Foreword
Faculty of Engineering, Science and Technology (FoEST) of National
University of Timor Lorosa’e (UNTL) has its own vision to be the Center
of Excellence for Science and Technology in Timor-Leste. To achieve that vision, the FoEST puts more effort to create an appropriate academic environment for education and research activities through cooperation with national and international agencies.
Since UNTL established back in 2000, the FoEST has started its technical cooperation with Japan International Cooperation Agency (JICA), which mainly supporting laboratory equipments for research activity, capacity development for faculty staffs and better improvement of faculty management.
In order to conduct more technical cooperation in a way of achieving mutual comprehensive objective among parties, the FoEST expanded its structural function, namely Vice Dear for Research and Cooperation Affairs to promote research and cooperation activities. Under the role of this division, we hope that the FoEST will be able to provide sufficient information, identify all necessary demand and needs, and provide gaps and opportunity for further cooperation with existing and/or other new parties.
Finally, we are and always in strong commitment to cooperate with you, to improve the quality of education in engineering field. Through education and research in FoEST, we are aiming to educate promising students who can actively contribute to the national development and society in Timor-Leste.

Foreword
In 2014, the new division was added to the existing hierarchy chart of the Faculty of Engineering, Science and Technology (FoEST), i.e. Cooperation and Research. The main task of
this new division is to promote cooperation and research.
Of course Cooperation and research is not something new for the FoEST, since there have been many cooperation in the past and ongoing that involving the FoEST with other institutions. The FoEST will make sure to continue every possible cooperation with relevant institutions and strengthen research activities which can contribute to the national development and society.
This simple booklet is just a brief overview on the Faculty of Engineering, Science and Technology and profile of lecturers in the five existing departments i.e. Civil Engineering, Electrical and Electronic Engineering, Geology & Petroleum Engineering, Informatics Engineering, and Mechanical Engineering. The purpose is to briefly introduce resources that the FoEST has.
Hope this booklet will provide immediate required information. The details can be obtained with every department in the FoEST.

- I.
- Background
The Faculty of Engineering, Science and Technology (FoEST), is one out of seven existing faculties under the Universidade Nacional Timor Lorosa’e (UNTL). The FoEST runs all its activities in UNTL Hera campus, about 10 kilometers to the east from Dili, originated from the former Polytechnic Dili (1990-1999) that was established under Indonesia government. In 2000, under the auspices of UNTAET by merging two academic institutions, the University of Timor-Timur (1986-1999) and the Polytechnic of Dili, UNTL was established. As the only public institution of higher education in Timor Leste, UNTL is crucial to provide an effective response to the creation of the human resource, fundamental to a sustainable and proactive in national socioeconomic development. After the establishment of the UNTL, Mr. Inacio Freitas Moreira,M.Eng was appointed as the first dean of the FEST.
The FoEST started its program by introducing the Diploma Program (D III) in 2000 which was mainly for three departments, i.e. Civil engineering department, Electrical and Electronic engineering department and Mechanical engineering department. In 2010, the D III program was terminated and shifted to undergraduate (S-1) program. Currently, the FEST has five departments for S-1 program; i.e.: Civil engineering department, Electrical engineering department, Geology & Petroleum department which was established in 2012, Informatics engineering department established in 2010, and Mechanical engineering department.

- Vision and Mission of the FoEST
As an institution under UNTL, the FoEST also has its own vision and mission which described in the statute of the faculty of engineering, science and technology.

The Vision of the Faculty of Engineering, Science and Technology (FoEST): 1. The Faculty of Engineering, Science and Technology pursues the Vision of
National University Timor Lorosa'e that is to be the Center of Excellence for Higher Education in Timor-Leste.
2. The Faculty of Engineering, Sciences and Technology pursues its own Vision, which is to be the Center of Excellence for Science and Technology in TimorLeste.

2) Mission
The Faculty of Engineering, Science and Technology pursues the following mission
(Official-Portuguese version):
1. Promover uma cultura tecnocrática orientada para o desenvolvimento e baseada nas necessidades da comunidade;( To promote a technocratic culture oriented to the development and based on the needs of the community ;)
2. Produzir intelectuais e professionais possuidores de conhecimento tecnocrático de qualidade e excelência;( To produce intellectuals and professionals who possess quality of technocratic knowledge and excellence ;)
3. Desenvolver actividades de pesquisa relativamente às areas de tecnologia e informática com respeito pela sustentabilidade ecológica; (To develop research activities in the areas of technology and informatics that respect the ecology sustaintability;)

- Human Resources and Laboratories
Human resources and facilities in the FoEST are playing such an important role in order to implement all educational activities smoothly; such as, teaching and learning process and research. As of October 2015 there are eighty (80) permanent lecturers and 1201 registered students that work and study in the FoEST which distributed among five (5) available departments. The break down figure of staffs and students can be seen in table 1.

Generally, almost all lecturers graduated from overseas universities, such as, Australia, Brazil, Indonesia, Japan, Philippine, and Portugal. The profile of each lecturer in the FoEST can be seen in the profile part of this booklet.
The FoEST has its own buildings for all five departments located in Hera where all educational activities concentrated on. Apart from buildings, there are also library, computer laboratories and laboratories for every department to conduct laboratory practices, material testings, experiments and researches. These facilities are powerful tools to support those who are conducting researches and strengthen theoretical knowledge delivered during the class lectures.

- IV.
- Cooperation and Research
In 2014, the FoEST adding one more division, cooperation and research, into its hierarchy of structure to complete existing three divisions, i.e. academic, administration and finance, and students. The main task of this division is to promote cooperation and research with relevant institutions in order to expand its existence and contribution to the national development. Although the division itself was just established; however, cooperation and research itself is not a new things for the FoEST since the FoEST has been involving in this activities since the FoEST was established in 2000.
1. Cooperation
According to the record in the FoEST, the main and important cooperation that the
FoEST has is with the government of Japan through its agency JICA. Both sides have been cooperating together since 2001, where the cooperation covered mainly for three departments which existed at that time i.e. Civil Engineering department (CE), Electrical and Electronics Engineering department (EEE), and Mechanical Engineering department (ME).The cooperation started with the grant aid for the urgent rehabilitation of buildings in Hera campus (2001-2003). In 2003 – 2005, several experts from Japan were dispatched to the FoEST Hera in order to strengthen teaching capacity of lecturers. In 2006 – 2010, the technical cooperation
project called “Capacity Development for teaching staff in Faculty of Engineering (CADETES)” was implemented in order to enhance the capacity of teaching staff. During this
period, some staffs were sent to continue their master courses in Japan, in which they have returned to work in the FoEST and other institutions. To follow up this cooperation, in 2010 – 2016 another project called CADEFEST was established which is a booster project in order to strengthen the capacity of education and research, and faculty management to a competitive level. During the implementation of the projects, there are three universities from Japan involved as partners to three departments i.e. Yamaguchi University (Replaced Saitama University) with CE, Gifu University with EEE, and Nagaoka University with ME. The history of the cooperation can be seen on figure 1.

The activity of JICA-CADEFEST project has been terminated on March 2016 since the duration of the project was over. To anticipate this, the new project proposal for continuation of the program has been submitted to the government of Japan and it has been approved in 20016 to continue with the JICA-CADEFEST phase 2. In the next project
framework, the overall goal of the project is “The FoEST becomes center of excellence of engineering field in Timor-Leste”. The goal is in line with the vision of the FoEST as stated
earlier, i.e. to be the Center of Excellence for Science and Technology in Timor- Leste.
The new project will be focusing on quality of education and graduates, research, and management, where linking to the society will be an important agenda to achieve the goal of the project. It will be a challenge for all staffs in the FoEST to work harder in order to achieve the goals. The new framework of the project can be seen on Fig.2.

Apart from the existing cooperation with JICA, there are also another existing cooperation i.e. cooperation with OSAKA GAS FOUNDATION that supports students of the FoEST by giving OGFICE scholarships for every four best students per department per year and a visiting program to Osaka-Japan for two teaching staffs of the FoEST every year. The FoEST through its departments also established specific cooperation with universities in Japan, such as; Civil engineering department of Yamaguchi University and Civil engineering department of the FoEST. With universities in Portugal and Brazil, the cooperation is mainly to send staffs of the FoEST to continue their studies in master and Ph.D level of education. Those universities are; Universidade do Aveiro, Universidade do Algarve, Universidade de Coimbra, Universidade de Evora, Universidade do Minho, Universidade do Porto, and Universidade do Estado de Santa Catarina-UDESC (Brazil). In the past, The FoEST used to cooperate with FUP (Fundação de Universidade Portugueses) that runing the bachelor (D-III) courses for departments of Electrical engineering and Informatics.
