Open space can be publicly or privately owned. It includes agricultural and forest land, undeveloped coastal and estuarine lands, undeveloped scenic lands, public parks and preserves. It also includes water bodies such as lakes and bays. What land is defined as open space depends in part on its surroundings. A vacant lot or a small marsh can be open space in a big city. A narrow corridor or pathway for walking or bicycling is open space even though it is surrounded by developed areas. And while not strictly open space, this Plan also discusses cultural and historic resources which, along with open space, are part of the heritage of New York State. June 8, 2009 Dear Fellow New Yorker: I am very pleased to approve the 2009 Final New York State Open Space Conservation Plan, which serves as the blueprint for continuing the State of New York’s great open space conservation legacy. This Plan maintains New York’s longstanding tradition of open space conservation that makes our State a wonderful place to live and attractive to businesses, and it is one of the key elements of our economic competitiveness. Protecting Skaneateles Lake these steeply sloping hillsides secures wildlife habitat, creates new opportunities for outdoor recreation, and helps protect the health of the lake—the source of drinking water for the city of Syracuse. Protecting the Chemung River Valley The Land Trust purchased approximately 211 acres in the Chemung River valley between Elmira and Corning.
