Many people who are concerned about the protection of the environment and na- ture on the island are disturbed by the fact that the island government has given a developer a construction permit to build 44 villas and a 50-room hotel on the man- grove shores of Lac Bai. This area has been decreed a “Ramsar site,” whereby the area is protected from rampant development. The concern is that the land was granted to the developer without any environmental impact study being done, as is required by law.
