be made to the loading bay at this time, and we are looking at an alternative location for the taxi rank. We will write to residents, businesses and stakeholders once we have the new designs.
