MESSAGE FROM OFFICER-IN-CHARGE It is a pleasure to welcome you to NBCD School. The School from its modest start in 1953, (when it was known as the ABCD School) today boasts of state of the art ‘Simulator Triad’ like the Damage Control Simulator, Fire Fighting Training Simulator and the NBC Simulator which aid the School in imparting training under near realistic conditions that are encountered onboard our ships. The School is classified as a Cat A Training School taking into considera- tion the large throughput of trainees at this School. I strongly believe that the efficiency in operations at sea, particularly those of NBCD are a direct manifestation of quality and effectiveness of training that is being imparted at NBCD School. My endeavour at NBCD School, therefore, has been towards the creation of favourable conditions to achieve greater training standards. The driving force behind NBCD School are my men who have put in strenuous and honest hard work and we, at NBCD School continue to focus towards teaching, training and testing each and every soul coming to us to achieve the highest mandated training standards. S Sabesan Captain TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO FLOAT TO MOVE TO FIGHT Officer-in-Charge The NBCD School was established in 1953 as the Atomic Biological Chemical Defence and Damage Control School and was the only school of its kind in the country at that time. The school was christened as NBCD School in 1965 and has grown from a modest start with few fire trays and handful of appliances to a well integrated and equipped NBCD training establishment of the Indian Navy. The NBCD School primarily conducts training on defence against Nuclear, Biological and Chemical Warfare besides Damage Control and Fire Fighting tactics for Indian Navy, Indian Coast Guard, Indian armed forces personnel, personnel from friendly foreign Navies and other few civilian personnel as directed by IHQ MoD (Navy). Post establishment in 1953, the primary aim of the school was to train naval personnel in NBC counter measures, damage control and fire fighting. The first course for officers was conducted in 1954 and the first sailors course was conducted in 1955. TRAINING Cdr Manish M Mantravadi is tenanting the appointment of Chief Instructor. His qualifications include MSc (Defence Studies), BSc (Spl), Long Gunnery and NBCD Specialisation. The of- ficer has also undergone NBC Battalion Cdrs Contingency Course at Kostroma, Russia and the NBC—Live Chemical Agent Training in Czech Republic. The officer has commanded IN Ships Kakinada and Sagardhwani. The officer has also served as the CdNBCDO, HQSNC and Fleet NBCDO in the Western Fleet. Responsibility. Training of IN, ICG, Indian armed forces personnel, personnel from friendly foreign Navies, civilians and other personnel through conduct of basic and specialist NBCD courses. Communicate with all Commands for implementation of extant NBCD policies and highlight any shortcomings therein. Recommend improvement/ augmentation/ changes in Nuclear Biological Chemical, Fire Fighting and Damage Control training and infrastructure across the Indian Navy. Interact with defence and civil organisations with parallel mandate such as BARC, NCDC, INMAS, CFEES, DL Jodhpur, DRDE Gwalior, CME, NDRF Talegaon, AFINBCP Arjangarh and TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT so on to remain abreast on latest trends in the field of NBCD. POLICY & TRIALS Cdr MPS Azrot is tenanting the appointment of Staff Officer (Policy & Trials). His qualifi- cations include B.E. (Mechanical) and NBCD Specialisation Course. The officer has served onboard INS Darshak, INS Nirghat, INS Car Nicobar as EO and onboard INS Ranveer as NBCDO. Responsibility. Evaluation of design features, functional aspects and performance of all NBCD equipment/ systems fitted onboard new construction ships. Undertake user trials of NBCD equipment as directed by IHQ MoD (Navy). Formulation/ revision of NBCD documents/ books/ records, as directed by IHQ MoD (Navy). Recommend new policy initiatives and advisories to IHQ MoD (Navy) for implementation by FOST and Op Authorities based on analysis of incidents. Issue periodic NBCD advisories, publications, acquaints, alerts and handbooks to Commands/ Units to facilitate training at field/ ship level and enhance safety measures. TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT FIRE FIGHTING WING Lt Cdr VK Singh is tenanting the appointment of Senior Instructor Fire fighting Wing. His qualifications include BSc and NBCD Specialisation Course. The officer has served onboard INS Chennai and INS Trikhand as NBCDO. The Fire Fighting Wing is responsible for imparting training related to various firefighting as- pects. From its humble beginning of training on few fire trays, this wing has come a long way and has made a paradigm shift by commissioning Fire Fighting Simulator ‘AJAR’ on 18 Sep 14. This facility is one of its kind in Asia and can create conditions that would be present during an actual fire incident and thus provides an ideal opportunity for the trainees in gaining hands on experience. Ajar comprises different modules which are similar to ship’s galley, engine room, mess decks and helo deck for providing extensive training. This facility utilizes propane gas, which is a clean fuel for generating fire. Support facilities like emergency backup power, recycling of water, BASSCA charging, changing room, demonstration space, class rooms and office accommodation are available within this facility. The simulator is controlled by a state of the art PLC based control system with built in safety features. TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT DAMAGE CONTROL WING Lt Cdr RM Shukla is tenanting the appointment of Senior Instructor DC Wing. His qualifications include BE and NBCD Specialisation Course. The officer has served onboard INS Kochi as NBCDO prior taking up his pre- sent appointment. The Damage Control Wing is responsible for imparting training related to hull, stability and damage control onboard ships. In order to provide realistic training and create situations akin to that faced onboard ships, the NBCD School commissioned Damage Control Simulator ‘AKSHAT’ on 18 Dec 2001 which is state-of-art facility and first of its kind in Asia. This facility is a three deck struc- ture and comprises 19 compartments. Akshat can create roll upto 20 degrees with simultaneous simu- lation of conditions that would resemble any flooding incident onboard. This facility has the capacity to train 40 personnel at any given time. Since its inception in 2001, this facility has provided training to vast number of trainees till date. Taking a note of the various training benefits accrued through this simulator, our friendly foreign country Myanmar with support from India has commissioned similar facility in their country. TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT NBC WING Lt Cdr V R Raju is tenanting the appointment of Senior Instructor Nuclear Biological and Chemical Wing. He is an Electrical Engineer and an NBCD Specialist. The officer has served onboard INS Kamorta as NBCDO. He is also an Radiation Safety Officer of the Unit The NBC Wing imparts training on various marine based NBC defence aspects. The NBC Training Facility (Abhedya) was commissioned by the Chief of the Naval Staff on 25 Mar 19. NBCTF was instituted to impart realistic training onboard ships with realistic use of all the NBC equipment. The NBCTF is capable of simulating myriad NBC scenarios and can be utilised for training on collec- tive NBC Defence procedures, standoff detection of NBC Agents, Initiation of ‘close-down’ condi- tion, operation of pre-wetting system etc. The facility comprises two things, viz a simulator and a training building. The simulator is a two-deck structure with operational pre-wetting system, fully functional DCHQ with SIRS, SICADS and BADS input, cleansing and shelter stations, DC post, Sick Bay, Control post and Bridge and is fully compliant to NES 118. The NBCTF training building houses the classrooms, NBC Model TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT Room, Nuclear Lab with Radiological sources, Chemical and Biological lab and office spaces. STABILITY Lt P Likhitha is tenanting the appointment of SO (Stability). She has complet- ed her dual degree in Ocean engineering and Naval Architecture prior joining the Indian Navy. Before taking up her present appointment, she served in War- ship Overseeing Team (Mumbai) as Naval Construction Overseer. Responsibility. Assist SI DC in revision of master syllabus and Lesson Plans of topics related to Ship Stability and dam- aged stability. Revision of lessons plans of the wigs as and when required. Undertake thorough examination of all PPTs pertaining to Stability and undertake necessary changes at regular intervals to include in force policies on this subject. Undertake CO/XO and Tech PCT classes and practical on stability. Practical are to be undertaken using the Ship Stability Model positioned at FFTF lobby. Plan and provide inputs to SI DC for Stability related classes for plotting of WTPs. TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TO FLOAT TO MOVE TO FIGHT TDEC Lt Vishal Kunte is tenanting the appointment of SO, TDEC. He has completed his B.Tech. in Mechanical Engineering prior joining the Indian Navy. Before taking up his present appointment he served as an Education Officer at INS Shivaji Responsibility.
