The system is structured so that the primary school cycle lasts 6 years, lower secondary lasts 3 years, and upper secondary lasts 2 years. Data source: UNESCO Institute for Statistics Data Source: UNESCO Institute for Statistics 2017 SCHOOL PARTICIPATION AND EFFICIENCY The percentage of out of school children in a country shows what proportion of children are not currently participating in the education system and who are, therefore, missing out on the benefits of school. In Venezuela, 6% of children of official primary school ages are out of school as shown in Figure 4, which also considers the proportion of children out of school by different characteristics wherever data is available. For example, Figure 4 shows that approximately 4% of boys of primary school age are out of school compared to 7% of girls of the same age. FIG 4. Figure 6 displays gross indicators (which include under- and over-age students) and net indicators (which include only on-time students of official school age) for student intake, participation, and flows. In Venezuela, the gross enrollment rate in primary education is 93% for both girls and boys combined. This decreases to 89% in lower secondary, with a student transition rate to secondary school of 99%. In Venezuela, the primary net enrollment rate is 84% and the primary completion rate is 89%. Both of these indicators provide a sense of the progress a country is making towards universal primary education -- a key UN Millenium Development Goal -- and, for Venezuela, suggest that the country has yet to achieve universal primary education. Figure 7 displays the repetition rate in primary education, showing the specific grades in which students are more likely to repeat. It suggests that of the first 5 grades of primary in Venezuela, students are more likely to repeat grade 1. The repetition rate in grade 1 is 3.9% (for both males and females), which is 1.0 points higher than the average repetition rate across primary grades of 2.9%. FIG 6. In this profile, learning is measured through literacy 100 rates, which are important because literacy is a foundational skill needed to attain 66 th percentile higher levels of learning, and national performance on learning assessments. Figure 8 demonstrates where Venezuela stands in comparison to other low and middle income countries in access to education, measured as the primary school net enrollment rate, and youth literacy. Compared to other countries, Venezuela ranks at the 24 percentile in 33rd percentile access and at the 66 percentile in learning. Figure 9 compares youth and adult literacy 75 rates and shows that, in Venezuela, the literacy rate is 99% among the youth population; this is lower than the average youth literacy rate in other upper middle Other countries income countries. PPE indicates a country's commitment to education at each school level. In Venezuela, PPE in primary education as a percentage of GDP per capita is 19%, higher than the median PPE in primary for upper middle income countries, which is 16%. In Venezuela, the PPE in primary is higher than the PPE in secondary. PTR is a proxy learning quality and resource availability indicator. FIG 11. The percentile rank that is given indicates Venezuela's standing relative to these country groups. A higher percentile rank indicates better relative performance than a lower percentile rank. Percentile rankings above 66% are considered high and colored in green, rankings between 33% and 66% are considered average and colored in yellow, and rankings below 33% are considered low and colored in red. For example, the gross enrollment rate for females in primary education in Venezuela is 92%. For this indicator, Venezuela ranks in the 15 percentile relative to all countries, meaning that 15% of countries have lower gross enrollment rates than Venezuela. As another example, the survival rate to grade 5 of primary school for males in Venezuela is 87%, and Venezuela ranks in the 38 percentile relative to all countries, in the 30 percentile relative to Latin America & Caribbean, and in the 50 percentile relative to low and middle income countries for this indicator. Conceptualizing universities as political institutions that occupy a liminal position within the borderlands of state and society, and using an approach that emphasizes the relational and procedural nature of political change, I compare four higher education initiatives advanced by Venezuelan reformers: a series of universalization programs, the 2001 Organic Education Law, the 2009 Organic Education Law, and the 2010 University Education Law. My analysis reveals that the adoption and implementation of these initiatives primarily depended upon how the distribution of institutional autonomy and capacity between the state and the oppositional university sector conditioned the strategic choices of key actors. Such high numbers of adults are observed in Venezuela because of the fact that in this country gradually declined the birth rate and increased life expectancy over 50 years, by reducing the overall speed birth rate from 6.8 to 2.6 children per woman between 1960 and 2010, improving education, increasing participation of women in the labour mar - ket, urbanization etc. Fertility in Venezuela, according to the 2011 year was about 19.78 per 1,000 people, the mortality rate was about 5 to 1000, and population growth 1.48% annually.

First, we show that returns to education decreased significantly in Venezuela from 2002 to 2008. Subsequently, we explore the JEL classification: impact of the program on non-program participants and provide evidence that a substan- J2 J24 tial part of the falling returns at the tertiary level can be linked to Mission Sucre. Our results J38 suggest that the reform created a negative externality on students who did not participate I21 in the program, leading to a 2.7 percentage point decline in returns to university education O12 for non-Mission Sucre students in the 23–28 age cohort.
