sealed bids for the following prime contract will be received for the construction of New Dover High School located in Dover, Delaware. Bids will be received at the Professional Development Administration Building located at 198 Commerce Way Dover, Delaware 19904-8210 until 3:00 pm local time on July 2, 2013, at which time they will be publicly opened and read aloud. Bidder bears the risk of late delivery. Any bids received after the stated time will be returned unopened. The time and location of the bid opening may be extended with a minimum of two (2) calendar days’ notice to the Bidders. DEFINITIONS 1.1 Bidding Documents include the Contract Documents, Invitation to Bid, Instructions to Bidders, the Proposal Forms, Contract, General Conditions of the Contract, Supplementary Conditions, Specifications, Plans, and any Addenda issued prior to receipt of bids. 1.2 All definitions set forth in the General Conditions and the other Contract Documents are applicable to the Bidding Documents. 1.3 “Addenda” are written or graphic instruments issued by the Architect/Engineer prior to the receipt of bids which modify or interpret the Bidding Documents, by additions, deletions, clarifications or corrections. Addenda become part of the contract documents upon execution of the agreement. 1.4 The term Work is defined in 1.1.3 of the General Conditions. 1.5 A “Unit of Work” includes all Work covered by the one or more Sections of the specifications listed under that particular Unit of Work in Section 01 11 00 ‐ SUMMARY OF WORK.     Wired, Optical, and Wireless Communications Book Outside Plant Chapter What is the Outside Plant The first topic to consider is what is the outside plant? In general outside plant connections are those exterior to a building. Typically these are used to connect one building to another. This type of connection can be completed using wired media or a wireless connection. Standards and Codes Adherence to applicable standards and codes is required for any network construction project. A standard is used to provide guidelines for the type of material to use, as well as suggested installation practices. Notice that a standard is not a requirement. A standard is designed to achieve a basic level of performance. While it is true that many extant networks function without applying these standards, eventually they are overwhelmed by errors when the load on the network increases to a level such an ad hoc network cannot sustain. Troubleshooting is then very difficult. Time is wasted attempting to determine how the network was constructed. Codes were created to protect lives and property. Ignoring codes leads to legal liability at the least. Often work must be redone when an inspection reveals lack of compliance. A code is a requirement. The authority having jurisdiction or AHJ decides what codes to require. In most cases this will be a city government. Some areas, such as rural areas, may not have as many codes in their jurisdiction. Nevertheless, the commonly adopted codes should be adhered to, even if they are not required. An outside plant installation must be done following the applicable codes and standards in case of an accident or dispute.

    Connect to wavelength management As consumers purchase more and more devices (cell phones, televisions, laptops, etc.) communication networks supporting these devices need to evolve to supply enough bandwidth for the increasing demand. One of the leading technologies allowing network operators to increase network density while leveraging current infrastructure is wavelength-division multiplexers (WDM). The WDM devices are placed within fiber optic hardware solutions which are typically located within the central office, headend, and the outside plant (OSP). As networks continue to evolve, WDM solutions become critical in maximizing the density and functionality required for modern optical distribution networks. You may ask, how do WDM solutions work? Similar to how prisms break out the visible light spectrum, WDM devices combine or break out wavelengths on a single fiber, enabling you to maximize fiber usage. A multiplexer (mux) combines these wavelengths over the fiber. A demultiplexer (demux) takes the combined wavelengths separating these into the individual signals. Therefore, a mux and demux are used to transmit and receive wavelengths between devices to exploit the full range of capabilites of the fiber within the network.
