    European Aviation Safety Agency Notice of Proposed Amendment 2018-13 Appendix I to AMC to Annex III (Part-66) Aircraft type ratings for Part-66 aircraft maintenance licences RMT.0541 (66.024) EXECUTIVE SUMMARY This Notice of Proposed Amendment (NPA) addresses a regulatory coordination issue related to aircraft type ratings. According to the AMC to Annex III (Part-66), type ratings should be endorsed on an aircraft maintenance licence (AML) in accordance with Appendix I to AMC to Part-66 ‘List of type ratings’. An NPA is issued regularly to amend this list, after assessing feedback received from the industry, and to add new aircraft types or to remove aircraft types whose type certificate (TC) has been revoked or surrendered. This NPA adds also the tables of the new Group as a consequence of the introduction of the ‘L’ licence subcategories by Commission Regulation (EU) 2018/1142. The main objective is to ensure a common standard throughout the Member States. 'Lifeline Udan' flights are being operated by MoCA to transport essential medical cargo to remote parts of the country to support India’s fight against COVID-19. The essential cargo includes reagents, enzymes, medical equipment, testing kits, Personal Protective Equipment (PPE), masks, gloves and other accessories required by Corona Warriors across the country. The status of 'Lifeline Udan' initiatve as on 30th April 2020 is attached as Annexure-I. B. Domestic and international aviation cargo/supply chains were strengthened by announcing measures for ease of doing business during unprecedented lockdown conditions across the entire supply chains extending from shipper, airline carriers, ground-handlers, airports, customs brokers/agents, and surface logistics. These included 50% waiver of demurrage to incentivise the removal of non-essential air cargo from airports, extensions of permits/approvals beyond 31 March 2020 (year-closing), deferral of IATA payments for cargo agents, etc. Some other notable actions are: (i) Taking up regulatory measures through DGCA, BCAS, AAI, AAICLAS, etc. to encourage domestic airline carriers to take up all-cargo flights by converting some of their grounded passenger aircraft. Not long ago regarded as a relatively closed and staid demographic giant, the nation has emerged over the past decade as “open for business,” quickly joining global leaders in everything from IT and BPO to financial services and medical tourism. As India’s integration into the global economy accelerated, so did its annual GDP growth rate, averaging over 8% since 2003. In the fiscal year 2007, its GDP expanded by 9.4% and was forecasted to remain above 9% for the next three years.40 Foreign investment concurrently mushroomed, posi- tioning India as number two in the world (behind China) as the preferred location for FDI. Net capital inflows (FDI plus long-term commercial debt) exceeded USD24 billion. The country’s explosive economic growth has yielded a burgeoning middle class in which higher incomes have led to sharp rises in purchases of automobiles, motorbikes, computers, mobile phones, TVs, refrigerators, and branded con- sumer goods of all types. Rapidly rising household incomes have also generated a burst in air travel, both domestic and international. In just three years from 2003–2004 to 2006–2007, commercial aircraft enplanements in India rose from 48.8 million to nearly 90 million, a growth rate of almost 25% annually.
