During the interactive dialogue at the Human Rights Council’s thirty-sixth session, many States requested the Special Rapporteur pay particular attention to the human rights impact of the political situation ahead of the national elections. As the annual report to the Council was submitted before the election held on 29 July 2018, this addendum seeks to analyse the human rights situation in Cambodia during the electoral period, as well as the impact of the elections thereon. This addendum includes information up to 15 August 2018, when the final results were announced. Many of the concerns related to legislation and individual cases have previously been raised with the Royal Government of Cambodia in communications. A draft of this addendum was shared with the Government on 20 August. This addendum includes information on specific cases and alleged violations of human rights received by the Special Rapporteur. Some names and other personal identifying details have been withheld where divulging them may place the source at risk: details have only been included with the explicit informed oral consent of the source. mCÄmNÐlÉkßrkm<úCa DC-Cam’s Promoting Accountability Project A Field Trip’s Report in Veal Veng District, Pursat Province May 18-24, 2011 By Long Dany General Description and Brief History of Districts After the integration of the Khmer Rouge forces by the Cambodian government in 1996, Veal Veng was created as a district in Pursat province. Previously, Veal Veng had been one of the communes included within the Kravanh district. Veal Veng is approximately 120 kilometers from Pursat, and it can be reached by Road Number 56 which links Pursat and Veal Veng across the Kavanh district. The road between Pursat and Kravanh district is paved and smooth, but the road from the Kravanh district to Veal Veng is bumpy and rough. It is a gravel paved road with several old and ailing bridges. The Veal Veng district town is located 75 kilometers from the Thai border of the Trat province. The border checkpoint is called Thma Da. Nowadays, the authorities of both countries allow their citizens to cross the border only on Saturdays. Approximately 60 kilometers south of the Veal Veng district is the O Ta Som commune, where a Chinese company is building a hydroelectric power station. O Ta Som is just about 40 kilometers from the Koh Kong provincial town. Veal Veng comprises of five communes: Pramoy, Anlong Reap, O Ta Som, Kra Peu Pi, and Thma Da. Veal Veng has a population of 13,822 people—3,197 families. At the present time, the government is drafting a decree to create more communes and villages for Veal Veng because of its huge space of land. -

MATSUSHIMA (e-mail: [email protected]) Summary Under the Plant Genetic Resources in Asia (PGRAsia) project, National Agriculture and Food Research Organization (NARO) and Cambodian Agricultural Research and Department Institute (CARDI) have conducted several collaborative explorations in Cambodia since 2014. As part of the project, we surveyed and gathered plant genetic resources in Southern Cambodia from October 1 to 10, 2019. In the survey, we explored the genetic resources in 14 districts of Southern Cambodia in Svay Rieng, Pery Veng, Kandal, Phnom Penh, Kampong Speu, Preah Sihanouk, Koh Kong, Kampot, and Takeo provinces and collected 85 accessions from farmers’ storages, back yards, or fields. The accessions corresponded to Solanaceae (34), Cucurbitaceae (35), Fabaceae (8), and Amaranthaceae (8). Among 34 Solanaceae accessions, 29 were from C. frutescens. As the present study was conducted in a flood-prone area, vegetable cultivation during the rainy season was low, and flood-tolerant luffa and hyacinth bean were considered important vegetables for cultivation. -
Cambodia: Human Rights Before and After the Elections
May 1993 Vol.5 No.10 CAMBODIA: HUMAN RIGHTS BEFORE AND AFTER THE ELECTIONS I. INTRODUCTION Cambodians will go to the polls on May 23 in an atmosphere of political and ethnic violence and renewed civil war. The elections are the culmination of a 17-month United Nations presence, the largest, most ambitious and most expensive peace-keeping effort ever, which was supposed to bring about an end to the conflict. Instead, Cambodia is faced with as much fighting as when the United Nations Transitional Authority in Cambodia (UNTAC) entered the country in March 1992, and a spiralling level of serious human rights abuses. The "neutral political environment" that was supposed to be the precondition for elections is entirely absent. The five permanent members of the Security Council and other drafters of the 1991 Paris peace accords, formally known as the Agreements on a Comprehensive Political Settlement of the Cambodia Conflict, are determined to go ahead with the elections regardless. But what happens on May 23 is almost less important than what happens in the days after the results are announced. Asia Watch believes that an analysis of the missteps that led to the current human rights situation is critically important to determining how, or perhaps whether, human rights of Cambodians can be protected under whatever government comes to power then. The reasons for the deterioration in the human rights situation in late 1992 and early 1993 are complex. None of the parties to the conflict has a history of respect for human rights and one, Democratic Kampuchea, better known as the Khmer Rouge, has one of the worst human rights records in modern history. -

Order Code RL32986 CRS Report for Congress Received through the CRS Web Cambodia: Background and U.S. Relations July 8, 2005 Thomas Lum Asian Affairs Specialist Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress Cambodia: Background and U.S. Relations Summary Cambodia has made some notable progress, with foreign assistance, in developing its economy, nurturing a civil society, and holding elections that are at least procedurally democratic. A number of significant problems remain, however. Weak legal and financial institutions, corruption, political violence, and the authoritarian tendencies of the Cambodian Prime Minister, Hun Sen, have discouraged foreign investment and strained U.S.-Cambodian relations. U.S. interests in Cambodia include human rights, foreign assistance, trade, and counter terrorism. Several current measures by the United States government reflect human rights concerns in Cambodia. Since 1998, foreign operations appropriations legislation has barred assistance to the Central Government of Cambodia in response to Prime Minister Hun Sen’s seizure of power in 1997 and sporadic political violence against the opposition. The United States has also withheld assistance to the Khmer Rouge tribunal unless standards of judicial independence and fairness are met. Despite these restrictions, Cambodia remains the third largest recipient of United States assistance in Southeast Asia after Indonesia and the Philippines. S.Res. 65would call upon the Government of Cambodia to release Member of Parliament Cheam Channy from prison and to restore the immunity from prosecution of opposition parliamentarians. In 2005, the State Department placed Cambodia in Tier 3 as a country that had not made adequate efforts to eliminate trafficking in persons. -

The CCHR calls on Judge Thor Saran to clarify his recent comments in relation to charges against Mr. Pen and to explain his role in the removal of the provincial coordinator from Ratanakiri. The CCHR is concerned that the case of Pen Bonnar represents evidence of a practice in Cambodia whereby the threat of legal charges is used to silence the voices of human rights activists and to curtail freedom of expression. The removal of Mr. Pen from Ratanakiri follows an extrajudicial and ultra vires request by Judge Thor to the administration of ADHOC that they remove Mr. Pen from the Province. In so doing, Judge Thor advised, ADHOC would remove Mr. Pen from the jurisdiction of the Provincial Municipal Court of Ratanakiri thereby ensuring that charges of incitement against him would be dropped; “it is easy to end the case and the court can compromise, drop his case and avoid [his] detention”. This latest crackdown on freedom of expression was sparked by criticism of a controversial border deal reached with Viet Nam by Prime Minister Hun Sen in October 2005. Hun Sen said at the time that he would sue anyone who accused him of "selling territory", and since then a government lawyer has filed charges of "defamation", "incitement to commit a crime" and "disinformation" against civil society groups, people close to the former king, and human rights defenders. -

Ms. Seng has been a leader in Cambodia’s civil society since 2006 and is widely known for her involvement in the Extraordinary Chambers in the Courts of Cambodia.
