NATIONAL PARKS AND ACCESS TO THE COUNTRYSIDE ACT, 1949 COUNTY OF EAST SUFFOLK NOTICE is hereby given that the East Suffolk County Council, in exercise of the powers conferred upon them by sub-section 3 of Section 29 of the National Parks and Access to the Countryside Act, 1949, have determined to modify the particulars contained in the Draft Rights of Way Maps and Statements prepared under Section 27 of the above-mentioned Act in relation to the rights of way within the Rural Districts of Blyth, Wainford, and Samford, in the said County, by (i) the deletion of the footpaths indicated in the First Schedule hereto; (ii) the inclusion of the footpaths indicated in the Second Schedule hereto. Maps showing these modifications have been deposited at the offices of the County Surveyor, County Hall, Ipswich, and as regards the Blyth Rural District and the Wainford Rural District, at the District Council Offices, Rendham Road, Saxmundham, and 1 Ballygate, Beccles, respectively, and may be seen there free of charge between the hours of 9 a.m. and 1 p.m., and 2.15 p.m. and 5 p.m. on Mondays to Fridays, and 9 a.m. to 12 noon on Saturdays. It is accepted that there will be some housing development in Benhall and Sternfield, but growth should be proportional, capable of being absorbed into the existing village environment, and clearly separate from Saxmundham and other surrounding villages. Part 1 – Strategic / Cross Boundary Issues 1.1 Vision Benhall and Sternfield are villages in a rural setting and should remain so. It is accepted there will always be a blend of urban and rural areas within the District, which address a range of preferences of life styles, and any movement towards urbanisation of the countryside should be resisted. Development should not be permitted that puts undue strain on traffic corridors (road & rail), and local services. 1.2 Growth The need to meet Baseline growth is accepted, but growth beyond that is not favoured remote from established commercial centres. Sizewell C is still only speculation, and should be disregarded from growth considerations. 1.3 Growth Wherever there is development in the Plan area, there will be an increased location demand for improved access to Ipswich, being the main commercial hub.

Suggestions on re-warding of the area were presented to the Boundary Commission including Waldringfield being joined to Martlesham Ward. Brown Bins, well actually they are Green, were introduced and 37% of people had signed up. The Adastral Park 106 Agreement was signed off meaning that Outline Planning Permission for a £300 million development would go ahead and would be known as Brightwell Lakes. June. Green bins subscribers were up to 46%. SCDC elected its last Chairman, Nicky Yeo. She challenged us to spend our Community Enabling Budgets on all ages in our communities. July 52% Green bin subscribers. Deben Leisure in Woodbridge re-opened to the public after refurbishment. Boundary Commission consultation and the Local Plan Consultations were both out for comment. Waldringfield Parish Council and I worked hard at getting Waldringfield back in the rural villages and out of Martlesham were it had been suggested. We won our fight. August Suffolk successfully applied to be part of a pilot scheme whereby it kept £10.4 million worth of business rates from local businesses which normally goes to Central Govt. This would be used to invest in projects that boost economic growth and support communities in Suffolk. September 56% Green Bin Subscribers. It became apparent that by 2030s at leat 25% of the country’s electricity would be coming in through a small part of the Suffolk Coast.
